Les fermetures d’écoles et les impacts socio-économiques plus larges du COVID-19 sur les communautés et la société perturbent également les systèmes de soutien normaux des enfants et des jeunes, les rendant plus vulnérables aux maladies et aux risques de protection de l’enfance tels que ...les punitions physiques et humiliantes, la violence sexuelle et basée sur le genre, le mariage d’enfants, le travail des enfants, le trafic et le recrutement d’enfants et leur utilisation dans les conflits armés. Les filles et les autres groupes marginalisés, en particulier ceux vivant en déplacement, sont particulièrement touchés.

Au cours des derniers mois, la situation sécuritaire et humanitaire s'est rapidement détériorée dans les régions du Nord, du CentreNord, du Sahel, de la Boucle du Mouhoun et de l’Est du Burkina Faso. Alors que l'insécurité augmente progressivement depuis 2017, l’année 2019 a été particulièrement violente, provoquant une augmentation sans précédent des besoins humanitaires. 2,9 millions de burkinabè sont dans un besoin humanitaire de plus en plus croissant dans tous les secteurs. Parmi ces 2,9 millions de personnes, plus de 920 000 étaient des déplacées internes au 30 juin 2020 et plus de 1,5 millions étaient directement privées d’un accès aux soins de santé et d’éducation

Alors que de nombreux pays touchés par le COVID-19 au cours des premiers mois de l'année commencent maintenant à assouplir les mesures de confinement à mesure que les taux d'infection et de mortalité diminuent, dans les régions les plus touchées par le VIH, la tuberculose et le paludisme, com...me l'Afrique, l'Asie du Sud et l'Amérique latine, la pandémie continue de s'accélérer. Dans les environnements à faibles ressources, les mesures de confinement sont moins efficaces et difficiles à maintenir, et les installations de soins cliniques sont extrêmement limitées. Dans de tels environnements, la réponse à COVID-19 doit se concentrer sur l'endiguement de la propagation de la pandémie par le dépistage, la recherche des contacts et l'isolement, la protection du personnel de santé par la formation et la fourniture d'équipements de protection individuelle (EPI) et la réduction de l'impact sur d'autres maladies par le renforcement des systèmes de santé fragiles et l'adaptation des programmes existants.

RÉSUMÉ D’ORIENTATION
L’objectif des présentes orientations est de renforcer la capacité des établissements de santé à protéger et à améliorer la santé des communautés desservies face à un climat instable et changeant ; et de donner aux établissements de santé les moyens d’assur...er leur durabilité environnementale, grâce à une meilleure utilisation des ressources et à une diminution du rejet de déchets dans l’environnement. En étant résilients au changement climatique et écologiquement viables, les établissements de santé peuvent offrir des soins de qualité et des services plus accessibles, et en contribuant à réduire les coûts des établissements, ils garantissent également la prestation de soins plus abordables. Ils représentent par conséquent un élément important de la couverture sanitaire universelle (CSU).
Le présent document a pour objectif de :
guider les professionnels travaillant dans des structures de soins de santé de manière à ce qu’ils comprennent les risques sanitaires supplémentaires liés au changement climatique et qu’ils s’y préparent efficacement ;
renforcer la capacité à exercer une surveillance efficace des maladies liées au climat ; et à suivre, anticiper, gérer les risques sanitaires associés au changement climatique et à s’y adapter ;
inciter les responsables des établissements de santé à collaborer avec les secteurs déterminants pour la santé (notamment l’eau et l’assainissement, l’énergie, les transports, l’alimentation, l’urbanisme, l’environnement) afin de se préparer aux risques sanitaires supplémentaires posés par le changement climatique grâce à l’adoption d’une approche de résilience, et à promouvoir des pratiques écologiquement durables dans la prestation des services ;
fournir des outils pour aider les responsables des établissements de santé à évaluer leur résilience face aux menaces liées au changement climatique et leur durabilité environnementale, sur la base de l’utilisation appropriée des ressources (en particulier l’eau et l’énergie et les achats durables), et du rejet de matières dangereuses (biologiques, chimiques, radiologiques) dans leur environnement ;
promouvoir des mesures visant à garantir que les établissements de santé soient constamment et de plus en plus solides et continuent d’être efficaces et réactifs pour améliorer la santé et contribuer à réduire les inégalités et la vulnérabilité dans leur contexte local.
