DRC is a country that is regul...ary afftected by epidemics of various kinds, causing several thousands of deaths (including Ebola, measles, cholera, etc.). The country's systems for infectious systems control are clearly very poor. This intervention is an assessment of the current system of epidemic preparedness, surveillance and response. The assessment will be conducted by experts of the Public Health Agency of Sweden (PHAS). This review will result into a proposal for technical support to this key pillar of health systems.

The International Health Regul...ations (IHR) are an international legal instrument that is binding on 196 countries across the globe, including all the Member States of WHO. Their aim is to help the international community prevent and respond to acute public health risks that have the potential to cross borders and threaten people worldwide.
The IHR, which entered into force on 15 June 2007, require countries to report certain disease outbreaks and public health events to WHO. Building on the unique experience of WHO in global disease surveillance, alert and response, the IHR define the rights and obligations of countries to report public health events, and establish a number of procedures that WHO must follow in its work to uphold global public health security.

The UK Public Health Rapid Sup...port Team has been established with the purpose to research and investigate possible or known disease outbreaks in Official Development Assistance (ODA) eligible countries and to help control such threats before they might become a national or international health emergency. The project has the primary purpose of ensuring that the United Kingdom has a standing capacity of multidisciplinary public health professionals and researchers that can be ready to deploy within 48 hours to a possible or known disease outbreak in a country that is eligible for ODA, as defined by the Organisation for Economic Cooperation and Development (OECD).The UK Public Health Rapid Support Team (UK -PHRST) has the following main objectives: 1) Within ODA eligible countries to support the rapid investigation and response to disease outbreaks at source, with the aim of stopping a public health threat becoming a health emergency. 2) Conduct rigorous research to aid epidemic preparedness and response and improve future response. 3) Generate an evidence base for best practice in disease outbreak interventions within ODA eligible countries. 4) Train a cadre of public health reservists for the UK -PHRST who can be rapidly deployed to respond to disease outbreaks. 5) Build capacity in-country for an improved and rapid national response to disease outbreaks and contribute to supporting implementation of the International Health Regulations (IHR).

The UK Public Health Rapid Sup...port Team (UK-PHRST) is delivered as a partnership between Public Health England and the London School of Hygiene and Tropical Medicine (LSHTM), and is funded by ODA through the Department of Health and Social Care. It works to address the threat posed by outbreaks of infectious disease within ODA-eligible countries through an integrated triple remit incorporating outbreak response, research to inform best practice in disease interventions, and capacity development to help improve countries' preparedness and response.Under the response element of its remit, the UK-PHRST identifies situations where the deployment of specialist expertise can mitigate threats and can rapidly deploy a team of multidisciplinary public health professionals and researchers to an ODA-eligible country where required. The project can draw upon core staff and reservists for rapid deployment, and aims to be ready to deploy a team in as little as 48 hours of a requirement being identified. Requests for support can come through bilateral channels or through the World Health Organization's Global Outbreak Alert and Response Network. The research aspect of the UK-PHRST remit is led by LSHTM, in collaboration with academic partners Oxford University and King's College London. It incorporates research projects aimed at strengthening the evidence base for best practice in outbreak response, both in relation to specific infectious diseases and for more overarching preparedness and response. The focus is on issues that affect ODA-eligible countries, and many of the projects involve research and dissemination activities in the field. Research can also be informed by and linked to response deployment activities.Response deployments of the UK-PHRST are generally intended as short-term rapid solutions to emerging situations, however through the capacity development aspect of its remit the project aims to have a longer-term influence in helping countries to be better prepared for and able to respond to future outbreaks. Capacity development activities can include the training of local staff and providing recommendations to improve local facilities and systems when on deployment, as well as producing training materials.

UK-PHRST consists of public he...alth experts, scientists, academics and clinicians ready to respond to urgent requests from countries around the world within 48 hours to support them in preventing local disease outbreaks from becoming global epidemics.
Informed by surveillance data, the UK-PHRST deploys on behalf of UK Government in response to requests from low- and middle-income countries, as well as with the WHO (World Health Organization) and the Global Outbreak and Response Network (GOARN).

The goal of PREDICT is to esta...blish a global early warning system for zoonotic (i.e., of animal origin) disease emergence that is capable of detecting, tracking and predicting the emergence of new infectious diseases in high-risk wildlife (e.g., bats, rodents, and non-human primates) that could have pandemic potential. Particular focus will be placed on establishing an enhanced wildlife monitoring capacity in those geographic hotspots that pose a particular risk for the emergence of new infectious disease threats. Surveillance will focus on specific priority pathogens including, but not limited to, retroviruses, influenza, corona viruses and filoviruses.

The PREDICT-2 project will ass...ist focus countries in monitoring viruses with pandemic potential as well as behaviors, practices, and conditions associated with viral evolution, spillover, amplification and spread.
