The refugee and migrant crisis in Colombia is characterized by gendered dynamics and has taken a significant toll on the health and welfare on all those affected, but particularly on women and girls. Refugee and migrant women and girls face profound vulnerabilities as they leave Venezuela and either cross Colombia or stay in various locations across the country; this is even more the case for those at increased risk, such as indigenous populations, adolescent girls, etc.

Humanitarian emergencies result in a breakdown of critical health-care services and often make vulnerable communities dependent on external agencies for care. In resource-constrained settings, this may occur against a backdrop of extreme poverty, malnutrition, insecurity, low literacy and poor infra...structure. Under these circumstances, providing food, water and shelter and limiting communicable disease outbreaks become primary concerns. Where effective and safe vaccines are available to mitigate the risk of disease outbreaks, their potential deployment is a key consideration in meeting emergency health needs. Ethical considerations are crucial when deciding on vaccine deployment. Allocation of vaccines in short supply, target groups, delivery strategies, surveillance and research during acute humanitarian emergencies all involve ethical considerations that often arise from the tension between individual and common good. The 71st UN General Assembly (UNGA), the 68th World Health Assembly, and organizations including the World Health Organization (WHO), the Food and Agriculture Organization (FAO), and the World Organization for ...Animal Health (OIE), have agreed on a set of actions that member countries such as Uganda are committed to implement. The Government of Uganda (GoU) has put in place a framework through this National AMR Action Plan to address the threat AMR poses to the welfare of the peoples of Uganda. The Action Plan sets out a coordinated and collaborative One Health approach involving key stakeholders in government and other sectors to confront the threat and shall be coordinated by a Uganda National Antimicrobial Resistance Committee (UNAMRC).

The report demonstrates that the current system—at both national and international levels— was not adequate to protect people from COVID-19. The time it t...ook from the reporting of a cluster of cases of pneumonia of unknown origin in mid-late December 2019 to a Public Health Emergency of International Concern being declared was too long. February 2020 was also a lost month when many more countries could have taken steps to contain the spread of SARS-CoV-2 and forestall the global health, social, and economic catastrophe that continues its grip. The Panel finds that the system as it stands now is clearly unfit to prevent another novel and highly infectious pathogen, which could emerge at any time, from developing into a pandemic.

The liberation of thousands of square kilometres resulted in the grim discovery of two new mass graves in Lyman and Sviatohirsk (containing of 120 civilian bodi...es).
