Faciliter l’accès aux soins de santé primaires et assurer une couverture sanitaire universelle à la population reste un défi de grande taille pour les pays en voie de développement. En effet malgré quelques efforts consentis ces dernières décennies, le problème d’accessibilité aux so...ins de santé est loin d’être résolu. Outre le problème épineux des ressources humaines s’ajoutent des difficultés liées à l’organisation et au fonctionnement des systèmes de santé, au financement des systèmes de santé, à la prestations de soins de qualité et à l’accès aux médicaments de base. Tous ceci ayant un impact désastreux sur la population notamment les plus pauvres qui n’arrivent plus à bénéficier de soins de qualité permettant d’obtenir une santé optimale.

People affected by humanitarian crises, particularly those displaced and/or living in camps and camp-like settings, are often faced with specific challenges and vulnerabilities that must be taken into consideration when planning for readiness and response operations for... the COVID-19 outbreak. They are frequently neglected, stigmatized, and may face difficulties in accessing health services that are otherwise available to the general population. In the context of this Interim Guidance, the people in humanitarian situations affected by this guidance may include internally displaced persons (IDPs), host communities, asylum seekers, refugees and returnees, and migrants when in similar situations. While further adaptations might be needed for some population groups, including those living in slums this interim guidance is issued to assist field staff to immediately respond to urgent needs.

General recommendations made by WHO in the COVID-19 response (link here) are the superseding guidelines. Unfounded measures regarding testing, health screening and quarantine should not be imposed on refugees and migrants.

Internally displaced persons (IDPs), refugees, migrants and returnees constitute a sizeable population in the WHO Eastern Mediterranean Region. There were 12 million refugees (half are Palestinians) and 13 million IDPs in the Region as of 2018. These populations are often vul...nerable to poor health due to the conditions they live in and limited access to needed quality health care. In addition, those who can access care, are often faced with financial hardship. The German Institute for Human Rights annually submits a report on the development of the human rights situation in Germany to the German Federal Parliament (in accordance with sec. 2 para. 5 of the Act regarding the Legal Status and Mandate of the German Institute for Human Rights of 16 July 2015; ...short: DIMRG). The DIMRG provides that the German Federal Parliament officially responds to the report. The fourth report 2018/2019 covers the period 1 July 2018 to 30 June 2019.
