As the fighting in Syria winds down, international humanitarian organisations (IHOs) operating from Damascus are hopeful that the Syrian government’s interference in their work will decrease. However, the government is attempting to formalise its influence over humanitarian operat...ions.
Throughout the Syrian conflict, the government has imposed multiple administrative processes on humanitarian organisations to limit their ability to operate independently. This includes restricting the operational environment; undermining organisational independence; imposing local partners; influencing procurement procedures; and preventing direct monitoring and evaluation.
While some level of coordination with the government might be a pragmatic necessity to ensure the safety of operations in regime-controlled areas, this cooperation should not enable the government to use aid for military or political purposes. Consequently, international humanitarian organisations have an ethical dilemma in how they provide aid in these areas without undermining their principles of humanity, independence, impartiality and neutrality.

The overall objective of the Global Action Plan is to enhance collaboration among 12 global organizations engaged in health, development and humanitarian responses to accelerate country progress on the health-related SDG targets. The Plan presents a new approach to strengthening collaboration among ...and joint action by the organizations, building on an initial joint commitment made in October 2018. The Plan is primarily intended to be strategic but provides some operational detail to guide implementation while also allowing flexibility for adjustment based on regular reviews of progress and learning from experience. Although the purpose of the Global Action Plan is not to provide or seek additional resources, the Plan will enable better use of existing resources as a result of improved collaboration, recognizing that each agency has its own unique mandate and area of expertise.

Approximately 9,515 of these were classified as tent shelters and 198 as administrative buildings. This is a preliminary analysis and has not yet been validated in the field. With about 24 million of Yemen’s 30 million people in need of some form of assistance, the United Nations calls Yemen the world’s worst humanitarian crisis. After a decade of crisis, Syria remains one of the world’s most complex humanitarian crises. Continued hostilities, new and protracted displacement, increased returns and the sustained destruction of communities have impacted Syrians’ lives and futures in a devastating way. This Strategic Operating Framework (SOF) has been developed to guide WASH Sector partners in responding to humanitarian needs in Sudan in conjunction with the existing and forthcoming humanitarian response plans (2022 and 2023). This SOF is drafted in consultation with the Strategic Advisory Group (...SAG) at the national level and will be revised as the humanitarian situation evolves in line with changes made to the WASH Cluster response plan and other guidance received by the SAG and the Technical Working Groups. However, by adhering to the cluster (Sector) approach, the partners agree to:
Assist the authorities in responding to the WASH needs of the population affected.
Promote a common understanding of the WASH sector needs and interventions in the response context among the WASH partners.
Ensure a well-coordinated response and consequently increase the efficiency, effectiveness, and impact of individual agency responses; and
Align towards common humanitarian principles and operational objectives.
Partners to conform to the broad operational framework outlined in this document. Agencies that breach these guidelines will be expected to provide clear justification to the WASH Sector and other WASH Sector partners through the SAG

This draft Roadmap for the Global Health for Peace Initiative has been developed in response to decision WHA75(24) of the 75th World Health Assembly (2022), which requested that WHO develop, in full consultation with Member States and Observers, and in full collaboration with other organizations of ...the United Nations system and relevant non-State actors in official relations with WHO, a Roadmap, if any, for the Global Health and Peace Initiative.
It incorporates feedback received from Member States through a first round of consultation carried out at the end of 2022. This (second) draft is being made available ahead of the 152nd session of the Executive Board, that will consider the draft Roadmap.
The Roadmap for the Global Health for Peace Initiative aims to provide a framework for the Initiative at global level, defining concepts, establishing principles, setting strategic goals and objectives as well as operational priorities. UNHCR invested significantly in risk mitigation, prevention and response to sexual exploitation and abuse (SEA) in the Europe region in 2022-2023, in particular in connection with the Ukraine emergency, where the risks were considered high due to the unprecedented scale and speed of displacement, mo...stly women and children, combined with high turnover of humanitarian staff and the range of new and untraditional actors involved in the response. PSEA also remains a priority for UNHCR’s work for other refugees, internally displaced and stateless persons across the region.
This compilation highlights the 10 most promising practices that were initiated by UNHCR and its partners in the Europe region in 2022-2023. These practices are shared with the aim to inspire further work on PSEA in the region and elsewhere and encourage continuous learning and exchange.

For over 60 years, USAID has been a leader in the fight to end global malnutrition. Nutrition affects every aspect of human development: from the ability to fight disease, to children’s performance in school, to a nation’s health and economic advancement. There is overwhelming evidence of the power of good nutrition but, due to challenges in accessing safe, nutritious foods and health and sanitation services, many people in low- and middle-income countries remain undernourished.

Cluster Overview
The WASH Cluster in Ethiopia is part of and supports the Ministry of Water and Energy (MoWE). MoWE leads the WASH cluster emergency task force (ETF), which is co-led by the WASH Cluster secretariat hosted by UNICEF. In Ethiopia, the WASH Cluster was established with the activation of the cluster approach in 2006, and UNICEF, as the global Cluster Lead Agency, was assigned to appoint the WASH Cluster Coordinator.
The WASH Cluster aims to provide guidance and support to its partners to ensure well-coordinated, quality assistance reaches those in need in accordance with humanitarian standards and principles. Conflict, severe drought conditions, seasonal flooding, and Cholera remain the key drivers of WASH needs in Ethiopia.
In 2024, the WASH Cluster aims to work with 79 partners to preserve life, well-being, and dignity and reduce the risk of WASH-related disease through timely interventions to vulnerable populations and preparedness to respond to shocks. Significant humanitarian WASH needs in 2024 are projected with a rigorous HPC process in Ethiopia.
The Humanitarian Program Cycle
The humanitarian program cycle (HPC) is a coordinated series of actions to help prepare for, manage, and deliver humanitarian response. It consists of five coordinated elements, each step logically building on the previous and leading to the next. Successful implementation of the HPC depends on effective emergency preparedness, effective coordination with national/local authorities and humanitarian actors, and information management. Affected people are central to the response; preparedness, coordination, and information management processes continually occur.
