The World Health Organization ...(WHO) Health Emergencies Programme works with countries and partners to prepare for, prevent, respond to and recover from all hazards that create health emergencies, including disasters, disease outbreaks and conflicts. The Programme will also lead and coordinate the international health response to contain disease outbreaks and provide effective relief and recovery to affected people. The Australian Department of Foreign Affairs and Trade (DFAT) is working with the WHO Health Emergencies Programme to strengthen health security in our region, specifically coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. It is proposed to enhance this investment through a multi-year commitment of AUD20 million from 2016-17.

The Australia Indonesia Partne...rship for Emerging Infectious Diseases (AIP-EID) 2015-2018 program aims to improve human and animal health systems to support sustainable economic development, food security and a reduction in the global threats posed by emerging infectious diseases. The program will be achieved by complementary animal and human health arms of the program with the following shared high level outcomes: strengthened Indonesian government systems for integrated preparedness and rapid response to animal health and public health emergencies; strengthened Indonesian government animal health information system and public health surveillance sytems, and the effective use of information and enhanced institutional and individual performance in leadership, management and evidence-based decision-making. The total value of this investment is $9.9 million over 3 years, starting 2015-16.

The World Health Organization'...s Contingency Fund for Emergencies (CFE) was established in 2015 following a review of the 2014 Ebola outbreak response. Contributions, are mainly used to enable the immediate mobilisation of expert WHO personnel in response to disease outbreaks. In 2017, the CFE enabled 36 outbreak response operations at a cost of US$20.8 million across 23 countries including Madagascar (plague), the Democratic Republic of the Congo (Ebola), Bangladesh (water-borne and vaccine-preventable diseases affecting Rohingya refugees), Fiji and Vanuatu (health emergencies arising from natural disasters). The CFE has proven to be a very effective tool for outbreak containment, as was demonstrated most notably in the case of the previous Ebola outbreak in Likati, DRC, in mid-2017. The proposed contribution of up to $4 million by Australia would position us as the fourth largest donor to the CFE in cumulative terms after Germany, the UK and Japan. The Strengthening Health Syste...ms for Health Security - Multi Country Partnerships Program aims to strengthen health security systems to enable improved prevention, detection and response to communicable disease outbreaks. The investment delivers on the Indo-Pacific Health Security Initiative's investment pillar catalysing international responses to countries' identified needs. The expected outcome is to increase compliance to norms established by the World Health Organization (International Health Regulations) and World Organisation for Animal Health (Performance of Veterinary Services). This will contribute to helping safeguard Australian interests and those of countries in our region by decreasing health security risks, and contributing to strengthened health systems to prevent and contain outbreaks of emerging or re-emerging infectious diseases with epidemic potential.

Background: La situation human...itaire au Rwanda est caractérisée par l'afflux de réfugiés du Burundi et de la RDC. En 2018, les rations alimentaires dans les camps de réfugiés ont été limitées suite à un manque de financement, ce qui entraîne des tensions dans ces camps. Compte tenu de la situation politique au Burundi, la communauté humanitaire ne peut pas encore encourager le retour des réfugiés dans leur pays. En prenant en considération la continuité de l'afflux, il a été estimé que 102.000 réfugiés burundais seront accueillis à la fin de l'année 2018. Dans les camps congolais (RDC), le Rwanda compte 75.079 réfugiés. -- General purpose: Sauver des vies, réduire la souffrance, préserver la dignité humaine des personnes vulnérables aux épidémies et aux désastres hydrométéorologiques au Rwanda. -- Specific purpose: Réduire la mortalité et la morbidité au sein des communautés touchées par les épidémies de maladies infectieuses et les désastres hydrométéorologiques à Kubavu, Ngororeo et Rutsiro via une amélioration de la prévention, de la réduction des risques, de l'alerte et de la réponse précoce au niveau communautaire.

Background: La situation human...itaire est caractérisée par deux défis majeurs, à savoir la fermeture (complète) de l'accès à son territoire et le processus de rapatriement volontaire des réfugiés burundais. La Tanzanie accueille environ 350.000 réfugiés et demandeurs d'asile en provenance du Burundi (76%) et de la RDC (23,8%). La très grande majorité de ces personnes se trouvent dans les camps de la région de Kigoma. La détérioration des conditions dans les camps (diminutions des rations alimentaires, pénurie de bois de cuisson, logement de plus de 60 % des réfugiés et demandeurs d'asile dans des tentes d'urgence, etc.) est l'un des motifs du retour des réfugiés burundais. -- General purpose: Sauver des vies, réduire la souffrance, préserver la dignité humaine des personnes vulnérables aux épidémies et aux désastres hydrométéorologiques en Tanzanie. -- Specific purpose: Réduire la mortalité et la morbidité au sein des communautés touchées par les épidémies de maladies infectieuses et les désastres hydrométéorologiques dans le district de Kyela via une amélioration de la prévention, de la réduction des risques, de l'alerte et de la réponse précoce au niveau communautaire. -- Results: Résultat 1 : Les communautés cibles ont amélioré leurs pratiques sanitaires. Résultat 2 : Les capacités de la Croix Rouge de Tanzanie en matière de prévention, de détection et de réponse aux épidémies de maladies infectieuses dans les districts de Kyela (Mbeya) ont été améliorées.Résultat 3 : La résilience des communautés vivant dans les zones à haut risque dans le district de Kyele est améliorée et les capacités institutionnelles de la Croix Rouge Tanzanienne et des autres acteurs locaux sont renforcées.Résultat 4 : Le système d'alerte précoce au niveau communautaire a été amélioré, ce qui mène à une réponse plus efficace et ciblée avant une catastrophe hydrométéorologique ou juste après.

Background: Le nombre de perso...nnes qui cherche refuge en Ouganda continue à augmenter de façon exponentielle. Cette augmentation continue est principalement due à l'afflux très important et durable des réfugiés sud-soudanais (plus d'1 million), ainsi qu'à l'afflux de plus en plus de congolais suite à la violence en Ituri et dans le Nord Kivu. Les camps de réfugiés dans le nord et l'ouest de l'Ouganda sont très fortement mis sous pression. The spectre of an infectious d...isease pandemic continues to threaten the security and stability of governments, global markets, and livelihoods. The emergence of the H7N9 avian influenza virus and the Middle East Respiratory Syndrome virus are two important reminders of the threat. This project will address the concern by strengthening regional capacity in Southeast Asia for understanding, preventing, preparing for, and responding to disease agents that have bioterrorism and/or pandemic potential.Global health threats definedThreats to global health security encompass: -natural emergence of diseases, such as Severe Acute Respiratory Syndrome;-possible acts of bioterrorism, as seen with the 2001 anthrax threats; or -potential accidental release of deadly pathogens, as per the 2012 research moratorium on H5N1 influenza. All three represent significant threats in Southeast Asia. The region continues to be a global hotspot of new infectious diseases. It is endemic to numerous pathogens with pandemic and bioterrorism potential. Southeast Asia also suffers from weak and poorly coordinated laboratory diagnostic, biosafety, and infrastructure capacity to deal with these challenges.Weak capacity further threatens the regionExacerbating these risk factors is the limited regional capacity to predict, prepare, and deal with pandemic diseases. There is a huge divide between researchers and decision-makers. Researchers study the underlying causes and factors influencing the emergence and proliferation of these diseases, while decision-makers develop and implement pandemic preparedness and response policies. Without the mechanisms needed for research to feed into field and laboratory surveillance programs, outbreak investigation protocols, and response, the region cannot respond effectively to an emerging pandemic-whether it is natural, accidental, or intentional.Linking research, surveillance, and policyThis project will build a collaborative platform to connect research, surveillance, and policy development and implementation. In doing so, it will bring together the Asia Partnership on Emerging Infectious Diseases Research, the Mekong Basin Disease Surveillance Network, and the Association of Southeast Asian Nations. The platform will undertake a series of interconnected activities, including: -research and surveillance on selected types of pathogens;-coordinated strategies for outbreak investigation and response;-biosafety training; and -laboratory capacity building for handling infectious pathogens with bioterrorism and pandemic potential. The project is part of an umbrella initiative funded by the Global Partnership Program of Foreign Affairs, Trade and Development Canada, together with the Association of Southeast Asian Nations. A key aim of this support is to strengthen regional capacity to understand, detect, prevent, and respond to emerging pandemic threats in Southeast Asia.

The spectre of an infectious d...isease pandemic continues to threaten the security and stability of governments, global markets, and livelihoods. The emergence of the H7N9 avian influenza virus and the Middle East Respiratory Syndrome virus are two important reminders of the threat. This project will address the concern by strengthening regional capacity in Southeast Asia for understanding, preventing, preparing for, and responding to disease agents that have bioterrorism and/or pandemic potential. Global health threats defined Threats to global health security encompass: -natural emergence of diseases, such as Severe Acute Respiratory Syndrome; -possible acts of bioterrorism, as seen with the 2001 anthrax threats; or -potential accidental release of deadly pathogens, as per the 2012 research moratorium on H5N1 influenza. All three represent significant threats in Southeast Asia. The region continues to be a global hotspot of new infectious diseases. It is endemic to numerous pathogens with pandemic and bioterrorism potential. Southeast Asia also suffers from weak and poorly coordinated laboratory diagnostic, biosafety, and infrastructure capacity to deal with these challenges. Weak capacity further threatens the region Exacerbating these risk factors is the limited regional capacity to predict, prepare, and deal with pandemic diseases. There is a huge divide between researchers and decision-makers. Researchers study the underlying causes and factors influencing the emergence and proliferation of these diseases, while decision-makers develop and implement pandemic preparedness and response policies. Without the mechanisms needed for research to feed into field and laboratory surveillance programs, outbreak investigation protocols, and response, the region cannot respond effectively to an emerging pandemic-whether it is natural, accidental, or intentional. Linking research, surveillance, and policy This project will build a collaborative platform to connect research, surveillance, and policy development and implementation. In doing so, it will bring together the Asia Partnership on Emerging Infectious Diseases Research, the Mekong Basin Disease Surveillance Network, and the Association of Southeast Asian Nations. The platform will undertake a series of interconnected activities, including: -research and surveillance on selected types of pathogens; -coordinated strategies for outbreak investigation and response; -biosafety training; and -laboratory capacity building for handling infectious pathogens with bioterrorism and pandemic potential. The project is part of an umbrella initiative funded by the Global Partnership Program of Foreign Affairs, Trade and Development Canada, together with the Association of Southeast Asian Nations. A key aim of this support is to strengthen regional capacity to understand, detect, prevent, and respond to emerging pandemic threats in Southeast Asia.

This project aims to strengthe...n the ability of West African countries to ensure regional disease surveillance and response. It supports the West Africa Regional Disease Surveillance Capacity Strengthening Project managed by the World Bank, and coordinated and implemented by the West Africa Health Organization (WAHO). Disease outbreaks within the West African region are frequent and can have a particularly heavy impact on the countries' economies and human development. As epidemics do not respect national boundaries, a high level of inter-country regional collaboration and information sharing is required to be effectively prepared for potential epidemics, such as Ebola, or to be able to prevent them from reoccurring. Project activities include: (1) establishing centres of disease surveillance at the local level that are able to detect and report on diseases; (2) undertaking regional simulation exercises for outbreak responses and (3) training women and men in epidemiological surveillance and control. / Ce projet vise à renforcer la capacité des pays de l'Afrique de l'ouest afin d'assurer la surveillance des maladies et de la réponse régionale. Il soutient le projet de renforcement des capacités de surveillance des maladies de la région de l'Afrique de l'Ouest géré par la Banque mondiale, et coordonné et mis en oeuvre par L'Organisation Ouest Africaine de la Santé (OOAS). Les épidémies dans la région de l'Afrique de l'Ouest sont fréquentes et peuvent avoir un impact particulièrement lourd sur les économies des pays et le développement humain. The Fund is designed to fill critical funding gaps from the beginning of an emergency until the organization can access additional sources of funds.The support of GAC and other donors to the Contingency Fund for Emergencies helps WHO react early to prevent escalation of outbreaks. Project activities include: (1) deploying experts to rapidly assess the threat of different outbreaks; and (2) initiating urgent activities to prevent the spread of outbreaks, such as the delivery of vital health supplies, the training of community health workers, the provision of potable water and the implementation of vaccination campaign./Le fonds de contingence pour les urgences de l'Organisation mondiale de la Santé (OMS) est un fonds renouvelable qui a été créé afin de fournir les ressources nécessaires pour amplifier rapidement les interventions initiales de l'OMS en cas d'éclosions de maladies et d'urgences ayant des répercussions sur la santé. Le fonds vise à combler le manque de fonds essentiels au début d'une urgence, jusqu'à ce que l'organisation puisse trouver d'autres sources de financement.Grâce au soutien d'AMC et des autres pays qui contribuent au fonds de contingence pour les urgences, l'OMS peut réagir rapidement afin de prévenir la propagation des maladies. Les activités menées dans le cadre du projet visent notamment à : 1) déployer des experts qui évalueront rapidement la menace des éclosions; 2) lancer des activités urgentes afin de prévenir la progression des éclosions, comme la livraison de fournitures vitales, la formation de travailleurs en santé communautaire, l'acheminement d'eau potable et la mise en place de campagnes de vaccination.

The 2014 Ebola outbreak in Wes...t Africa claimed the lives of tens of thousands of people, with Guinea, Liberia, and Sierra Leone severely hit by this crisis. The World Health Organization called the epidemic the most severe acute public health emergency since the discovery of HIV. In addition, this humanitarian disaster has had collateral impact on local economies, health care systems, and regional security.Although the Ebola epidemic ended in January 2016, the risk of future outbreaks remains in the region. Recent assessments of countries in this region have found limited capacity for disease investigation, surveillance, and rapid research and response capacity for emerging infectious threats. Improving these deficiencies is paramount to preventing and limiting future infectious disease outbreaks.Lessons can be learned from countries like Nigeria and the Democratic Republic of Congo, which have been able to effectively control Ebola cases with remarkable speed. Their successes are largely due to their robust surveillance and response infrastructure, supported by a strong network of laboratories, hospitals and disease control centres.Led by an expert team of Canadian collaborators from Laval University and partners in West and Central Africa, this project will undertake a regional needs assessment of public health capacities in Central and West Africa to respond to emerging pandemic agents, and will be complemented by local training and capacity building in surveillance, diagnostics, biosecurity, and communication.By the end of this work, this project will deliver a regional assessment of the research, training, and infrastructure needed to build a Central and West African network of public health actors that can effectively and rapidly respond to infectious disease threats. It will also lay the foundations for a research and training agenda on infectious pathogens of regional priority, in partnership with local and international collaborators.

This project aims to strengthe...n the ability of West African countries to ensure regional disease surveillance and response. It supports the West Africa Regional Disease Surveillance Capacity Strengthening Project managed by the World Bank, and coordinated and implemented by the West Africa Health Organization (WAHO). Disease outbreaks within the West African region are frequent and can have a particularly heavy impact on the countries' economies and human development. As epidemics do not respect national boundaries, a high level of inter-country regional collaboration and information sharing is required to be effectively prepared for potential epidemics, such as Ebola, or to be able to prevent them from reoccurring. Project activities include: (1) establishing centres of disease surveillance at the local level that are able to detect and report on diseases, (2) undertaking regional simulation exercises for outbreak responses and (3) training women and men in epidemiological surveillance and control. / Ce projet vise à renforcer la capacité des pays de l'Afrique de l'ouest afin d'assurer la surveillance des maladies et de la réponse régionale. Il soutient le projet de renforcement des capacités de surveillance des maladies de la région de l'Afrique de l'Ouest géré par la Banque mondiale, et coordonné et mis en œuvre par L'Organisation Ouest Africaine de la Santé (OOAS). Les épidémies dans la région de l'Afrique de l'Ouest sont fréquentes et peuvent avoir un impact particulièrement lourd sur les économies des pays et le développement humain. The 2014 Ebola outbreak in Wes...t Africa claimed the lives of tens of thousands of people, with Guinea, Liberia, and Sierra Leone severely hit by this crisis. The World Health Organization called the epidemic the most severe acute public health emergency since the discovery of HIV. In addition, this humanitarian disaster has had collateral impact on local economies, health care systems, and regional security.Although the Ebola epidemic ended in January 2016, the risk of future outbreaks remains in the region. Recent assessments of countries in this region have found limited capacity for disease investigation, surveillance, and rapid research and response capacity for emerging infectious threats. Improving these deficiencies is paramount to preventing and limiting future infectious disease outbreaks.Lessons can be learned from countries like Nigeria and the Democratic Republic of Congo, which have been able to effectively control Ebola cases with remarkable speed. Their successes are largely due to their robust surveillance and response infrastructure, supported by a strong network of laboratories, hospitals and disease control centres.Led by an expert team of Canadian collaborators from Laval University and partners in West and Central Africa, this project will undertake a regional needs assessment of public health capacities in Central and West Africa to respond to emerging pandemic agents, and will be complemented by local training and capacity building in surveillance, diagnostics, biosecurity, and communication.By the end of this work, this project will deliver a regional assessment of the research, training, and infrastructure needed to build a Central and West African network of public health actors that can effectively and rapidly respond to infectious disease threats. It will also lay the foundations for a research and training agenda on infectious pathogens of regional priority, in partnership with local and international collaborators.

This project aims to strengthe...n the ability of West African countries to ensure regional disease surveillance and response. It supports the West Africa Regional Disease Surveillance Capacity Strengthening Project managed by the World Bank, and coordinated and implemented by the West Africa Health Organization (WAHO). Disease outbreaks within the West African region are frequent and can have a particularly heavy impact on the countries' economies and human development. As epidemics do not respect national boundaries, a high level of inter-country regional collaboration and information sharing is required to be effectively prepared for potential epidemics, such as Ebola, or to be able to prevent them from reoccurring. Project activities include: (1) establishing centres of disease surveillance at the local level that are able to detect and report on diseases, (2) undertaking regional simulation exercises for outbreak responses and (3) training women and men in epidemiological surveillance and control. / Ce projet vise à renforcer la capacité des pays de l'Afrique de l'ouest afin d'assurer la surveillance des maladies et de la réponse régionale. Il soutient le projet de renforcement des capacités de surveillance des maladies de la région de l'Afrique de l'Ouest géré par la Banque mondiale, et coordonné et mis en œuvre par L'Organisation Ouest Africaine de la Santé (OOAS). Les épidémies dans la région de l'Afrique de l'Ouest sont fréquentes et peuvent avoir un impact particulièrement lourd sur les économies des pays et le développement humain. Alors que les épidémies ne respectent pas les frontières nationales, il est nécessaire d'avoir un haut niveau de partage des informations et de collaboration régionale entre les pays afin d'être efficacement préparé pour d'éventuelles épidémies, comme le virus Ebola, ou pour être en mesure de les empêcher de se reproduire. The Contingency Fund for Emerg...encies of the World Health Organization (WHO) is a replenishable fund established to provide the resources necessary to rapidly scale up WHO's initial, acute response to outbreaks and emergencies with health consequences. The Fund is designed to fill critical funding gaps from the beginning of an emergency until the organization can access additional sources of funds. The support of GAC and other donors to the Contingency Fund for Emergencies helps WHO react early to prevent escalation of outbreaks. Project activities include: (1) deploying experts to rapidly assess the threat of different outbreaks; and (2) initiating urgent activities to prevent the spread of outbreaks, such as the delivery of vital health supplies, the training of community health workers, the provision of potable water and the implementation of vaccination campaign. /Le fonds de contingence pour les situations d'urgence de l'Organisation mondiale de la santé (OMS) est un fonds reconstituable créé pour fournir les ressources nécessaires à l'intensification rapide de la réponse initiale et aiguë de l'OMS aux épidémies et aux urgences ayant des conséquences sanitaires. During health emergencies, WHO also leads and coordinates the international health response to contain disease outbreaks and provide effective relief and recovery to affected populations. With the support of GAC and other donors, WHO's emergency operations aim to rapidly assess the threat of infectious disease outbreaks and initiate urgent activities to prevent and reduce morbidity and mortality caused by infectious disease outbreaks, and to prevent escalation of outbreaks. Project activities include: (1) deploying experts to rapidly assess outbreak threat; (2) delivering essential medicines, supplies and equipment; (3) training health personnel; (4) coordinating and implementing vaccination campaigns; and (5) strengthening health sector coordination and health information systems. /L'Organisation mondiale de la Santé (OMS) travaille avec les pays et ses partenaires pour se préparer, prévenir, réagir et se remettre des risques qui créent des urgences sanitaires, notamment les catastrophes, les épidémies et les conflits. The 2014 Ebola outbreak in Wes...t Africa claimed the lives of tens of thousands of people, with Guinea, Liberia, and Sierra Leone severely hit by this crisis. The World Health Organization called the epidemic the most severe acute public health emergency since the discovery of HIV. In addition, this humanitarian disaster has had collateral impact on local economies, health care systems, and regional security.Although the Ebola epidemic ended in January 2016, the risk of future outbreaks remains in the region. Recent assessments of countries in this region have found limited capacity for disease investigation, surveillance, and rapid research and response capacity for emerging infectious threats. Improving these deficiencies is paramount to preventing and limiting future infectious disease outbreaks.Lessons can be learned from countries like Nigeria and the Democratic Republic of Congo, which have been able to effectively control Ebola cases with remarkable speed. Their successes are largely due to their robust surveillance and response infrastructure, supported by a strong network of laboratories, hospitals and disease control centres.Led by an expert team of Canadian collaborators from Laval University and partners in West and Central Africa, this project will undertake a regional needs assessment of public health capacities in Central and West Africa to respond to emerging pandemic agents, and will be complemented by local training and capacity building in surveillance, diagnostics, biosecurity, and communication.By the end of this work, this project will deliver a regional assessment of the research, training, and infrastructure needed to build a Central and West African network of public health actors that can effectively and rapidly respond to infectious disease threats. It will also lay the foundations for a research and training agenda on infectious pathogens of regional priority, in partnership with local and international collaborators.

This project aims to strengthe...n the ability of West African countries to ensure regional disease surveillance and response. It supports the West Africa Regional Disease Surveillance Capacity Strengthening Project managed by the World Bank, and coordinated and implemented by the West Africa Health Organization (WAHO). Disease outbreaks within the West African region are frequent and can have a particularly heavy impact on the countries' economies and human development. As epidemics do not respect national boundaries, a high level of inter-country regional collaboration and information sharing is required to be effectively prepared for potential epidemics, such as Ebola, or to be able to prevent them from reoccurring. Project activities include: (1) establishing centres of disease surveillance at the local level that are able to detect and report on diseases; (2) undertaking regional simulation exercises for outbreak responses and (3) training women and men in epidemiological surveillance and control. /Ce projet vise à renforcer la capacité des pays de l'Afrique de l'ouest afin d'assurer la surveillance des maladies et de la réponse régionale. Il soutient le projet de renforcement des capacités de surveillance des maladies de la région de l'Afrique de l'Ouest géré par la Banque mondiale, et coordonné et mis en œuvre par L'Organisation Ouest Africaine de la Santé (OOAS). Les épidémies dans la région de l'Afrique de l'Ouest sont fréquentes et peuvent avoir un impact particulièrement lourd sur les économies des pays et le développement humain. Alors que les épidémies ne respectent pas les frontières nationales, il est nécessaire d'avoir un haut niveau de partage des informations et de collaboration régionale entre les pays afin d'être efficacement préparé pour d'éventuelles épidémies, comme le virus Ebola, ou pour être en mesure de les empêcher de se reproduire. Les activités du projet comprennent: (1) la création de centres de surveillance de la maladie au niveau local qui sont en mesure de détecter et de signaler les maladies; (2) d'entreprendre des exercices de simulation régionaux pour les réactions aux épidémies et (3) la formation des femmes et des hommes en matière de surveillance épidémiologique et de contrôle.
