Background: For some years, non-governmental organisations (NGOs) and civil society have
become increasingly involved in the fight against the HIV/AIDS pandemic in Africa. But even
though their role is well appreciated, the...ir actions are perceived as ineffective because of a lack
of monitoring and evaluation capacity.
Objective: This paper aims to describe local HIV/AIDS NGOs’ involvement in evaluation and
the characteristics of this involvement.

Recent increases in family planning (FP) use have been reported among women of reproductive age in union (WRAU) in Senegal. However, trends have not been monitored among harder-to-reach groups (including adolescents, unmarried and rural poor women), key to understanding whether FP progress is equita...ble. We combined data from six Demographic and Health Surveys conducted in Senegal between 1992/93 and 2014. We examined FP trends over time among WRAU and subgroups, and trends in knowledge of FP and intention to use among women with unmet need for FP. Our results show that percent demand satisfied is lower among rural poor women and adolescents than WRAU, although higher among unmarried women. Marked recent increases have been observed in all subgroups, however fewer than 50% of women in need of FP use modern contraception in Senegal. Knowledge of FP has risen steadily among women with unmet need; however, intention to use FP has remained stable at around 40% since 2005 for all groups except unmarried women (75% of whom intend to use). Significant progress in meeting the need for FP has been achieved in Senegal, but more needs to be done particularly to improve acceptability of FP, and to strategically target interventions toward adolescents and rural poor women.

Sixty-four mayors in nine regions across Senegal are now budgeting locally for family planning—a transformation in prioritizing access to contraceptives for women there. Mayors only recently obtained the authority to budget for family planning due to a change in national law in 2014. Advocates act...ed quickly and strategically to capitalize on this new authority: from 2014 to 2017, 64 mayors budgeted a total of 73.8 million West African CFA francs (XOF), about US $125,000. Although many are seemingly small amounts, typically about $2,000, these commitments reflect important, first-time contributions from these local leaders—and a strong indicator of growing local ownership for family planning.

Le succès de la mise en œuvre du PNAPF 2017-2020 dépendra de l’engagement de chaque entité à tous les niveaux à travers des arrangements institutionnels clairs. Il s’agit d’un document dynamique qui requerra une forte coordination des différentes parties prenantes multisectorielles. La ...mise en œuvre sera conduite par le Ministère de la Santé à travers la Direction de la Santé de la Famille (DSF). Les autres secteurs tels que les ministères connexes contribueront à favoriser l’environnement juridique et politique de la PF pour garantir l’accès de tous, notamment des jeunes aux services de PF. Les organisations de la société civile (OSC) et les PTF apporteront leur contribution à la mise en œuvre du plan, au renforcement des
capacités des acteurs en PF, au plaidoyer et à la mobilisation des ressources pour la pérennité du programme.

En 2015, 5,9 millions d'enfants de moins de cinq ans sont décédés (1). Les principales causes de mortalité infantile dans le monde sont la pneumonie, la prématurité, les complications durant l'accouchement, la septicémie néonatale, les anomalies congénitales, la diarrhée, les tra...umatismes accidentels et le paludisme (2). La plupart de ces maladies et de ces problèmes sont, du moins en partie, causés par l'environnement. On a estimé en 2012 que 26 % des décès infantiles et 25 % de la charge totale de morbidité des enfants de moins de cinq ans pourraient être évités par la réduction des risques environnement aux tels que la pollution de l'air, l'insalubrité de l'eau, les mauvaises conditions d'hygiène et d'assainissement ou les produits chimiques.
