Depuis plus de trois décennies, le Bénin a souscrit à l’approche des soins de santé primaires
telle que définie à la conférence d’Alma-Ata (1978) et renforcée par l’Initiative de Bamako
(1987). Le pays a mis en oeuvre diverses expériences de soins de santé au niveau
communautaire ...avec l’appui des Partenaires Techniques et Financiers (PTF) et la
participation des Organisations Non Gouvernementales (ONG) et les Organisations
Communautaires de Base (OCB). Celles-ci ont contribué à l’amélioration de l’offre des
services de santé, malgré l’absence d’une politique coordonnée devant servir de cadre
institutionnel à la santé communautaire.
A l’étape actuelle du processus de mise en oeuvre de diverses expériences pilotes d’actions
communautaires, le Ministère de la Santé s’est engagé dans une réflexion visant l’élaboration
d’une politique nationale de santé communautaire. Celle-ci devra servir à encadrer la mise à
l’échelle des interventions communautaires qui ont démontré leur efficacité et leur impact
sur les populations cibles. Cette réflexion a entraîné la tenue du forum national sur la santé
communautaire en Novembre 2013 à Cotonou.
Le document de Politique de Santé Communautaire s’arrime au Plan National de
Développement Sanitaire à travers lequel le Bénin ambitionne de « disposer en 2025 d’un
système de santé performant basé sur des initiatives publiques et privées, individuelles et
collectives, pour l’offre et la disponibilité permanente de soins de qualité, équitable et
accessible aux populations de toutes catégories, fondées sur les valeurs de solidarité et de
partage du risque pour répondre à l’ensemble des besoins de santé du peuple béninois » Dans
le présent document, il est défini une vision, des priorités et des stratégies pour les dix
prochaines années en santé communautaire. La principale innovation réside dans la
conception et la mise en place au niveau de chaque village et quartier de ville de la
composante locale du système national de santé (CoLoSS) en partenariat avec toutes les
parties prenantes. Le document précise les conditions requises et les mesures
d’accompagnement pour la réussite de la nouvelle politique dans le sens de l’autonomisation
(empowerment) progressive des populations.

In 2023, sea-surface temperatures in the north-west Pacific Ocean were the highest on record. Even the Arctic Ocean suffered a marine heatwave.
Asia is warming faster than the global average. The warming trend has nearly doubled since the 1961–1990 period.

Ahead of World Malaria Day, the WHO Global Malaria Programme published a new operational strategy outlining its priorities and key activities up to 2030 to help change the trajectory of malaria trends, with a view to achieving the global malaria targets. The strategy outlines 4 strategic objectives ...where WHO will focus its efforts, including developing norms and standards, introducing new tools and innovation, promoting strategic information for impact, and providing technical leadership of the global malaria response.
In recent years, progress towards critical targets of the WHO Global technical strategy for malaria 2016-2030 has stalled, particularly in countries that carry a high burden of the disease. In 2022 there were an estimated 608 000 malaria-related deaths and 249 million new malaria cases globally, with young children in Africa bearing the brunt of the disease.
Millions of people continue to miss out on the services they need to prevent, detect, and treat malaria. Additionally, progress in global malaria control has been hampered by resource constraints, humanitarian crises, climate change and biological threats such as drug and insecticide resistance.
“A shift in the global malaria response is urgently needed across the entire malaria ecosystem to prevent avoidable deaths and achieve the targets of the WHO global malaria strategy,” notes Dr Daniel Ngamije, Director of the Global Malaria Programme. “This shift should seek to address the root causes of the disease and be centred around accessibility, efficiency, sustainability, equity and integration.”

Since 2016, the Pan American Health Organization (PAHO) has been promoting the implementation of the HEARTS Initiative in the Americas as a regional adaptation of the World Health Organization's Global HEARTS Initiative. During this time, 33 countries in the Region of the Americas have committed to ...implementing HEARTS, and PAHO has developed many technical resources to support them. Most of these resources are clinical tools for primary healthcare teams and focus on quality improvement. This compendium aims to group all these clinical tools in a single document under a simple format that facilitates their practical implementation in daily clinical practice. The reader will notice that each tool is summarized on a single page and presented in a modular format. Therefore, each tool can be used together or separately as needed. In addition, at the bottom of each tool, the reader will find the references and hyperlinks to access full texts in case deeper knowledge is required.

Este compendio pretende presentar en un solo documento, y de manera simple y didáctica, todos los recursos técnicos desarrollados por la Iniciativa HEARTS en las Américas para facilitar su implementación en la práctica diaria del ámbito clínico. El lector notará que cada herramienta se detalla en una sola página y se presenta en un formato modular. n recent decades, a significant improvement in people’s general health conditions has occurred, leading to an increase in life expectancy at birth in most countries in the Region of the Americas. This progress has been the result of both health technology advances – antibiotics, vaccines, and ot...her treatments – and improvements in the conditions in which people live, including increased access to improved drinking water and sanitation, and health services. Nevertheless, progress has slowed in recent years, and achievements have varied among countries and territories, as well as within them. In the journey toward universal health, it is essential to have the ability to monitor and assess progress in terms of the ultimate goal of health systems: improving the health and well-being of populations. To this end, this edition of Health in the Americas analyzes the standardized rate of potentially avoidable premature mortality as an indicator of health system performance, considering both its preventable component through public and intersectoral health interventions, as well as the treatable component, related to the effectiveness of health services, that is, the quality of health care. The analysis of potentially avoidable premature mortality provides a metric for comparing and tracking performance over time.

En los últimos decenios, el estado general de salud de las personas ha mejorado considerablemente, lo que ha llevado a un aumento de la esperanza de vida al nacer en la mayor parte de los países de la Región de las Américas. Este progreso ha sido el resultado tanto de los avances en las tecnolog...ías sanitarias (antibióticos, vacunas y otros tipos de tratamiento) como de las mejoras en las condiciones en que viven las personas, incluido un mayor acceso al agua potable y el saneamiento mejorados, y a servicios de salud. Sin embargo, el progreso ha aminorado en los últimos años, y los logros han variado entre los países y territorios, así como dentro de ellos. En el camino hacia la salud universal, es esencial tener la capacidad para evaluar el progreso y darle seguimiento de acuerdo con el objetivo fundamental de los sistemas de salud, que es mejorar la salud y el bienestar de la población. Con ese fin, en esta edición de Salud en las Américas se analiza la tasa estandarizada de mortalidad prematura potencialmente evitable como indicador del desempeño de los sistemas de salud, teniendo en cuenta tanto el componente prevenible por medio de intervenciones intersectoriales y de salud pública como el componente tratable, relacionado con la efectividad de los servicios de salud, es decir, la calidad de la atención de salud.

It presents regional tren...ds between 2010 and 2022 for 50 health-related SDG indicators using available data from WHO and estimates from other United Nations agencies. The report reveals some successes at the country level amid a marked slowdown regionally with setbacks across indicators on health health risks and determinants and access to services. We are at the halfway point for the 2030 Agenda for Sustainable Development: to reverse current trends and ensure the health and well-being of our population we must take bold steps now.

Furthermore, during the 2023 high-level meeting, member states agreed on a new target to ensure that all people with TB have access to a comprehensive package of health and social benefits by 2027.

Esta tercera edición (denominada “hoja de ruta del 2023”) de la Hoja de ruta para poner fin a la tuberculosis en la población infantil y adolescente es una actualización de las versiones de la Hoja de ruta del 2013 y del 2018. La versión 2023 reconoce los progresos realizados en los últimos cinco años y describe las prioridades y las acciones clave diseñadas para acelerar el progreso hacia los objetivos elaborados durante la Reunión de Alto Nivel de la Asamblea General de las Naciones Unidas sobre la lucha contra la tuberculosis de 2023. Se espera que la aplicación de estas medidas clave a nivel subnacional, nacional, regional y mundial en el contexto de la cobertura universal de salud permita encontrar y tratar más casos de enfermedad o infección por Tuberculosis (TB) en la población infantil y adolescente, a fin de prevenir la TB, mejorar los resultados del tratamiento y prevenir la discapacidad asociada a la TB. Esta publicación analiza el grado de alineamiento entre la necesidad de priorizar el primer nivel de atención con el desempeño presupuestario en salud y la capacidad de absorción del sector salud del incremento de los recursos financieros en el periodo 2019 a 2021. La Estrategia de OPS/OMS para el Establecimiento de Sistemas de Salud Resilientes enfatiza la necesidad de priorizar las inversiones en el primer nivel de atención por su incidencia en los niveles de acceso y cobertura. En este ámbito, los presupuestos públicos sirven como el mecanismo por excelencia de revisión de políticas públicas donde se plasman las prioridades de los gobiernos y los diferentes actores del sistema de salud, se articula el modelo de atención y se reasignan recursos ante eventos de emergencia sanitaria.

El 23 de julio del 2022, el Director General de la OMS declaró el brote de viruela símica una emergencia de salud pública de importancia internacional. A raíz de esa declaración, se puso en marcha un dispositivo de respuesta coordinada con el objeto de interrumpir la transmisión y proteger a l...os grupos en situación de vulnerabilidad. En estas orientaciones se tratan diferentes aspectos relativos al uso de vacunas para respaldar las intervenciones primarias de salud púbica en la respuesta para detener la trasmisión de persona a persona. Tienen como propósito brindar información útil y accesible acerca de las vacunas contra la viruela símica a fin de facilitar el despliegue de estrategias de prevención adaptadas a la situación epidemiológica, con base en las recomendaciones de la VIII Reunión ad hoc del Grupo Técnico Asesor de la OPS sobre Enfermedades Prevenibles por Vacunación.

The meeting of leprosy programme managers in the South-East (SE) Asia Region was convened by the WHO Regional Office for South-East Asia (WHO-SEARO) from 11 to 13 April 2023 in Kolkata, India. The meeting was attended by 40 participants, including 15 national focal points from nine countries, five e...xperts, partners, donors and WHO staff members, including those from the Global Leprosy Programme (GLP).
The objectives of the meeting were to:
- review the current situation and progress of leprosy elimination in the Member States;
- discuss the updates on the new guidance and tools from the Global Leprosy Programme;
- facilitate experience-sharing and catalyse discussions to identify innovative practices, solutions and remaining gaps across countries to enhance leprosy elimination activities; and
- determine priority actions and support needs for accelerating leprosy elimination in the Region.

The Global status report on alcohol and health and treatment of substance use disorders presents a comprehensive overview of alcohol consumption, alcohol-related harm and policy responses as well as treatment capacities for alcohol and drug use disorders worldwide. The report is based on data collec...ted by WHO from Member States and organized in accordance with the Sustainable Development Goals health target 3.5 which calls on countries to strengthen “the prevention and treatment of substance abuse, including narcotic drug abuse and harmful use of alcohol”. The chapter on alcohol and health continues the series of WHO global status reports on alcohol and health and presents the latest available data on the status of, and trends in, alcohol consumption, as well as estimates of the alcohol-attributable disease burden and descriptions of policy responses worldwide. On the basis of data collected from countries on the treatment of substance use disorders the report describes the status of key components of treatment responses to alcohol and drug use disorders and proposes a new service capacity index for these disorders as an additional contextual indicator for monitoring progress in this domain of SDG health target 3.5. The report concludes with broad directions for international action to accelerate progress towards achievement of SDG health target 3.5.

Encouraged by the decrease in the number of cases on treatment, th...e World Health Assembly passed a resolution calling on Member States to accelerate efforts towards global elimination of leprosy as a public health problem by 2000.
Most countries reached the milestone by 2010. The global strategies for 2006–2015 focused on sustaining high-quality leprosy services and early diagnosis. Reduction in the disease burden was measured in terms of grade-2 disability (G2D) or visible deformities in new cases. Since 2016, the strategies have included reduction of stigmatization of people with leprosy.
