This document provides the Humanitarian Country Team’s shared understanding of the crisis, including the most pressing
humanitarian needs and the estimated number of people who need assistance. It represents a consolidated evidence base and
helps inform joint strategic response planning.
As ...the conflict in South Sudan enters its fifth year in 2018, the humanitarian crisis has continued to intensify and expand, on a costly trajectory for the country’s people and their outlook on the future. The attainment of Zambia’s goal of being a prosperous and middle-income country by 2030 as stipulated in its Vision 2030 is dependent on among others, a healthy and productive population. Therefore, the Government of the Republic of Zambia (GRZ) has prioritized health as a key socio-economic inves...tment in the Seventh National Development Plan 2017-2021. The government is also committed to achieving the targets under the health goal number three and other health related targets under other goals of the 2030 Sustainable Development agenda. Despite progress which has been made in improving the health of Zambians, the country still faces a high burden of communicable diseases and a growing burden of non-communicable diseases. Structural and social deprivation including poverty, inequalities and marginalisation also remain major threats to health. In order to effectively address all the social determinants of health, all sectors should take into account health and well-being as a key element of policy development.

The United Nations Environment Programme (UNEP) is stepping up its work on mapping zoonotic threat and protecting the environment to reduce the risk of future pandemics, such as the COVID-19 crisis currently sweeping the globe.
In the time of coronavirus disease (COVID-19), sex and drug use will continue, regardless of physical distancing orders and policies. People who previously met in community gathering venues such as bars and clubs may now meet in different sites, ones that are “hidden” or less accessible. This, i...n turn, may hinder efforts to reach them with prevention interventions, such as condoms, lubricants, and needle–syringe programmes. With the widespread loss of livelihood and fewer employment opportunities, transactional sex, sex work and sexual exploitation may increase. Anxiety about the pandemic and personal vulnerability also may lead to some disruption in community cohesion, and to changes in the social and sexual norms that influence behaviour.

The domestic regulation of public health emergencies (PHEs) is inextricably linked to the regulation of other types of disaster. PHEs are usually governed at least partly by general disaster and emergency laws. Moreover, there is significant overlap in the legal mechanisms used to respond to PHEs an...d other types of disaster, including the declaration of a state of disaster or emergency and the use of emergency powers. Even where PHEs are regulated by separate instruments, those instruments must surmount many of the same policy and practical challenges as general disaster laws, such as finely balancing competing considerations (e.g. speedy response versus due process), facilitating the coordination of a multitude of actors, and protecting the most vulnerable within society. Finally, many contemporary developments in disaster risk management (DRM), such as a greater emphasis on risk reduction and preparedness, are just as pertinent to PHEs as to other types of disaster.
