2020 was a year like no other. Amidst on-going humanitarian crises, largely fuelled by conflict and violence but also driven by the effects of climate change – such as the largest locust infestation in a generation – the world had to contend with a global pandemic. In less than one year (March-D...ecember 2020), more than 82 million COVID-19 cases and 1.8 million deaths were recorded. In that timeframe, out of the global COVID-19 totals, 30 per cent of COVID-19 cases and 39 per cent deaths were recorded in GHRP countries.

COVID-19 is stretching formal and informal aspects of community life. The pandemic is overwhelming health systems. Country economies are reaching a breaking point, with particularly significant impact for the livelihoods of vulnerable families and those dependent on daily wages. COVID-19 is also aff...ecting community relationships and trust. Lack of trust in government leaders or health officials can lead citizens to be unwilling to accept essential health messages and take the necessary steps to combat the spread of the disease. The stress, fear and emotional vulnerabilities of children and their caregivers can be particularly acute, especially in light of prolonged school closures and the uncertainty about their health system’s capacity to withstand the pandemic or how long community and household quarantines will last.

The Democratic Republic of the Congo (DRC) is one of the most complex and long-standing humanitarian crises in Africa. The steps reassert the sequence of the HPC, with needs analysis directly informing decisions about the response and monitoring, whether for the preparation of new plans or adjustments to existing ones. The steps of the HPC have a rationale and cannot be skipped. However, the depth of work under each... step can and should be adapted to the realities of the operating environment and capacities.
