Der fünfte Bericht erfasst den Zeitraum vom 1. Juli 2019 bis zum 30. Juni 2020. Er wurde anlässlich des Internationalen Tags der Menschenrechte, dem 10. Dezember, veröffentlicht. Das Gesetz sieht vor, dass der Bundestag zum Bericht des Instituts Stellung nehmen soll.
