The Canadian International Foo...d Security Research Fund (CIFSRF) supports applied research projects that address food security challenges in the developing world. It is jointly funded, coordinated, and implemented in collaboration with the International Development Research Centre (IDRC) and uses the combined expertise of both organizations to maximize the impact of the projects funded. Through investments in applied research, the CIFSRF contributes to the development of more productive, sustainable, and gender-sensitive agricultural techniques for women subsistence farmers, with the ultimate goal of making food sources more secure and accessible, and the food produced more nutritious, for poor households. Women and girls are particularly targeted by this project since they face the heaviest burden of chronic hunger and malnutrition in developing countries. The objectives of the CIFSRF are: (1) to increase food security in developing countries by funding applied research in agricultural development and nutrition; (2) to apply Canadian science and technology expertise in collaboration with developing country partners to address food security; (3) to use research results to inform food security policies and programs; and (4) to identify innovations and scale up the most promising research from both Phase I and Phase II of the Fund to help meet future global food demand. Phase II focuses geographically on the 20 countries already targeted under Phase I as well as all other official development assistance-eligible countries in Africa. Project activities for phase II include: (1) developing farming methods that can better withstand the effects of climate change; (2) developing environmentally sustainable gender-sensitive, farmer-led research models for breeding and distribution of new crops or underutilized traditional crops and consumption of sufficient, safe and nutritious food; (3) improving family-based aquaculture; (4) decreasing domestic animal losses through development of vaccines; and (5) reducing post-harvest losses through adaptable and affordable technologies. Partnership is an important aspect of the CIFSRF and all the research projects funded are jointly conducted by Canadian and developing country-based organizations, such as academic institutions, private sector organizations, civil society organizations, or research institutions. These partnerships harness Canada's expertise in agriculture and nutritional science and combine it with first-hand knowledge and expertise in developing countries, to maximize the benefit for development activities. A survey conducted found that ...60% of households surveyed in Kandahar City lacked access to safe drinking water with a correspondingly high 89% incidence of diarrhea in children under five. In addition, the 2013 National Nutrition Survey (NNS) reported a Global Acute Malnutrition (GAM) rate for Kandahar province at 13.5%, compared to the national average of 9.5%. The main priority for Bamyan province is “increased access to clean water and sanitation, especially in schools and health clinics, to protect the health of children and mothers†(UNICEF publication). A Medair assessment in 2013 confirmed that many families lack access to safe drinking water, have poor hygiene knowledge and non-existing or inadequate sanitation. Recurring seasonal diarrhea was observed during summer months, particularly in children under five. The food gap in these areas in a normal year is six months and in many years this is extended due to drought and crop losses. This project focuses on the provision of life-saving services for the identification and treatment of acute malnutrition in children under five (for example, monthly monitoring and supervision of malnutrition and distribution of ready-to-use therapeutic food to treat severe cases of malnutrition) in Kandahar Province and the prevention of malnutrition in Bamyan and Wardak. Complementing the delivery of these emergency services in Kandahar, this intervention aims to improve dietary diversity, enhance food security, ensure access to clean water, and provide hygiene education and access to essential sanitation facilities in all three provinces. This initiative aims to use a holistic approach, addressing the improvement of infant and young child feeding practices, nutrition for pregnant and lactating women, dietary diversity and family food preparation, early care seeking for common causes of under-five morbidity and mortality, and hygiene and sanitation promotion. Activities include: providing training in nutrition, dietary diversity, family food preparation; providing training in establishment and maintenance of kitchen gardening; distribution of vegetable seeds; equipping and providing ongoing support and supervision for the treatment of the common coexisting childhood illnesses in children; building or rehabilitating water points and latrines for communities, schools, and clinics, and providing training on improved hygiene and sanitation. The project proposes to benefit 232,490 women, men, girls and boys. Mennonite Central Committee Canada is working with Medair to implement this project. This project is part of Canada's commitment to maternal, newborn and child health programming. / Selon un sondage mené par Medair, 60 % des ménages sondés à Kandahar n'ont pas accès à l'eau potable. Ce pourcentage est accompagné d'une incidence élevée, soit 89 %, des cas de diarrhée chez les enfants de moins de cinq ans. De plus, l'Enquête nationale sur la nutrition (ENN) de 2013 a signalé un taux de malnutrition

This initiative supports IDRC'...s participation at two key food security events in October 2016: Food Secure Canada's conference Resetting the Table, and the 2016 Borlaug Dialogue International Symposium at the World Food Prize. These events offer strategic opportunities to communicate the results of IDRC-funded work to improve food security and to support leaders, particularly women, who are driving science and innovation for improved food security.Food Secure Canada is a pan-Canadian alliance of organizations and individuals working together to advance food security and food sovereignty. Its 9th National Assembly in Toronto (October 13–16), showcases Canada's domestic and international work on food security. Approximately 1,000 researchers, activists, entrepreneurs, farmers, students, non-profit and donor organizations, indigenous leaders, policymakers, trade unions, and youth are expected to attend. An IDRC program leader and two IDRC-supported researchers will participate in a panel session to showcase innovative research results from IDRC's Agriculture and Food Security (AFS) Program. They will highlight successful examples of Canadian-developing country partnerships. IDRC sponsorship of the event includes registration fees and placement of the IDRC logo on event promotional material.Marking the 30th anniversary of the establishment of the World Food Prize, the 2016 Borlaug Dialogue International Symposium Let food be thy medicine will convene international leaders, policymakers, farmers, and executives from agribusiness and non-governmental organizations, as well as academic and development organizations, to address critical issues facing global food security. The World Food Prize is the foremost international award recognizing the achievements of individuals who have advanced human development by improving the quality, quantity, or availability of food in the world. IDRC will convene a plenary panel with the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN) to raise the profile of women's leadership in agricultural transformation. The panel, Women leaders driving science and innovation for agricultural transformation in Africa, will gather prominent women leaders in the agricultural sector and prominent leaders investing in and promoting gender equality in agriculture, science, and innovation in organizations and on farms across the continent. Dominique Charron, IDRC's Director of Agriculture and Environment and Jemimah Njuki, Senior Program Specialist AFS will participate in the panel. This grant will provide event sponsorship, travel support for speakers, and associated costs of hosting the IDRC/FANRPAN panel.

This initiative aims to improv...e the safety and quality of school and community environments for 120,000 vulnerable girls and boys in Kwale and Kilifi counties. The initiative supports governments and community organizations to improve access to safe and high quality learning environments, to strengthen child protection systems and increase birth registry with the objective of reducing early marriage, violence, and abuse of children. The initiative fosters innovation and harnesses the strengths of Kenya's vibrant mobile technology industry to pilot initiatives such as digital birth registration. Some initiative activities include: (i) training and mentoring people responsible for child protection, including teachers, health staff, police, judiciary to identify, report and refer cases of child abuse, and help rehabilitate and reintegrate children; (ii) training and mentoring members of school management committees and community-based organizations to detect and prevent abuse and exploitation and take action against offenders; (iii) establishing and strengthening child protection units, and support groups for survivors of abuse and their families; (iv) setting up a system for community based reporting of child protection cases using mobile phone technology; (v) establishing a teacher-offenders database to increase the number of cases reported and to institutionalize reference checks for teachers seeking employment; (vi) supporting the expansion of Kenya's national child helpline; (vii) developing a pilot digital birth registration system and supporting awareness campaigns to prevent early marriage and promote birth registration; (viii) reviewing policy and legislation to identify gaps and action needed to address child protection in schools and communities; and (ix) supporting the establishment of equitable water and sanitation facilities for girls and boys in 40 schools./ Cette initiative vise à améliorer la sécurité et la qualité des milieux scolaires et communautaires, au profit de 120 000 filles et garçons vulnérables des comtés de Kwale et de Kilifi.

IMPROVING FOOD AND NUTRITION S...ECURITY IN THE PHILIPPINES THROUGH SCHOOL INTERVENTIONS

Improving food and nutrition s...ecurity in the Philippines through school interventions
more
|
In the Philippines, an estimat...ed 14 percent of school children experience severe malnutrition. Schools provide strategic, targeted pathways for delivering nutrition to children and, indirectly, to their families and communities. A three-year research project (2012 to 2015) developed and tested a school-based integrated nutrition model involving bio-intensive gardening, supplementary feeding and nutrition education in Cavite province of the Philippines. Results showed that supplementary feeding of malnourished school children using iron-fortified rice and indigenous vegetables from school gardens significantly improved their nutritional status. Enhanced knowledge, attitudes, and practices on gardening and nutrition were also observed among parents. Phase 2 of this project will fine-tune methods to operationalize the integrated model and test strategies for scaling it up in 58 schools in Cavite province. Two different methods for scaling up will be tested. The first will involve working with public elementary schools at a sub-national level while the second will be directed at national agencies, policymakers, and media. Production of teaching resources, learning, and information exchange within the school system and wide dissemination of research results throughout the region will help develop capacity within institutions. To ensure sustainability of the integrated nutrition model, the project will explore how local government and the private sector can support school nutrition. The 28-month project is led by the International Institute of Rural Reconstruction in collaboration with the Food and Nutrition Research Institute and the Department of Education. It will benefit an estimated 93,000 children from 546 schools.

This regional project aims to ...increase protection and respect for the physical and moral integrity of girls and young women in the Great Lakes region. The project is divided into three components: (1) the development and implementation of protocols for assisting victims; (2) community awareness-raising through education, training, and political dialogue in order to promote a change in the way victims are perceived and treated; (3) support for the Coalition of Collectives of Associations Working for the Advancement of Women in the Great Lakes Region (COCAFEM/GL). COCAFEM/GL is a network of 11 collectives of women's organizations from Burundi, the Democratic Republic of Congo, and Rwanda. The network brings together the associations with the most experience in combatting violence towards girls and young women in the region. The goal of this project is for COCAFEM/GL to become recognized nationally, regionally, and internationally for its influence in the fight against sexual violence. This component represents the second part of CIDA's contribution to the project, which is worth $13.5 million in total. The activities continuing in this component were initiated in component number A033944-001 (Combatting Violence Against Girls and Young Women in the Great Lakes Region - I).

Through investments in applied research, the CIFSRF contributes to the development of more productive, sustainable, and gender-sensitive agricultural techniques for women subsistence farmers, with the ultimate goal of making food sources more secure and accessible, and the food produced more nutritious, for poor households - particularly for women and girls, who face the heaviest burden of chronic hunger and malnutrition in developing countries. One of the objectives of the CIFSRF is to ensure that the results generated by the research funded are used to inform food security policies, programs, and on-the-ground development activities. Partnership is also an important aspect of the CIFSRF. All the research projects funded are jointly conducted by Canadian and developing country-based organizations, such as academic institutions, private sector organizations, civil society organizations, or research institutions. These partnerships harness Canada's expertise in agriculture and nutritional science and combine it with first-hand knowledge and expertise in developing countries, to maximize the benefit for development activities. This project aims to bridge ex...isting gaps in capacity to reduce malnutrition among children under-five and pregnant and lactating women in the province of Ghor in Afghanistan. The project also follows an integrated approach to address under-nutrition, whereby nutrition as well as targeted water, sanitation and hygiene (WASH) actions are undertaken to address the two major factors of acute malnutrition in Afghanistan: water borne diseases, and inappropriate child care feeding practices.Project activities include: (1) launching a public awareness campaign centred on the promotion of seven essential nutrition actions through public radio spots to enhance care and feeding practices of women and children under-five; (2) training community health workers to enable them to screen and refer cases of severely malnourished children to effectively treat severe acute malnutrition cases; (3) construction and rehabilitation of water points and distribution of biosand filters for household water treatment; and (4) providing gender-specific sanitation facilities that provide access to sanitation and improve overall community hygiene./ Ce projet vise à combler les lacunes existant dans la capacité à réduire la malnutrition chez les enfants de moins de cinq ans et les femmes enceintes et allaitantes dans la province du Ghor en Afghanistan.

BUILDING RESEARCH CAPACITY FOR... SYSTEMATIC REVIEWS

|
Building Research Capacity for... Systematic Reviews
more
|
Technology can be a crucial ca...talyst for improving people's lives in the developing world. There is a growing body of knowledge on the topic, but it is yet to be fully synthesized. The Sri Lankan-based think tank, LIRNEasia is addressing this gap, summarizing the best available primary research on digital technology and development. The goal is to have a central bank of evidence to help practitioners and policymakers, and to inform future research. This project aims to build skills and knowledge among Communication Policy Research Community members in Asia and Africa (CPRsouth and CPR Africa) to: -produce four systematic reviews; -share their findings; and, -consolidate knowledge on digital technologies' role in development policy questions. Systematic reviews are used to appraise relevant research and synthesize existing evidence. The health sciences field uses them widely to inform studies and evaluate research findings' relevance to public health policy. These reviews follow a rigorous methodology, developed by the international research network, the Campbell Collaboration. The network strives to improve the methods used to ensure that studies follow appropriate research protocols. This helps consistently inform practice and policy decisions. There is, however, a shortage of reviews in the digital technologies and development field. As governments, civil society, and donor agencies continue to be actively involved in information and communication technology (ICT) initiatives, consolidating knowledge is essential. LIRNEasia will follow the Campbell Collaboration's protocols and build skills in the communication policy research community to conduct reviews. The reviews will assess and consolidate knowledge on key development questions, including the: -impact of mobile money on the poor; -link between ICTs and education outcomes; -effects of increased access and use of ICTs on small and micro enterprises; -effects of ICTs on market efficiencies in the agriculture sector, and, -efficiency of telecommunication reforms in low- and middle-income countries.

Adaptation at Scale in Semi-Ar...id Regions

People living in Africa and So...uth Asia's semi-arid regions face challenges that hinder their economic growth and development. This project seeks to find proactive, longer-term approaches to climate change adaptation in these vulnerable regions, while helping locals manage existing risks.Short-term focus must shiftSo far, responses to climate threats in these regions have focused mainly on short-term solutions, such as early warning systems, famine relief, and soil and water conservation. However, long-term climate projections suggest that a more profound response will be needed by mid-century. The research team will respond to this knowledge and development gap through a program involving regional diagnostic studies, research, knowledge synthesis, and information sharing in semi-arid regions. Long-term, sustainable adaptationThe project, which falls under IDRC's Collaborative Adaptation Research Initiative in Africa and Asia program, draws on a number of disciplines found in the five consortium partners. It will address the complex interactions between climate, biophysical, social, political, and economic dynamics. The project team will integrate research on each of these aspects through transformative scenario planning, which is an effective methodology for bringing sometimes disparate stakeholders together to address complex problems. Results to support adaptation to climate changeThe project will generate credible information that decision-makers and others can use to develop robust adaptation strategies. Research teams will conduct their work in several countries across Africa and South Asia. The results are expected to help these regions shift from their current adaptation practices and policies into a mode that achieves proactive, widespread adaptation. With that, vulnerable groups will gain the skills and adaptive strategies they need to enhance their livelihoods over the long-term.

ADAPTATION AT SCALE IN SEMI-AR...ID REGIONS

Adaptation at Scale in Semi-Ar...id Regions
more
|

This project will support digi...tal innovations that solve development challenges. It will establish a seed funding program, develop approaches for scaling up innovations, and nurture entrepreneurial leaders. Digital revolution driving change Digital innovations are driving transformative changes around the world and generating new opportunities for growth in developing countries. Greater affordability and accessibly of digital products and services have provided the foundation for rapid growth of start-ups across the developing world. M-Pesa, for instance, was started through a small donor-funded grant. One of the first mobile banking platforms, M-Pesa now boasts more than 21 million users in Kenya and Tanzania alone. Seed funding and mentorship for business growth The Alliance to Scale Digital Innovation and Entrepreneurship will identify and support opportunities for scaling digital innovations that solve development challenges in education, governance, health, the environment, and the economy. It combines three regional, competitive small grants and awards programs from Africa, Asia, and Latin America and the Caribbean. More specifically, the Alliance will implement a competitive seed-funding program. It will also create business and social impact mentorship programs that will nurture entrepreneurial leaders to scale and commercialize digital innovations. Finally, it will develop best practices for stimulating and scaling digital innovations to ensure they have impact.

MAKING GROWTH WORK FOR WOMEN I...N LOW-INCOME COUNTRIES (GROW)
more
|
Making Growth Work for Women i...n Low-income Countries (GrOW)
more
|
Women's economic empowerment c...an improve if globalization and urbanization lead to greater opportunities for employment. In addition, better living conditions for women, such as access to health care or child care services, can expand women's choices in the labour market. However, depending on laws and social norms, these employment opportunities may be confined to low-wage sectors, thus increasing women's vulnerability. This project aims to support economic policy that can enhance women's empowerment. It will analyze the positive and negative effects of economic growth on women's lives and economic opportunities in nine developing countries. The evidence generated will help decision-makers in low-income countries to amplify the positive effects and mitigate the negative effects of globalization and urbanization. The project will also strengthen the capacity of southern researchers to lead future efforts to improve economic policies. This project is part of the Growth and Economic Opportunities for Women (GrOW) program. GrOW is a five-year, multi-funder partnership with the UK's Department for International Development (DFID), The William and Flora Hewlett Foundation, and IDRC. Launched in 2013 with a focus on low-income countries in sub-Saharan Africa and South Asia, the program aims to support policies and interventions that improve women's livelihoods and contribute to social well-being. In addition to 10 projects addressing the barriers to women's economic empowerment, GrOW will support a cluster of four projects looking at the intersection of economic growth and women's economic empowerment. This project is among them, selected through a global competitive call.

Delivering Gender Outcomes in ...Agriculture and Food Security (CultiAF)
more
|
The Cultivate Africa's Future ...(CultiAF) initiative will fund effective strategies and methods for integrating gender meaningfully in agriculture, food, and nutrition security research. This will be achieved through strategies aimed at improving the understanding of gender concepts among project teams, effective integration of social or gender issues in research design, increased capacity to implement gender analysis in practice, and personal and institutional commitment to follow-through from analysis to integration of gender-transformative actions. The main activities supported under this project are: -a gender audit of 11 projects to assess current levels of gender integration and identify key gaps and opportunities for better and more outcome-oriented gender integration; -specific gender analysis and integration plans for each project and provision of technical support to implement and measure the impacts of these plans; -a monitoring and evaluation system to track the impact of gender analysis and gender integration on effective delivery of development outcomes; and -tracking of changes in individual and organizational capacities, skills and commitments to meaningfully integrate gender in agriculture programming. A paper on gender integration demonstrating what it takes to move from analysis to action and impact will be produced. Among the other expected results: -at least 80% of the projects demonstrate impacts on gender outcomes and better delivery of other project outcomes as a result of gender integration activities; -documented evidence demonstrates the role of gender integration in improving delivery of project and gender outcomes and addressing gender inequalities; and -project teams and their organizations demonstrate greater capacity to carry out and use gender analysis to guide implementation of gender-transformative research and activities. About CultiAF CultiAF is a joint program of the Australian International Food Security Research Centre of the Australian Centre for International Agricultural Research and the International Development Research Centre (IDRC). CultiAF supports research to achieve long-term food security in Eastern and Southern Africa. Project

There has been considerable su...ccess in integrating gender in agricultural research. However, projects, programs, and organizations often still struggle with the challenge of moving from gender analysis to implementation of transformative actions that have positive outcomes on the lives of men and women smallholders. This project will fund effective strategies and methods for integrating gender meaningfully in agriculture, food and nutrition security research. This will be achieved through strategies aimed at improving the understanding of gender concepts among project teams, effective integration of social or gender issues in research design, increased capacity to implement gender analysis in practice, and personal and institutional commitment to follow through from analysis to integration of gender-transformative actions. Applying lessons learned from earlier research funded by CIFSRF and the Cultivate Africa's Future fund (IDRC multi-funder programs), activities supported under this project include: -a gender audit of 11 projects to assess current levels of gender integration and identify key gaps and opportunities for better and more outcome-oriented gender integration; -specific gender analysis and integration plans for each project and provision of technical support (in terms of capacity building, tools, resources, and mentoring) to implement and measure the impacts of these plans; -a monitoring and evaluation system to track the impact of gender analysis and gender integration on effective delivery of development outcomes; -tracking of changes in individual and organizational capacities, skills and commitments to meaningfully integrate gender in agriculture programming. A paper on gender integration demonstrating what it takes to move from analysis to action and impact will be produced. Support to Development of Stra...tegy and Programming on Food Systems Research Objectives
more
|
This research support project ...will support the ongoing development of IDRC's Food, Environment, and Health (FEH) program in the first two years of its implementation plan. It will fund short-term activities and consultancies (less than 1 year) that will enrich and consolidate its knowledge of food systems research, national policy environments, and potential public and private-sector partners in this sector. The objective is to identify strategic opportunities to advance food systems research in Africa, the Middle East, and the Caribbean. The project will include, for example, online surveys/consultations, development of communications products, project inception and knowledge translation workshops, expert contribution to the program's gender-outcome strategy, and a call for papers on governance arrangements in public-private partnerships. This project will be managed by the FEH program in Ottawa. Planned activities will evolve over the coming year, allowing the program to respond to emerging opportunities and key lessons learned as they unfold.
