Antimicrobial resistance (AMR) is an increasing worldwide public health problem with
important implications for the European Union (EU). When antibiotics become
ineffective, bacterial infections lead to increased morbidity, use of healthcare,
mortality and cost. Globally, estimates suggest that ...AMR leads to 700 000 deaths
per annum. For the EU, the European Centre for Disease Prevention and Control
(ECDC) has estimated that AMR currently causes 25 000 deaths annually and losses of
at least EUR 1.5 billion per annum in extra healthcare costs and productivity.

This second edition of the Pandemic Influenza Preparedness (PIP) Framework reflects an amendment to Annex 2, Standard Material Transfer Agreement 2, Footnote 1, that was adopted by the Seventy-second World Health Assembly in May 2019.The amendment clarifies that, under certain circumstances, the indirect use of PIP Biological Materials will require the conclusion of an SMTA2. Optimized supportive care should be provided to ensure the best possible chance for survival of COVID-19 patients as described in the WHO guidance:
1. Management of severe COVID-19 requires oxygen therapy and monitoring. Supplemental oxygen therapy should be given immediately to patients with SARI and respiratory distress, hypoxaemia or shock.
2. Management of critical COVID-19 (acute respiratory distress syndrome (ARDS)) requires advanced oxygen/ventilatory support.
