2020 was a year like no other. Amidst on-going humanitarian crises, largely fuelled by conflict and violence but also driven by the effects of climate change – such as the largest locust infestation in a generation – the world had to contend with a global pandemic. In less than one year (March-D...ecember 2020), more than 82 million COVID-19 cases and 1.8 million deaths were recorded. mnesty International’s annual report on the state of the world’s human rights in 2021, published in March 2022, shows that promises to “build back better” after the Covid-19 pandemic were little more than lip service. Hopes of global cooperation withered in the face of vaccine hoarding and c...orporate greed.
Governments suppressed independent and critical voices, with some even using the pandemic as a pretext to shrink further the civic space. New and unresolved conflicts erupted or persisted. Those forced to flee were subjected to a litany of abuses, including pushbacks by countries in the Global North. But hopes for a better post-pandemic world were kept alive by courageous individuals, social movements and civil society organizations.

The report offers a snapshot of the drivers behind the persistent exclusion of persons with disabilities and proposes a framework to build an actionable agenda building on promising practices available in the region. The COVID-19 pandemic has laid bare the urgent need to build more inclusive and res...ilient societies. The region has shown its resilience in recovering from many crises in the past. Today, we are at a crucial flection point where it is clear that universal policies and economic growth alone are insufficient to eradicate the remaining pockets of exclusion. A disability-inclusive recovery should be at the core of the region’s rebuilding strategy. This matters in its own right but is also of utmost importance for the sustainability of the region.

The practice of female genital mutilation (FGM) has proved remarkably tenacious, despite attempts spanning nearly a century to eliminate it. Nevertheless, a number of countries have seen some declines in the practice – at least up until the COVID-19 pandemic, the impact of which is yet to be fully... understood. Other changes in FGM are also evident. These include shifts in attitudes and in the ways the procedure is being carried out.
As the world rallies to accelerate progress against FGM, understanding what drives change in how people think about the practice and act is key to its elimination. Education is one such driver. It is an important mechanism to increase awareness of the dangers of FGM and of groups that do not practise it. Education also fosters questioning and discussion and provides opportunities for individuals to take on social roles that are not dependent on the practice of FGM for acceptance.
