The primary audience for this guidance is persons
working directly in vector-borne disease prevention
and control, including programme managers,
researchers and field workers. A brief technical
background is provided for the benefit of persons
without expertise in vector-borne diseases; readers...
working in the field may wish to skip the background
section and begin with the discussion of ethical
issues and values in Chapter 3. The guidance cannot
offer universally applicable answers to the complex
ethical issues raised, nor can it provide a checklist of
issues that are necessarily relevant in all situations.
Rather, its goal is to help readers recognize aspects
of their work that raise significant ethical challenges
and to respond to these challenges in accordance
with internationally accepted values and norms.

humanitarian needs and the estimated number of people who need assistance. It represents a consolidated evidence base and
helps inform joint strategic response planning.
As ...the conflict in South Sudan enters its fifth year in 2018, the humanitarian crisis has continued to intensify and expand, on a costly trajectory for the country’s people and their outlook on the future. The compounding effects of widespread violence and sustained economic decline have further diminished the capacity of people to face threats to their health, safety and livelihoods. People in need of assistance and protection number 7 million, even as more than 2 million have fled to neighbouring countries.

Early warning systems for disease outbreaks are surveillance systems that collect information on a selected list of epidemic-prone diseases in order to trigger prompt public health interventions. They function in humanitarian emergency situations when the routine public health surveillance systems o...f a country are underperforming, disrupted or non-existent. Early warning systems are often set up to fill such temporary gaps, while the routine systems recover from the effects of the disaster or a crisis. During humanitarian emergencies, detecting and responding swiftly to epidemics is key in order to reduce unecessary illness and death, especially among refugees and displaced people.

Relief workers face rapidly changing and complex environments, new disease patterns, enormous humanitarian needs and relatively limited resources. The authors of this book use their experience in the area to produce an operational manual of the issues involved in... refugee health programs. This book is aimed at professionals involved in public health assistance to refugees and displaced persons. It deals with a variety of specific refugee health issues at the decisional level, and discusses the priorities of intervention during the different phases of a refugee crisis, from emergency to repatriation.
