Adopted by the Twenty-sixth Ordinary Session of the Assembly of Heads of State and Government of the OAU, Addis Ababa, Ethiopia - July 1990
This policy paper underscores that, although children do not represent a high-risk group for direct COVID-19 fatality, the pandemic posts far-reaching secondary impacts that heighten risks to African children’s rights and wellbeing.
How to respond to, mitigate, and prevent risks to children’s protection and well-being is a profound, if unanswered, question. Practitioners agree that it is necessary to develop or strengthen protective factors at multiple levels, such as the family, community, and national levels.
The COVID-19 pandemic presents a rare and immediate opportunity for a norm shift towards localisation in the humanitarian architecture. Whils tinternational humanitarian actors are facing constraints in funding and restrictions on movement and travel, national and local level ...humanitarian actors are on the ground to respond. A timely investment in localcapacities and capabilities creates a strong platform for effective, efficientand sustained response and recovery from the impact of the COVID-19 pandemic in the days, months and years ahead.

The situation was even more difficult for single-parent households led by women,... who also had to endure more housework and care tasks. As shown by various research studies, the asymmetric distribution of care tasks, taken up by women, is an inequality factor.

Today, the World Health Organization (WHO) is advancing the global fight against acute malnutrition in children under 5 with the launch of its new guideline on the prevention and management of wasting and nutritional oedema (acute malnutrition). This milestone is a crucial response to the persistent... global issue of acute malnutrition, which affects millions of children worldwide.
In 2015, the world committed to achieving the Sustainable Development Goals (SDGs), including the ambitious target of eliminating malnutrition in all of its forms by 2030. However, despite these commitments, the proportion of children with acute malnutrition has persisted at a worrying level, affecting an estimated 45 million children under five worldwide in 2022.
In 2022, approximately 7.3 million children received treatment for severe acute malnutrition (SAM). Although treatment coverage has increased, children with SAM in many of the worst affected countries are still unable to access the full necessary care for them to recover.
The Global Action Plan (GAP) on child wasting recognized the need for updated normative guidance to support governments in the prevention and management of acute malnutrition. WHO answered this call to action and developed a comprehensive guideline that provides evidence-based recommendations and good practice statements and will be followed by guidance and tools for implementation.
