This report recounts the experiences of 27 physicians and other health workers in Syria (all but two of them Syrian) who struggle to provide trauma care and health services to a population under assault.

• Between January to December 2019, an estimated 8.58 million people were reached at least once with some form of humanitarian assistance, including over
91,000 people through three inter-agency convoys, two to Rukban and one to Menbij. On ...average, 3.4 million people received some form of humanitarian
assistance on a monthly basis.
• Response efforts have seen a 39% increase in December compared to November with around 4.88 people reached.
• More than a third (38.5%) of this response was delivered to areas of most acute need (which host an estimated 40% of people in need); 25.3% of the response
was delivered to areas with major needs (which host an estimated 42% of people in need); and 36.2% of the response was delivered to other areas of lower
severity and include life-saving activities (e.g.: vaccination campaigns, nutrition screening and water provision) to reduce excess morbidity and mortality.

Neither a Turning Point Nor an Overall Determinant
Nine years into the (civil) war, Syria is in an extraordinarily poor position to confront the Covid-19 pandemic. Instead of the pandemic leading towards the uniting of local, regional, and international actors involved in Syria around a common purp...ose, con-flict dynamics have hampered an effective response to Covid-19. Yet, the pandemic is unlikely to become a decisive turning point in conflict dynamics or an overall deter-minant of its future trajectory.

With the Syria Crisis now in its eighth year, civilians continue to bear the brunt of a conflict marked by unparalleled suffering, destruction and disregard for human life. 13.1 million people require humanitarian assistance, including over 2 million people in hard-to-reach areas, where they are exp...osed to grave protection threats.
Over half of the population has been forced from their homes, and many people have been displaced multiple times. Children and youth comprise more than half of the displaced, as well as half of those in need of humanitarian assistance. Parties to the conflict act with impunity, committing violations of international humanitarian and human rights law.

Economic conditions in Syria are projected to continue to be mired by prolonged armed conflict, turmoil in Lebanon and Turkey, COVID-19, and the war in Ukraine. Subject to extraordinarily high uncertainty, we project that Syria’s real GDP will contract by 2.6 percent in 2022 (to US$ 15.5 billion i...n constant 2015 prices) after declining by 2.1 percent in 2021. Risks to the growth outlook are significant and tilted to the downside.

After a decade of crisis, Syria remains one of the world’s most complex humanitarian crises. Continued hostilities, new and protracted displacement, increased returns and the sustained destruction of communities have impacted Syrians’ lives and futures in a devastating way. The 2021 Humanitarian... Needs Overview (HNO) identified that 13.4 million people, more than half of country’s pre-crisis population, need humanitarian support. On September 10, 2022, the Ministry of Health (MOH) announced a cholera outbreak in Aleppo governorate with 15 laboratory confirmed cases reported between August 25 and September 9, 2022. Activities under this plan seek to address the immediate needs stemming from this outbreak and highlight respons...e priorities across all areas of the response and key sectors involved. This plan initially focuses on the Health, Water Sanitation and Hygiene (WASH), and Risk Communication and Community Engagement (RCCE) responses for an initial period of 90 days. The activities detailed in this plan are also within the programmatic scope of the 2022-2023 Humanitarian Response Plan (HRP).

Since late August 2022, cases of severe acute watery diarrhoea have been increasingly reported across Syria, concentrated
particularly along the Euphrates river. These were later confirmed to be cholera cases.3 Cholera is a disease caused by
bacteria that can be found in faeces, and spreads throug...h people consuming contaminated water or food. It causes severe
watery diarrhoea and vomiting which lead to dehydration. If treated immediately, less than 1% of cases result in patients
dying. However, if timely treatment is not available, cholera can lead to death within hours in 25 to 50% of cases. The
situation is critical in Syria as the local population is facing a severe water crisis due to drought, falling groundwater levels,
reduced flow in the Euphrates River, and reduced functionality of Alouk water station. REACH has been monitoring

In the early morning of 6 February 2023, a magnitude 7.8 earthquake struck southern Türkiye near the northern
border of Syria. The earthquake was followed 11 minutes later by a magnitude 6.7 aftershock. Many aftershocks
continue to be felt across the region. Whilst the impact is still being ass...essed, initial reports evidence significant
damage in the areas of southern Türkiye and northern Syria.
