Esta nueva edición del Informe sobre control del tabaco en la Región de las Américas presenta la situación actual y las tendencias de la epidemia del tabaquismo en la Región de las Américas, así como de la aplicación de seis medidas efectivas para combatirla conoc...idas como el paquete de medidas MPOWER. El informe cuenta con las contribuciones de autores invitados, quienes comparten sus puntos de vista sobre temas de alto interés para la Región, como es el Protocolo para la Eliminación del Comercio Ilícito de Productos de Tabaco, la regulación de nuevos (y viejos) productos y lecciones aprendidas. El informe incluye además una sección con perfiles de país, en la que se muestra el estado de aplicación de las seis medidas en cada uno de los 35 Estados Miembros de la Región.

Los resultados principales son los siguientes: El acceso de las embarazadas a la atención prenatal y del parto es alto en la Región de las Américas.

Los cambios del contexto en 2018 nos traen varios desafíos y oportunidades para el 2019. Este año tuvimos la posesión del Presidente Duque y un redireccionamiento de las prioridades del Gobierno en la agenda nacional. Asimismo, observamos un incremento sustantivo en los flujos migratorios mixtos ...provenientes de Venezuela, mientras en algunas de las zonas históricamente más afectadas por el conflicto armado se ejercían esfuerzos para la implementación de los Acuerdos de Paz con las FARC-EP. En ese contexto, observamos en algunas regiones del país la continuidad de dinámicas de violencia con afectaciones a la población civil y el subsecuente deterioro de los indicadores humanitarios: el desplazamiento interno, restricciones a la movilidad, amenazas y asesinatos a líderes(as) y defensores(as) de derechos humanos, incidentes MAP/MUSE. Todos ellos alcanzaron niveles que no registrábamos desde hace algunos años. Además, la incertidumbre por los diálogos de paz con el Ejecito de Liberación Nacional aumenta el riesgo de estos desafíos.

This codebook outlines the set of TUFF procedures that have been developed, tested, refined, and implemented by AidData staff and affiliated faculty at the College of William & Mary. We initially employed these methods to achieve a specific objective: documenting the known universe of officially fin...anced Chinese projects in Africa (Strange et al. 2013, 2017). We have since then employed these methods to track Chinese official finance to five major world regions: Africa, the Middle East, Asia and the Pacific, Latin America and the Caribbean, and Central and Eastern Europe (Dreher et al. 2017). Additionally, other social scientists have adapted and applied the TUFF methodology to identify grants and loans from Gulf Cooperation Council (GCC) members (Minor et al. 2014), under-reported humanitarian assistance flows from traditional and non-traditional sources (Ghose 2017), foreign direct investment from Western and non-Western sources (Bunte et al. 2017), and pre-2000 foreign aid flows from China (Morgan and Zheng 2017). However, this codebook focuses specifically on TUFF data collection and quality assurance procedures to track Chinese official finance between 2000 and 2014.

This report seeks to uncover the extent to which global goals crowd in international financing, inform domestic policy priorities, and navigate progress toward development outcomes in low- and middle-income countries (LICs and MICs). Our report:
Provides a historical perspective on how ODA financin...g was aligned with the MDGs, and the perceived influence of global goals in shaping domestic priorities
Offers a baseline of ODA financing to the SDGs and a forward-looking perspective in translating past lessons learned from the MDGs era into actionable insights
Using a pilot methodology developed by AidData, we analyze ODA flows during the MDGs era (2000-2013) and approximate baseline financing for each goal prior to the adoption of Agenda 2030 in September 2015. The dataset used in the report, Financing to the SDGs, Version 1.0, provides project-level data on estimated Official Development Assistance (ODA) commitments to the 17 Sustainable Development Goals (SDGs) from 2000 to 2013. In this report, we also draw upon the responses of nearly 7,000 public, private, and civil society leaders from AidData’s novel 2014 Reform Efforts Survey to assess how national-level policymakers perceive the MDGs in light of their domestic reform priorities, and what this may mean for the SDGs.

This report makes clear that there is a path to end AIDS. Taking that path will help ensure preparedness to address other pandemic challenges, and advance progress across the Sustainable Development Goals. The data and real-world examples in the report make it very clear what that path is. It is not... a mystery. It is a choice. Some leaders are already following the path—and succeeding. It is inspiring to note that Botswana, Eswatini, Rwanda, the United Republic of Tanzania and Zimbabwe have already achieved the 95–95–95 targets, and at least 16 other countries (including eight in sub-Saharan Africa) are close to doing so.

To support the achievement of health equity in the Region, the regional inter-agency movement Every Woman Every Child Latin America and the Caribbean (EWEC-LAC) advocates for and supports the use of equity and evidence-based policies, strategies and interventions to accelerate equitable progress in ...the health of women, children and adolescents. Although progress has been made, great inequities persist. Women from the LAC region’s poorest countries are almost four times more likely to die due to complications during childbirth than those living in the wealthiest countries. Through the years, several tools, instruments and methods (TIMs) have been developed by global, regional and country partners that can be used to conduct systematic equity-based analyses and/or re-designs of health systems, programs, strategies and interventions. The main purpose of this document is to present an overview of existing TIMs that can be used by policymakers, program managers, development partners, nongovernmental organizations, academia and civil society partners to strengthen systematic identification, analysis and responding to social inequities in the health of women, children and adolescents in LAC. Financing Global Health 2015 is the seventh edition of IHME’s annual series on global health financing. This report captures trends in development assistance for health (DAH) and government health expenditure as source (GHE-S) in low- and middle-income countries. Annually updated GHE-S and DAH est...imates are produced to aid decision-makers and other global health stakeholders in identifying funding gaps and invesment opportunities vital to improving population health. This year, IHME made a number of improvements to the data collection and methods implemented to generate Financing Global Health estimates.
