This pilot guide is intended to help evaluation managers to commission and oversee, and team leaders to conduct, RTEs of humanitarian operational responses. Drawing on a synthesis of existing good practices, it sets out a flexible approach that can be adapted to a var...iety of contexts. While it concentrates on the particular problems posed by RTEs undertaken within a few months of the start of an emergency response, it addresses how such RTEs can also feed into on-going operations. While the guide focuses on RTEs, some of the advice applies to all evaluations.

As of June 2019, the number of Venezuelans leaving their country reached 4 million, with Colombia, Peru, Chile, Ecuador and Brazil hosting the vast majority of Venezuelans in Latin America. The end of the first half of the year was marked by the announcement of tighter immigration measures in Peru ...and Chile, which triggered a significant peak in flows from Venezuela entering Colombia, Ecuador and Peru. In response to this, UNICEF Country Offices activated contingency measures and capacities for registration and provision of services were rapidly increased, in coordination with relevant authorities, to face the increased demand.

On October 6, 11 cases of Cholera were confirmed positive in one neighbourhood of the capital Sana’a. No confirmed cases have been reported in other locations in Yemen. UNICEF, together with WHO and Health authorities, have initiated a rapid response setting up a treatment centre as well as dispat...ching an investigation team to the affected neighbourhood. The source of infection was identified as water and commercial food contamination.

Myanmar has made significant progress in its disaster management policies, plans, and procedures since 2008, when Cyclone Nargis impacted the country leaving devastation in its aftermath. The Government of Myanmar (GoM) has modified the government structure and created new authorities and plans to i...mprove the effectiveness of disaster management at all levels. While this progress is encouraging and shows the determination of the government to make necessary adjustments, the resources to implement the policy changes have been slower to develop. In the 2014 Census, early-age mortality was measured from the responses to two simple retrospective questions on childbearing addressed to ever-married women aged 15 and over. These questions referred to how many live children they had ever given birth to, and how many ...had died (or survived). Adult mortality was measured by using a question on the number of household members who had died during the 12 months preceding the Census.
According to the 2014 Census, infant and child mortality, which comprises under-five mortality, was high compared to other countries in the region. Previous estimates indicated a rapid decline during the 1960s and 1970s, with a substantial deceleration starting in the early 1980s. The decline has accelerated again during recent years.
