The Independent Panel for Pandemic Preparedness and Response
May 2021

As the world population is growing and health care resources are in high demand the pressure on medical services is becoming higher. Developing countries are already at a crisis point in health care provision, and time demands a new approach in structuring medical resources. Primary care is t...he vital pillar for fundamental health care at community level and has been deemed as a cost-effective modality. In the West the primary care physician manages chronic medical conditions in communities and therefore reduces unnecessary hospital admissions. In the West, the primary care system is extremely well organised. Low-income countries must improve teaching, training and funding in primary care. In this article the urgent need for primary care is discussed in developing countries, and ways to minimise costs and improve clinical outcomes at community level.

New research exposes how women and children are disproportionally affected by climate migration, which puts them at greater risk of gender-based violence, child labour and exploitation.
Governments must ensure the safety and protection of women and girls in climate emergencies, including the safe... and equal access to basic services, food, and healthcare before, during, and after disasters. Women must also be included in decision making in their communities so they can lead on resilience building and address gendered issues of migration and displacement.

This handbook presents some basic information on safe construction practices. Its purpose is to provide guidance on choices regarding settlement planning in risky environments, as well as on the building techniques to improve individual shelters. The contents may be used to develop trainings on part...icipatory shelter risk reduction methods, such as PASSA.
This guide is not aimed at construction professionals, although it may serve them to communicate with beneficiaries and volunteers on safety measures. The intended readers are Red Cross Red Crescent volunteers, who are not expected to be experts in shelter construction and safety but should be able to understand the most important technical aspects of shelter safety in the communities in which they work.

Young people living in the Central African Republic, Chad, Nigeria, Guinea, and Guinea-Bissau are the most at risk of the impacts of climate change, threatening their health, education, and protection, and exposing them to deadly diseases. The report is the first comprehensive analysis of climate ri...sk from a child’s perspective. It ranks countries based on children’s exposure to climate and environmental shocks, such as cyclones and heatwaves, as well as their vulnerability to those shocks, based on their access to essential services.
Additional translations of the Executive Summary are available in the following languages, with thanks to Climate Cardinals: English, French, Arabic, Hausa, Portuguese, Spanish, Somali, Yoruba

The state of the Guinean health workforce is one of the country’s bottlenecks in advancing health outcomes. The impact of the 2014–2015 Ebola virus disease outbreak and resulting international attention has provided a policy window to invest in the workforce and reform the health system. This re...search constitutes a baseline study on the health workforce situation, professional education, and retention policies in Guinea. The study was conducted to inform capacity development as part of a scientific collaboration between Belgian and Guinean health institutes aiming to strengthen public health systems and health workforce development. Agricultural ecosystems provide humans with food, forage, bioenergy and pharmaceuticals and are essential to human wellbeing. These systems rely on ecosystem services provided by natural ecosystems, including pollination, b...iological pest control, maintenance of soil structure and fertility, nutrient cycling and hydrological services. Preliminary assessments indicate that the value of these ecosystem services to agriculture is enormous and often underappreciated. Agroecosystems also produce a variety of ecosystem services, such as regulation of soil and water quality, carbon sequestration, support for biodiversity and cultural services. Depending on management practices, agriculture can also be the source of numerous disservices, including loss of wildlife habitat, nutrient runoff, sedimentation of waterways, greenhouse gas emissions, and pesticide poisoning of humans and non-target species. The tradeoffs that may occur between provisioning services and other ecosystem services and disservices should be evaluated in terms of spatial scale, temporal scale and reversibility. As more effective methods for valuing ecosystem services become available, the potential for ‘win–win’ scenarios increases. Under all scenarios, appropriate agricultural management practices are critical to realizing the benefits of ecosystem services and reducing disservices from agricultural activities.
