The agenda focuses on six critical changes necessary for more children suffering from SAM to access effective treatment. Building on lessons from the last decade, and the experiences of other successful health initiatives, the agenda addresses issues ranging from the creation of a more enabling envi...ronment to stronger mechanisms for tracking progress. It provides a diagnosis of the key challenges in each of these areas to-date and the specific solutions needed to turn things around over the next five years. This National Food and Nutrition Policy developed in 2013 builds on several achievements that have improved the status of nutrition and household food security in Rwanda during the past six years. The outlines ambitious but necessary strategies needed to solve serious and
persistent problems includ...ing the high prevalence of child stunting and high levels of anaemia in children and women. The NFNP also takes into account major differences in the economic development environment and the higher national and international priority placed on improving nutrition and related household food security problems in the second decade of the new millennium compared to 2007 when the country’s first National Nutrition Policy was adopted.

Eleven (11) districts in Rwanda were initially were considered most at risk of the outbreak, namely:
• Rusizi, Nyamasheke, Karongi, Rutsiro, Rubavu (bordering DRC)
• Musanze, Burera, Gicumbi and Nyagatare (bordering Uganda)
• Kigali city (comprised of 3 localities) due to the presence of Ki...gali International Airport.
The National Contingency plan was revised in February 2019 and two districts added to the list (Nyabihu and Nyanza), bring total districts at risk to 13. During the timeframe, the operation, however covered the 11 initial districts.
