STUDY REPORT | This study of the impact of the Nepal earthquake of 25 April, 2015, aims to understand the impact factors leading to the exclusion of older people and persons with disabilities from humanitarian action, barriers to their inclusion, and the extent to which their skills and knowledge we...re utilised to promote inclusive humanitarian action and, using this understanding, to formulate a set of recommendations for promoting inclusion. These recommendations will be used to sensitise the broader humanitarian community to the need for inclusive disaster risk management practices in future emergency responses which pay attention to factors such as gender, age, disability and ethnicity, and build upon the capacities of older people and persons with disabilities.

In its resolution 34/16, the Human Rights Council decided to focus its next full-day meeting on “Protecting the rights of the child in humanitarian situations” and invited the Office of the High Commissioner to prepare a report on that issue, in close collaboration with relevant stakeholders. Mounting an effective international humanitarian response to a chemical, biological, radiological or nuclear (CBRN) event, especially if the response is undertaken on an ad hoc basis, would be extremely difficult and would pose many risks to the responders. The International Committee of the Red Cro...ss (ICRC) has created a competency-based capacity to respond to at least small-scale CBRN events, including a deployable capability to undertake operational activities. This involves informed assessments of CBRN risks, timely and competent decisions on how to respond, and effectively mobilizing appropriate resources to implement these decisions, through the creation of an emergency roster. In addition to the acquisition of technical expertise and material resources, the creation of such capacity requires the application of central processes, ensuring systematic management of CBRN response (including risk-based decision-making), standing operational procedures, and availability of and access to the necessary resources. Implementation of the ICRC's CBRN response framework as described in this article should be considered by any agency or other stakeholder preparing for international humanitarian assistance in CBRN events – especially if such events are related to armed conflict.

Globally, it is estimated that 128.6 million people are currently in need of humanitarian assistance. Of these individuals, approximately one-fourth are women and girls of reproductive age. Although family planning is one of the most life-saving, empowering, and cost-effective interventions for wome...n and girls, it remains an overwhelming gap in emergency responses due to a lack of prioritisation and funding. Consequently, many women and girls are forced to contend with an unmet need for family planning and unplanned pregnancies in addition to the traumas of conflict, disaster, and displacement.

Burkina Faso remains one of the poorest countries in the world, with 44.5% of the population living below the poverty line. To promote the rights of persons with disabilities, the country has adopted almost all of the relevant initiatives and international legal texts on the rights of persons with d...isabilities including the Convention on the Rights of Persons with Disabilities (CRPD) that was ratified in 2009. The country has also adopted a National Strategy for the Protection and Promotion of Persons with Disabilities (SN-3PH, 2012), based on, amongst other approaches, Community Based Rehabilitation (CBR), promoted by the WHO and LIGHT FOR THE WORLD. Following on from the 2011-2015 country strategy that enabled LIGHT FOR THE WORLD to contribute strongly to the national dialogue on disability, the present strategy 2016-2020 aims to strengthen our achievements in order to work towards an inclusive society in which persons with disabilities fully enjoy their rights.
