An ALNAP Guide. Pilot Version.
This pilot guide is intended to help evaluation managers to commission and oversee, and team leaders to conduct, RTEs of humanitarian operational responses. Drawing on a synthesis of existing good practices, it sets out a flexible approach that can be adapted to a var...iety of contexts. While it concentrates on the particular problems posed by RTEs undertaken within a few months of the start of an emergency response, it addresses how such RTEs can also feed into on-going operations. While the guide focuses on RTEs, some of the advice applies to all evaluations.

The report reveals weak national mental health services overburdened by the demands placed on them by the Syria crisis. Health facilities which previously provided integrated mental health services in Syria have themselves become casualties of war, with most either destroyed, damaged or not function...ing. The shortage of trained mental health care providers is viewed as critical, both in Syria and in the neighboring countries where refugees now reside. Strengthening and expanding these services is crucial for Syria’s longer term recovery because the need for treatment will last for years after the war ends.

Now entering its ninth year, the crisis in north-east Nigeria has created vulnerabilities and humanitarian concerns. An estimated 7.7 million men, women, boys and girls are in acute need of protection and assistance. While the humanitarian community has provided life-saving assistance to over 5.6 mi...llion affected people in 2017 and helped stabilise living conditions for millions of people, reducing mortality and morbidity, significant humanitarian needs still remain.

SAMS documents the multi-dimensional nature of mental health disorders afflicting Syrians, including accounts of refugee experiences from Eastern Ghouta, Idlib, and beyond. This report contributes new evidence on why and how sexual and gender-based violence (SGBV) risks increase during humanitarian disasters.... It details how humanitarian actors can better prevent and respond to such escalation of SGBV, and better meet the needs of affected women, girls, men and boys. This research is based on community views of disaster-affected women, adolescent girls, men and adolescent boys in three South-East Asian countries: Indonesia, Lao PDR and the Philippines.

As part of a wider organisational undertaking to better capture and communicate the effectiveness of its work, Oxfam developed an evaluative method to assess the quality of targeted humanitarian responses. This method uses a global humanitarian indicator tool which is intended to enable Oxfam GB to ...estimate how many disaster-affected men and women globally have received humanitarian aid that meets establishes standards for excellence. This method was used after the independence of South Sudan, which was followed by political tensions with its neighbour on issues unresolved from the Comprehensive Peace Agreement (CPA) which include border demarcation, wealth-sharing and the fate of the disputed territory of Abyei.

The document at hand presents key findings from a project undertaken globally between July 2014 and May 2015 to assess progress made by UNHCR country and regional operations to effectively protect lesbian, gay, bisexual, and transgender, and intersex (LGBTI) asylum-seekers and refugees. Globally, 10...6 offices, or roughly 90% of eligible country and regional operations, participated in the assessment.
