O desenvolvimento e a operacionalização do Protocolo obrigam à definição clara de uma estrutura de liderança, coordenação e harmonização, bem como à identificação das entidades com responsabilidades no planejamento, na execução e na avaliação das atividades estabelecidas nas três esferas de gestão do Sistem Unico de Saude.
