Tax capacity—the policy, institutional, and technical capabilities to collect tax revenue—is part of a deeper process of state building that is essential for achieving the sustainable development goals. This Staff Discussion Note shows that developing countries have made some progress in revenue... mobilization during the past decades, but that much more is needed. It finds that a staggering 9 percentage-point increase in the tax-to-GDP ratio is feasible through a combination of tax system reform and institutional capacity building. Achieving this calls for a holistic and institution-based approach that focuses on improving policy, administration, and legal implementation of core taxes. The note offers practical lessons and guidance, based on IMF capacity-building experience in this area.

Zambia is facing a severe economic crisis marked by high inflation, increasing poverty and a heavy debt burden that is straining both its fiscal stability and progress in health outcomes. By 2020, the country's external debt reached United States dollars (USD) 12.7 billion, representing 108% of the ...country's gross domestic product (GDP). In 2020, Zambia sought assistance through the G20 Common Framework and the International Monetary Fund (IMF) Extended Credit Facility (ECF), securing a USD 1.7 billion loan over 5 years. IMF loans, however, come with austerity measures that prioritise fiscal discipline but could potentially exacerbate social inequalities. These measures, which include increasing consumer taxes on goods and services (value added taxes - VATs), electricity tariffs and fuel prices, disproportionately impact vulnerable populations, raising concerns about their long-term effects on essential services, especially accessible and good quality healthcare services.

The Social and Behaviour Change Communication (SBCC) Strategy for the Prevention of the Re-establishment of Malaria Transmission in Timor-Leste forms part of the National Strategic Plan (NSP) for 2021–2025. The strategy aims to support Timor-Leste's efforts to sustain malaria elimination by promot...ing responsive and preventive behaviours through targeted communication and community engagement. Created in collaboration with the Ministry of Health, the WHO, the Global Fund and other stakeholders, the SBCC strategy implements recommendations from the 2020 external review of the National Malaria Programme. Building on previous BCC initiatives (2015–2020), it emphasises surveillance, diagnosis, treatment and vector control, particularly focusing on vulnerable populations. The SBCC strategy provides partners and implementers with a dynamic guide to designing context-specific communication interventions that support malaria elimination and prevent the re-establishment of transmission.

Conçu dans le cadre stratégique de la politique pour la Revitalisation de la vaccination en tant que bien de santé publique pour une santé universelle et aligné sur le Programme pour la vaccination à l’horizon 2030, le plan d’action synthétise les priorités déterminées par les pays et les territoires, en utilisant des indicateurs qui ciblent six axes stratégiques d’intervention : la gouvernance, la surveillance, l'intégration, la communication, les ressources humaines et la prise de décision fondée sur des données probantes. Cette approche globale et inclusive réaffirme la volonté de parvenir à la couverture sanitaire universelle et d'atteindre les objectifs de développement durable. Out of 400 questionnaires distributed to the participants, 389 were returned with data acceptable for analysis. Ages of the participants ranged from 18 to 75 years (Mean=43 + 11.6). Out of the 272 (69.9%) participants who conceded that th...ey had used medicinal herbs at least once, 30 (7.7%) participants used medicinal herbs frequently while 242 (62.2 %) rarely used the herbs. At least 20 plant species belonging to 16 families were reportedly used by the participants. Asteraceae was the most common plant family reportedly used by the participants. Allium sativum and Dicoma anomala, reportedly used by 21.0% and 14.3% respectively, were the most commonly used medicinal herbs in this population. In addition, boosting the immune system and treating gastrointestinal ailments, apparently cited by 32% and 28% participants respectively, were the most commonly reported reasons for using medicinal herbs.

Due to the anticipated significant rise in VL testing occasioned by Ghana’s adaptation of 2016 ART guidelines, it has become necessary to develop this VL scale-up and operational plan to assure complete client access to laboratory monitoring towards the achievement of the third 90 of the HIV care ...cascade.
