This is the second guidance note in a four-part series of notes related to impact evaluation developed by InterAction with financial support from the Rockefeller Foundation. This second guidance note, Linking Monitoring and Evaluation to Impact Evaluation, illustrates the relationship between routine... M&E and impact evaluation – in particular, how both monitoring and evaluation activities can support meaningful and valid impact evaluation. The guidance note is also available in French, Arabic and Spanish on https://www.interaction.org/impact-evaluation-notes.

This is the fourth guidance note in a four-part series of notes related to impact evaluation developed by InterAction with financial support from the Rockefeller Foundation. This fourth guidance note, Use of Impact Evaluation Results, highlights three themes crucial for effective utilization of evalu...ation results. Theme one states that use does not happen by accident. Impact evaluations are more likely to be used when uses have been anticipated and planned from the earliest stages of the evaluation and, even better, from the planning stages of the work that is being evaluated. Theme two concerns the operations and systems required in an organization to use impact evaluations well. Theme three builds from the premise that the first two themes are necessary but insufficient conditions for the effective and widespread use of impact evaluations. The guidance note is also available in French, Arabic and Spanish on https://www.interaction.org/impact-evaluation-notes.

This is the first guidance note in a four-part series of notes produced by InterAction to support management,
program and M&E staff in international NGOs to plan, design, manage, conduct and use impact evaluations. This first guidance note, Introduction to Impact Evaluation, provides an overview of... impact evaluation, explaining how impact evaluation differs from – and complements – other types of evaluation, why impact evaluation should be
done, when and by whom. It describes different methods, approaches and designs that can be used for the different aspects of impact evaluation. The guidance note is also available in French, Arabic and Spanish on https://www.interaction.org/impact-evaluation-notes.

This is the third guidance note in a four-part series of notes related to impact evaluation developed by InterAction with financial support from the Rockefeller Foundation. This third guidance note, Introduction to Mixed Methods in Impact Evaluation, starts by explaining what a mixed methods (MM) imp...act evaluation design is and what distinguishes this approach from quantitative or qualitative impact evaluation designs. It notes that a mixed methods approach seeks to integrate social science disciplines with predominantly quantitative (QUANT) and predominantly qualitative (QUAL) approaches to theory, data collection, data analysis and interpretation. The guidance note is also available in French and Spanish on https://www.interaction.org/impact-evaluation-notes. What are the political, economic, social and security implications of the Ebola crisis, with a particular focus on Sierra Leone?
From 2000 to 2010, Rwanda implemented comprehensive health sector reforms to strengthen the public health system, with the aim of reducing maternal and newborn deaths in line with Millennium Development Goal 5, among many other improvements in national health. Based on a systematic review of the lit...erature, national policy documents and three Demographic & Health Surveys (2000, 2005 and 2010), this paper describes the reforms and the policies they were based on, and provides data on the extent of Rwanda’s progress in expanding the coverage of four key women’s health services. Progress took place in 2000–2005 and became more rapid after 2006, mostly in rural areas, when the national facility-based childbirth policy, performance-based financing, and community-based health insurance were scaled up. Between 2006 and 2010, the following increases in coverage took place as compared to 2000–2005, particularly in rural areas, where most poor women live: births with skilled attendance (77% increase vs. 26%), institutional delivery (146% increase vs. 8%), and contraceptive prevalence (351% increase vs. 150%). The primary factors in these improvements were increases in the health workforce and their skills, performance-based financing, community-based health insurance, and better leadership and governance. Further research is needed to determine the impact of these changes on health outcomes in women and children.

Malaria is an important disease that has a global distribution and significant health burden. The spatial limits of its distribution and seasonal activity are sensitive to climate factors, as well as the local capacity to control the disease. Malaria is also ...one of the few health outcomes that has been modeled by more than one research group and can therefore facilitate the first model intercomparison for health impacts under a future with climate change. We used bias-corrected temperature and rainfall simulations from the Coupled Model Intercomparison Project Phase 5 climate models to compare the metrics of five statistical and dynamical malaria impact models for three future time periods (2030s, 2050s, and 2080s). We evaluated three malaria outcome metrics at global and regional levels: climate suitability, additional population at risk and additional person-months at risk across the model outputs. The malaria projections were based on five different global climate models, each run under four emission scenarios (Representative Concentration Pathways, RCPs) and a single population projection. We also investigated the modeling uncertainty associated with future projections of populations at risk for malaria owing to climate change. Our findings show an overall global net increase in climate suitability and a net increase in the population at risk, but with large uncertainties. The model outputs indicate a net increase in the annual person-months at risk when comparing from RCP2.6 to RCP8.5 from the 2050s to the 2080s. The malaria outcome metrics were highly sensitive to the choice of malaria impact model, especially over the epidemic fringes of the malaria distribution.

The International Forum of Indigenous Women (IIWF) has prepared this report in order to have a
document for analysis and systematization of the impacts of the COVID-19 pandemic on the lives
of Indigenous Women, and to identify the strategies promoted by them. This document is expected
to serve as... a political tool for advocacy. The methodology used in this analysis is a gender and
Indigenous Women’s collective and individual human rights approach. The results are mainly based
on a global, participatory survey, conducted in English, French and Spanish languages, aimed at
indigenous women’s organizations and leaders.

This brief presents the prospects for sustaining enrollment of Ukrainian students in educational services and addressing accumulating learning losses.
Displacement of Students and Educators. The war in Ukraine has resulted in more than 6
million Ukrainians fleeing to neighboring countries. This in...cludes nearly 665,000 students (16% of total number of enrolled students) and over 25,000 educators (6% of total educators in the country).

Data from 22 countries across the region featured in the study shows children are bearing the heaviest burden of the economic crisis caused by the war in Ukraine. While children make up 25 per cent of the population, they account for nearly 40 per cent of the additional 10.4 million people experienc...ing poverty this year.
The Russian Federation has experienced the most significant increase in the number of children living in poverty, with an additional 2.8 million children now living in households below the poverty line, accounting for nearly three-quarters of the total increase across the region. Ukraine is home to half a million additional children living in poverty, the second largest share. It is important to note that this is a conservative estimate which uses a GDP drop of 10 per cent.

This article analyzes the impact of the COVID-19 pandemic on foreign aid. Using examples from Canadian foreign aid, it argues that, despite the terrible toll it is exacting, the crisis has accelerated some significant positive pre-existing trends, both by destabilizing the perception of aid as flowi...ng essentially from the Global North to Global South and by reinforcing awareness of the importance of joint efforts for global public goods and humanitarian assistance, as well as debt relief. However, it has also reinforced potentially harmful self-interested justifications for aid, which could align assistance more with donors’ priorities than the needs of the poor

The World Health Organization (WHO) released its first-ever report on the devastating global impact of high blood pressure, along with recommendations on the ways to win the race against this silent killer. When explosive weapons are used in populated areas, they have direct and indirect impacts
on the provision of services, community cohesion, humanitarian access, regular support for
basic needs, physical safety, mental health and psychological well-being, as well as other
social and economic impac...ts. The challenges and human impacts in hard-to-reach areas –
such as in Kharkiv, Mykolaiv and Kherson Oblasts – exemplify the specific and systematic
pattern of harm caused by explosive weapons during and after armed conflicts.
