The question of amnesties has come to the forefront once again as the Central African Republic (CAR) started a new round of African Union-mediated peace negotiations on 24 January 2019. While rebel groups demanded a general amnesty as a non-negotiable condition, the government maintained strong oppo...sition to any new amnesty. The Khartoum peace agreement signed on 6 February 2019 did not uphold rebel groups’ demand for a general amnesty, but it leaves many grey areas concerning the question of amnesty and justice.

4. Central African Republic
Clashes throughout 2018 in the capital Bangui and a number of major towns illustrate the deadly threat posed by armed groups – a mix of pro-government militias, ex-rebels, bandits and local “self-defence” units – that control much of the countr...y. MINUSCA, the UN peacekeeping force, has failed to neutralise these groups and, as a result, is mistrusted by the general public. Likewise, the national army, slowly being deployed in parts of the country, has been unable to constrain the armed groups’ predatory activities. The humanitarian situation remains dire, with more than one million people internally displaced or fleeing to neighbouring countries and 2.5 million in need of assistance, according to the UN.

Under the newly established Africa Trust Fund on Disability, World Bank-UNICEF and USAID are jointly organizing a series of 3 webinars on the topic of disability-inclusive education. The series explores essential components of the enabling environment and service delivery that can support efforts to... create inclusive education systems for all, including students with disabilities, and help reach the Sustainable Development Goal of equitable quality education for all by 2030. World Bank will be hosting the first webinar. The rest of the webinars will be hosted subsequently by other institutions. This webinar seeks to: 1) Increase knowledge regarding the policy development process and regional policy diagnostics 2) Strengthen understanding around disability data collection, instruments of collection, dis-aggregation and how that fits into the broader context of education data.

Democratic dispensation in 1994 created a political and social platform that reshaped life in South Africa. There was a surge in common belief that the inequity and wrong of Apartheid should and could be rectified. Equity of access to water and sanitation were obvious targets for improvement. In 199...4, an estimated 14–15 million South Africans were without access to an improved water supply, while close to 21 million - more than half of the population at that time - did not have access to improved sanitation facilities. These problems were most severe in poorer rural areas. The water and sanitation sector became unified by the vision of universal access for all South Africans. This case study documents the progression of the sector between 1994 and 2016, and analyzes the impact of local systems created in South Africa to respond to the water and sanitation challenge.

Mental health issues are usually given very low priority in health service policies. Although this is changing, African countries are still confronted with so many problems caused by communicable diseases and malnutrition that they have not woken up to the impact of mental disorders. Antimicrobial resistant (AMR) organisms are increasing globally, threatening to render existing treatments ineffective against many infectious diseases. In Africa, AMR has already been documented to be a problem for HIV and the pathogens that cause malaria, tuberculosis, typhoid, cholera, meningitis..., gonorrhea, and dysentery. Recognizing the urgent need for action, the World Health Assembly adopted the Global Action Plan on Antimicrobial Resistance in May 2015. In accordance with the Global Action Plan and to meet needs specific to Africa, Africa CDC will establish the Anti-Microbial Resistance Surveillance Network (AMRSNET). AMRSNET is a network of public health institutions and leaders from human and animal health sectors who will collaborate to measure, prevent, and mitigate harms from AMR organisms.

Les organismes résistants aux antimicrobiens (RAM) sont de plus en plus répandus à l'échelle mondiale, menaçant de rendre inefficaces les traitements existants contre les nombreuses maladies infectieuses. Il a déjà été établi qu’en Afrique la résistance aux antimicrobiens est un problè...me pour le VIH et les pathogènes responsables du paludisme, de la tuberculose, de la typhoïde, du choléra, de la méningite, de la gonorrhée et de la dysenterie. Reconnaissant le besoin urgent d'agir, l'Assemblée mondiale de la Santé a adopté, en mai 2015, le Plan d'action mondial pour la résistance aux antimicrobiens. Conformément à ce Plan d'action, et pour répondre aux besoins spécifiques de l'Afrique, les Centres africains pour le contrôle et la prévention des maladies (CDC) ont créé le Réseau de surveillance de la résistance antimicrobienne (AMRSNET). L'AMRSNET est un réseau d'institutions de santé publique et de dirigeants des secteurs de la santé humaine et animale qui collaborent pour mesurer, prévenir et atténuer les dommages causés par les organismes RAM
