What at first glance appears to be simple causality – climate change leading to more and more migration – has triggered intense academic debate over the past ten years because the circumstances are complex. There is need for a thorough analysis in the ground between denying the problem and asser...ting immediate causality. In international relations, migration induced by climate change and environmental degradation is increasingly recognized as a problem, whether in the framework of international climate policy, international migration policy, development cooperation, or international crisis management. But considering the dimension of these major challenges, only small steps have been taken so far. The scope of the problem continues to be underestimated. Climate change is jeopardizing the livelihoods of more and more people. It is a risk multiplier. Although understanding of the connection between climate change and migration has increased, many questions have yet to be answered. We need more knowledge to better support the people affected.

The devastating impacts of the 2015–16 El Niño will be felt well into 2017. This crisis was predicted, yet overall, the response has been too little too late. The looming La Niña event may further hit communities that are already deeply vulnerable. To end this cycle of failure, there is an urgen...t need for humanitarian action where the situation is already dire, to prepare for La Niña later this year, to commit to comprehensive new measures to build communities’ resilience, and to mobilize global action to address climate change which is creating a ‘new normal’ of higher temperatures, drought and unpredictable growing seasons.

Key Recommendations for an Inclusive Urban Agenda
This strategy has been developed with a view to managing climate-induced internal displacement (CIID) in a comprehensive and rights-based manner. It is part of the action plan for the Government of Bangladesh (GoB) to implement the Sendai Framework.
The strategy focuses solely on internal disp...lacements caused by climate-related disasters and not cross-border displacement issues. It aims to chalk out a comprehensive strategy covering all three phases of displacements: (i) pre-displacement; (ii) displacement phase; and (iii) post-displacement. The multidimensional characteristics of the Strategy require participation of all relevant ministries with a target to integrate the concerns of CIIDPs into the existing programmes of all these ministries.

The discourse on climate change and migration has shifted from labelling migration merely as a consequence of climate impacts, to describing it as a form of human adaptation. This article explores the adaptation framing of the climate change and migration nexus and highlights its shortcomings and ad...vantages. While for some groups, under certain circumstances migration can be an effective form of adaptation, for others it leads to increased vulnerabilities and a poverty spiral, reducing their adaptive apacities. Non-economic losses connected to a change of place further challenge the notion of successful adaptation. Even when migration improves the situation of a household, it may conceal the lack of action on climate change adaptation from national governments or the international community. Climate information is critical towards strengthening the decision making among different users interested in mitigating impacts of climate related disasters. However, there is need for the climate users to have basic knowledge on weather and climate concepts and to a larger extend, early warning ea...rly action (EWEA) system and approach. This manual presents an opportunity for the climate users including communities to acquire basic knowledge on Early Warning Early Action and this entails; understanding risk areas, existing early warning systems, communication of early warning information and enhancing disaster preparedness through translating early warning into early actions. The EWEA manual largely target the users in different sectors and communities. The execution of the EWEA manual is planned for 3 days and this does incorporate different methods such as; PowerPoint presentation, group work discussions as well as practical exercises.

Little is known about foreign aid provided by private donors. This paper contributes to closing this research gap by comparing the allocation of private humanitarian aid to that of official humanitarian aid awarded to 140 recipient countries over the 2000-2016 period. We construct a new database tha...t offers information on the country in which the headquarters of private donors are located to test whether private donors follow the aid allocation pattern of their home country. Our empirical results confirm that private aid “follows the flag.” This finding is robust against the inclusion of various fixed effects, estimating instrumental variables models, and disaggregating private aid into corporate aid and NGO aid. Donor country-specific estimations reveal that private aid from China, Sweden, the United Kingdom, and the United States “follow the flag.”
