This study aims to analyze national and international stakeholders and their initiatives in Early Warning Systems in Myanmar, to identify priority gaps that need to be addressed by all stakeholders. It is presented as a first step towards supporting GoUM in information-gathering under the Myanmar Ac...tion Plan for Disaster Risk Reduction (MAPDRR), in particular under Components (2) Risk Assessment, (3) Multi-hazard Early Warning System and (4) Preparedness at all levels, and especially in implementing Sub-Component (3.4) Enhanced Flood Monitoring and Forecasting Capacities at Township Levels.

"Some of the problems with our current drug policies stem from the fact that these policies have been largely bifurcated between two different and often contradictory approaches. One treats drug use as a crime that cannot be tolerated and should be punished; the other views addiction as a chronic re...lapsing health or behavioral condition requiring ongoing treatment and support. Neither of these views is all encompassing—it should be recognized that there are patterns of drug use that do not result in significant harm or health problems and therefore require no intervention. The public health approach presented here takes the view that our focus should be on the harm caused by drug use and the harm caused by our policy responses to it. We have focused specifically on illicit drugs, not because they are by themselves more harmful (in fact, tobacco causes more morbidity and mortality than any illicit drug), but because it has become increasingly clear that our current policies to manage illicit drugs are failing."

This report presents the findings of the Estimating the Size of Populations through a Household Survey (ESPHS) study that took place in 2011. The study utilized a single household survey to estimate the size of several key populations, including sex workers, men who have sex with men (MSM), injectin...g drug users (IDU), and clients of sex workers. These populations include several groups outlined in the National Strategic Plan for HIV and AIDS as most at risk for HIV infection, specifically sex workers and MSM.
