L’accessibilité géographique et financière constante des médicaments essentiels de qualité,
sûrs et efficaces aux populations est un objectif majeur des politiques pharmaceutiques
nationales.
Pour atteindre cet objectif, le Ministère de la Santé du Burkina Faso a mis en place un systèm...e
public d’approvisionnement en médicaments essentiels qui repose sur la Centrale d'Achat des
médicaments essentiels et consommables médicaux (CAMEG) et ses agences commerciales
régionales et sur les dépôts répartiteurs de districts (DRD) avec un système de recouvrement
des coûts des produits pharmaceutiques.

La fourniture de sang et de produits sanguins sûrs et efficaces pour la transfusion ou la fabrication d’autres produits sanguins fait intervenir un certain nombre de processus, allant de la sélection des donneurs de sang et de la collecte, au traitement et au dépistage des dons de sang ainsi qu...’à l’analyse des échantillons des malades, à la délivrance de sang compatible et à son administration au patient. Il existe un risque d’erreur à chaque étape de la « chaîne de transfusion », et une défaillance à une quelconque de ces étapes peut avoir des conséquences graves pour les receveurs du sang ou des produits sanguins. Si la transfusion sanguine peut sauver des vies, elle comporte aussi des risques, en particulier la transmission des infections par le sang.
Le dépistage des infections transmissibles par transfusion (ITT) en vue d’exclure les dons de sang présentant un risque de transmettre une infection du donneur aux receveurs est une étape critique du processus visant à garantir au mieux la sécurité des transfusions. Un dépistage efficace des agents transmissibles par le sang les plus courants et les plus dangereux peut réduire le risque de transmission à des niveaux très faibles.

La mission d’évaluation au Bénin a été coordonnée et organisée par Anne-Sophie Le Dain, nutritionniste à l’UNICEF-Cotonou et Félicien Agossou Sagbadja, nutritionniste à l’UNICEF-Parakou. Les résultats provisoires du recensement de la population réalisé en 2008 et en particulier celui des personnes handicapées montrent l'étendue des besoins et la nécessité de poursuivre nos actions pour améliorer les conditions de vie de ces personnes au Burundi.
Dans cette perspective, nous espérons que notre expérience pratique dans ces domaines constituera un apport aux prochaines éditions de ce guide. Et si le renforcement des systèmes de santé peut ne pas être une science exacte et que l’approche universelle n’existe pas, cette publication dé...montre que la quantité de connaissances empiriques et les bonnes pratiques peuvent grandement contribuer à accélérer et à affiner les initiatives nationales du mieux possible afin d’adapter les besoins, les compétences et les circonstances.

A la suite de cette analyse de situation, le Ministère de la Santé à travers la Direction des Laboratoires a entrepris des actions correctives parmi lesquelles, l’élaboration d’une politique nationale en matière d’analyses de biologie médicale dont l’un des objectifs spécifiques est ...d’assurer la qualité des prestations. Nonobstant cet acquis, il reste que le Burkina Faso n’est pas doté d’un plan national qualité pour accompagner les laboratoires dans la mise en œuvre de la démarche qualité.
Le présent plan qualité vise la promotion et la mise en œuvre de la démarche qualité dans les laboratoires d’analyses de biologie médicale.

Si le malaise ressenti lorsque l’on se trouve en présence du handicap constitue un invariant culturel (Stiker, 2005), chaque culture lui confère néanmoins une signification particulière (Murphy, 1990). Quelle...s sont alors les spécificités des situations de handicap au Burkina Faso ? Les idées reçues sur le continent africain sont nombreuses (Courade, 2006) : concernant le traitement des personnes handicapées, les représentations oscillent selon Poizat (2007) entre « afro-optimisme » et « afro-pessimisme » ; si la solidarité communautaire est parfois considérée comme garantissant leur non-singularisation (Guilmain-Gauthier & Jacquemin, 1994), les croyances traditionnelles relatives au « monde invisible » sont souvent invoquées comme déterminant à l’inverse leur maltraitance et leur exclusion (Devlieger, 1994).
