In the post-colonial history of the Central African Republic, violence has often been the shortest way to presidential power. President Bozizé presented little deviation from this narrative after coming to power after a coup d’état in 2003. Refugee law encompasses both customary law, peremptory norms, and international legal instruments.
The only international instruments directly applying to refugees are the 1951 United Nations Convention Relating to the Status of Refugees and the 1967 Protocol Relating to the Status of Refugees. Bot...h the Convention and the Protocol are open to states, but each may be signed separately. 145 states have ratified the Convention, and 146 have ratified the Protocol. This is the key document to refugee protection plus the text of the Protocol, which removed a deadline and geographical restrictions from the Convention.

However, the good news is that many (97) of the missing indicators can be computed from existing data sources – often with little effort - and don’t require any additional data collection. The report concludes that Myanmar is in a decent position to start monitoring the SDGs, and should start as soon as possible in putting its existing data to full use for the SDGs.
