О своих проблемах омбудсмену пишут пенсионеры, одинокие матери, лица из числа детей-сирот, люди с ограниченными возможностями здоровья. Регулярно корреспонденция поступает от отбывающих наказание в виде лишения свободы. В общей массе обращений писем от граждан, страдающих психическими расстройствами, немного. Но они есть, и информация о нарушенных правах таких лиц неоднократно находила свое подтверждение.

Специальный доклад Уполномоченного по правам человека в Калужской области «О соблюдении прав и свобод граждан в учреждениях, оказывающих психиатрическую помощь ...а территории Калужской области» рассматривает актуальные вопросы соблюдения прав проживающих в медицинских организациях, оказывающих психиатрическую помощь, и в государственных стационарных учреждениях (отделениях) социального обслуживания психоневрологического профиля. Исследуется опыт региона, анализируются причины системных нарушений, а также формулируются рекомендации по решению проблемных вопросов, как на федеральном, так и на региональном уровнях.
Разработанные карты наблюдений учреждений и анкеты, предназначенные для руководителей учреждений, приведенные в приложениях к докладу, могут быть использованы специалистами и заинтересованными лицами при проведении аналогичных мониторингов.

In all countries, mental health problems are much more prevalent among the people who are most deprived. The WHO European Region therefore faces diverse challeng...es affecting both the mental well-being of the population and the provision and quality of care for people with mental health problems.
The European Mental Health Action Plan focuses on seven interlinked objectives and proposes effective action to strengthen mental health and well-being. Investing in mental health is essential for the sustainability of health and socioeconomic policies in the European Region. The Action Plan corresponds to the four priority areas of the European policy framework for health and wellbeing, Health 2020, and will contribute directly to its implementation.
