Human Rights Watch found violent abuse by guards in four official detention centers in western Libya, including beatings and whippin...gs. Human Rights Watch witnessed large numbers of children, including newborns, detained in grossly unsuitable conditions in three out of the four detention centers. Almost 20 percent of those who reached Europe by sea from Libya in 2018 were children.

As of 21 March 2019, a total of 250,000 people are reported to be affected by the floods in nine districts. An estimated 48 per cent of the affected population is under 18 years of age.
There is limited road access in the Chimanimani, the worst affected district.
An estimated 60,000 children are ...in need of immediate protection services, and 100,000 children are in need of welfare and civil registration services in nine flood affected districts.
Initial estimates indicate that 54 classrooms from 114 schools have been affected by the floods, impacting about 30,000 learners. Over 5,000 households have been reached with critical WASH Hygiene kits in affected districts.

CIHS is funded jointly by the Substance Abuse and Mental Health Services Administration(SAMHSA) and the Health Resources and Services Administration (HRSA), and run by the National Council for Behavioral Health.
Despite the high prevalence of mental health and substance use problems, too many Americans go without treatment — in part because their disorders go undiagnosed. Regular screenings in primary care and other healthcare settings enables earlier identification of mental health and substance use disorders, which translates into earlier care.
