In these guidelines we use the term gambling problems to refer to
difficulties over time in limiting money or time spent on gambling,
which leads to adverse consequences for the person, others, or for
the community. This could include someone whose gambling is having
a great enough impact on the...ir life to receive a diagnosis of a gambling
disorder, but may also include people with less severe problems.
Gambling problems are mental health problems. In addition, people
with gambling problems are likely to have other common mental health
problems, such as depression, anxiety and substance use problems.

Readers need to apply this knowledge to patients in accordance with the guidelines and laws of their country of practice. Some medications may not be available in some countries and readers should consult the specific drug information since not all dosages and unwanted effects are mentioned. Organizations, publications and websites are cited or linked to illustrate issues or as a source of further information. This does not mean that authors, the Editor or IACAPAP endorse their content or recommendations, which should be critically assessed by the reader. Websites may also change or cease to exist.

Master of Science in Pharmaceutical Management Dissertation
"Some of the problems with our current drug policies stem from the fact that these policies have been largely bifurcated between two different and often contradictory approaches. One treats drug use as a crime that cannot be tolerated and should be punished; the other views addiction as a chronic re...lapsing health or behavioral condition requiring ongoing treatment and support. Neither of these views is all encompassing—it should be recognized that there are patterns of drug use that do not result in significant harm or health problems and therefore require no intervention. The public health approach presented here takes the view that our focus should be on the harm caused by drug use and the harm caused by our policy responses to it. We have focused specifically on illicit drugs, not because they are by themselves more harmful (in fact, tobacco causes more morbidity and mortality than any illicit drug), but because it has become increasingly clear that our current policies to manage illicit drugs are failing."
