It demonstrated that existing guidelines, including The Integrated Management of Childhood Illness (IMCI), do not cover all priority conditions in emergencies. Dies führt oft dazu, dass ausgerechnet die Menschen, die eine Gesundheitsversorgung am nötigsten brauchen – nämlich arme und gesundheitlich beeinträchtigte Menschen – außen vor gelassen werden.
