In each region, six reference public heath care facilities were selected among those participating in the Level II Facility Survey that was carried out in parallel. Within defined distances from each reference public health care facility, households were selected by purposive cluster sampling. Level 1 indicators measure the existence and ...performance of key national pharmaceutical structures and processes. Level II indicators measure key outcomes of these structures and processes in the areas of access, product quality and rational use. These indicators can be used to assess progress over time; to compare situations between countries; and to reassess and prioritize efforts based on the results.

And how is our understanding constrained by targets and indicators that still cannot be measured? The OECD Measuring Distance to the SDG Targets Study aims to help member coun...tries assess where they stand now and to identify the areas where additional effort is required in order to achieve the goals. It also sets out the statistical agenda – showing how much we do not yet know, and how this might impact both the achievement of the SDGs, and decisions about what to prioritise across this vast agenda. The methodology underlying the Study also provides a way for OECD countries to understand their SDG achievements and challenges in a comparative context.

The intended purpose of this compendium is to provide program managers, organizations, and policy makers with a menu of indicators to better “know their HIV epidemic/know their response” from a gender perspective. The indicators in the compendium are all either part of existing indicators used i...n studies or by countries or have been adapted from existing indicators to address the intersection of gender and HIV. The indicators can be measured through existing data collection and information systems (e.g. routine program monitoring, surveys) in most country contexts, though some may require special studies or research.
