Results from the baseline study indicated that schoolgirls in the southwestern refugee settlement context lacked access to the menstrual hygiene knowledge and products required for them to manage their menstruation in a healthy and dignified manner. Since the Fourth World Conference on Women in Beijing in 1995, gender mainstreaming has become a widespread strategy for changing unequal social and institutional structures which discriminate against women and girls, with the goal of achieving gender equality. Much has changed for women since 1995:... they have become more visible as actors in society, economy and politics. Public awareness regarding their discrimination has increased. However, most societies remain based on patriarchy and male hegemony. Patriarchal structures and institutions cannot easily be changed and the struggle for gender equality is still far from being won.more

A generic framework for school-based risk reduction initiatives is illustrated in a diagram on p.10. The Comprehensive School Safety framework suggests a series of continuing activities that include: identifying the hazards in and around a school; conducting drills; preparing contingency and disaster management plans by involving parents, teachers and students; and building on the capacities of an institution and individuals to cope with the challenges during an unforeseen event.
