The project seeks to contribute to building climate change resilience of the poor farmers and those in vulnerable situations and reduce their exposure and vulnerability to climate- related.

It supports the participation in programmes, partnerships and activities for the implementation of THE PEP working programme. THE PEP goals are: Economic recovery, job preservation through investment in environment and health friendly transport, mobility management and increase in efficiency of transport, reduction of emissions, greenhouse gases, air pollutants and noise, promoting health and safe transport as well as the integration of transport, health and environmental matters in urban and regional planning.

Background: The Junior Profes...sional Officers (JPO) Programme, also known as the Associate Experts Programme, is a multilateral technical cooperation initiative sponsored by the DGD. The Programme originates from a United Nations Economic and Social Council resolution adopted in 1961 which approved and encouraged the collaboration of volunteers, financed by their respective countries of origin, in implementing development cooperation initiatives and programmes. Belgium joined the Programme in 1963, and over the years has developed it into a Programme, extending its sponsorship to the Multilateral partner organizations with which the Belgian Government stipulated in specific agreements. - General objective: The overall objectives of the JPO programme -It s s a good learning experience for young people to work within a multilateral agency and hopefully make their career there. The JPOs receive during their assignment special guidance and supervision and it s an excellent opportunity to shape ones vision on development and esablish a network within the organization. Nearly 55% of the JPOs join the UN as regular staff at the end of their JPO assignment. -to increase the visibility of Belgian Nationals within the UN Organizations -to provide the organizations additional human resources - Specific objective: Essential Qualifications and Experience required for this position:•Minimum: Advanced university degree in public health, social sciences, or related field•Minimum: 2 years relevant professional work experience•Desirable: Professional experience in international organizations, or at country level - Results: The JPO will enable inter -country and regional exchanges and sharing of best -practices on aid effectiveness and health systems strengthening, and use of aid effectiveness mechanisms to ensure alignment with national planning cycles and health strategies/plans/policies, and harmonization among partners, with a focus on global health initiatives and Sector -Wide Approach reviews (where relevant). -

Background: La République D...mocratique du Congo connait, depuis 2012, un afflux de réfugiés centrafricains qui ont traversé la frontière suite à la guerre menée par l'armée Seleka. Ces conflits ont abouti à la déchéance du régime politique au mois de mars 2013. Durant cette période, environ 43.000 réfugiés centrafricains ont été enregistrés par le HCR et ses partenaires. Leur nombre a diminué à 40.500 au 29 juillet 2013. Grace aux ressources du HCR, des allocations Pooled Fund, CERF et des contributions d'autres partenaires, une assistance humanitaire partielle a été accordée aux réfugiés et retournés. Cependant, les besoins non couverts restent énormes. La présente proposition vise à fournir un appui multisectoriel en complémentarité avec les interventions déjà en cours, en faveur des enfants et femmes réfugiés de République centrafricaine. La majorité des familles ont fui la République centrafricaine avec très peu de biens. Les besoins les plus critiques des familles réfugiées sont l'accès aux articles personnels, hygiéniques et ménagers de première nécessité ainsi qu'aux abris pour assurer que les activités de base (se laver, s'abriter, s'habiller, préparer la nourriture, rechercher et stocker de l'eau) se fassent dignement et en sécurité. L'Evaluation inter agences a également identifié chez la population refugiée une malnutrition aigüe sévère de près de 8,9%. Cette prévalence proche du seuil d'alerte pour une population vulnérable représente un sérieux risque de morbidité et de mortalité en particulier pour les plus jeunes et exige une réponse immédiate adéquate. Les fonds CERF ont permis de couvrir près de 50% des enfants affectées par la malnutrition aigüe sévère parmi les réfugiés et la population hôte. Un besoin supplémentaire de financement permettra de couvrir les besoins de près de 1.500 enfants et de renforcer le suivi et la prise en charge des cas. Dans le domaine de la Protection de l'enfant, l'identification, la prise en charge transitoire, la recherche et la réunification familiale des enfants non accompagnés et des enfants séparés sont une priorité ainsi que la prise en charge holistique et le référencement des survivants de violences sexuelles et violences basées sur le genre. Dans le domaine de l'eau, de l'hygiène et de l'assainissement, les besoins de 19.000 réfugiés qui vont être relocalisés dans des camps sont à couvrir. - General objective: Améliorer les conditions de vies et réduire la vulnérabilité des réfugiés de RCA en Equateur et Province Orientale dans les secteurs de la Protection, Nutrition et l'Eau, Hygiène et Assainissement, et à travers un appui en articles ménagers essentiels. - Specific objective: Améliorer les conditions de vie et réduire la vulnérabilité des ménages réfugiés et familles d'accueil vulnérables n'ayant pas accès à l'abri et aux articles ménagers essentiels nécessaires pour leur survie, bien -être et dignité ; des mesures de protection appropriées & des services de qualité sont disponibles po

Background: Ce projet s'inscr...it dans la cadre du programme développé par le FBSA dans la région de Koulikoro et Kayes (Cercle de Niara et Nioro). Pour rappel, ce programme sera mis en œuvre par 7 organismes partenaires (FAO, FENU, Protos, Terre Nouvelle, Vétérinaire sans frontière, Solidarité Mondiale, Croix rouge de Belgique) et le Gouvernement du Mali représenté par le Commissariat à la sécurité alimentaire. La Belgique et les partenaires de mise en œuvre ont jugé nécessaire d'intégrer un volet Genre. La prise en compte du genre dans le programme vise à renforcer les efforts des interventions dans le cadre de la réalisation de l'égalité de genre comme défini dans la Politique Nationale Genre (PNG) adoptée par le Gouvernement en Novembre 2010. Cette composante « soft » a été confiée à ONU Femmes en partenariat avec le Ministère de la Promotion de la femme, de l'Enfant et de la Famille (MPFEF). - General objective: contribuer à la baisse de l'insécurité alimentaire dans les régions de Kayes et Koulikoro par la prise en compte des relations entre les hommes et les femmes. - Specific objective: contribuer à la mise en œuvre de la Politique Nationale Genre du Mali (PNG) par une meilleure intégration des besoins pratiques et stratégiques des hommes et des femmes dans les actions et stratégies qui vont être développés dans le cadre du Fonds Belge de Sécurité Alimentaire. - Results: Résultat 1 : Equité de Genre prise en compte dans les politiques, plans et budgets dans les secteurs prioritaires de la sécurité alimentaire au niveau national et décentraliséRésultat 2 : Appui/conseil aux partenaires et acteurs de mise en œuvre du FBSA pour la prise en compte des besoins différenciés des hommes et des femmes pour assurer la Sécurité alimentaireUn partenariat stratégique sera développé avec les sept (7) partenaires de mise en œuvre du programme à savoir FAO, FENU, Protos, Terre Nouvelle, Vétérinaire sans frontière, Solidarité Mondiale, Croix rouge de Belgique. Ces partenaires disposent de points focaux genre et ont une certaine expérience dans le domaine du genre. De façon spécifique, ONU Femmes a une expérience de collaboration avec le FENU dans le cadre de la décentralisation.Ce partenariat est un élément essentiel à la réussite des actions à entreprendre par ONU femmes.Les autres acteurs sont les élus communaux, les groupements de femmes et les organisations paysannes mixtes. Les femmes sont bien organisées au niveau local à travers des activités économiques. Un partenariat sera développé avec les directions régionales de la promotion de la femme au niveau des deux régions et la coordination des associations et ONGs féminines locales. -

Background: The Junior Profes...sional Officers (JPO) Programme, also known as the Associate Experts Programme, is a multilateral technical cooperation initiative sponsored by the Directorate General for Development Cooperation and Humanitarian Aid of Belgium. The Programme originaates from a United Nations Economic and Social Council resolution adopted in 1961 which approved and encouraged the collaboration of volunteers, financed by their respective countries of origin, in implementing development cooperation initiatives and programmes. Background: Na meerdere jaren... aanwezig te zijn in de regio van de Grote Meren (Rwanda, Burundi, DR Congo), zette RKV in 2009 de eerste stappen naar een samenwerking met het Oegandese Rode Kruis via een aantal kleine projecten. Dit operationele partnerschap is langzaam uitgegroeid tot een strategisch partnerschap. Dit houdt een lange termijnengagement in (minstens 5 jaar) rond gemeenschappelijke doelstellingen. De nadruk ligt daarbij op het versterken van de capaciteiten van de partner om (zo veel mogelijk) binnen de strategische prioriteitsgebieden van RKV kwaliteitsvolle programma's ten behoeve van de Oegandese kwetsbare bevolking te ontwerpen, uit te voeren, op te volgen en te rapporteren. - General objective: In eerste instantie wil RKV het ORK bijstaan bij het uitvoeren van zijn Strategisch Plan 2011 -2015 inzake de interventiedomeinen WASH ('Improve access to safe and adequate water and improved sanitation at household and community levels in targeted areas') en EH/VV ('Build community capacity to manage common health emergencies and disease outbreaks, and enhance road and water transport safety'). - Specific objective: Verhoogde zelfredzaamheid van gemeenschappen in risicovolle gebieden om water gerelateerde ziektes te reduceren en om incidenten en effecten van verkeersongevallen te verkleinen over een periode van 3 jaar (2014 -2016) - Results: Resultaat 1: Verhoogde toegang tot zuiver water voor 7.200 mensen in Benet en Kwosir in Kween district van 36,8% tot 51,8% tegen eind 2016. Resultaat 2: 13.000 mensen hebben toegang tot verbeterde sanitatie op huishoudniveau en in scholen in de gemeen -schappen van Benet en Kwosir in Kween district van 48% tot 70% tegen eind 2016.Resultaat 3: Toegenomen kennis en verbeterde praktijken inzake waterbeheer en basishygiëne in de interventie -gemeenschappen tegen eind 2016. -

Background : Le Burkina Faso ...est fortement touché par une crise alimentaire et nutritionnelle en raison de la forte dépendance de sa population vis-à-vis de l'agriculture et de l'élevage comme source d'emploi et de moyens de subsistance. L'insuffisance des précipitations, une forte carence des récoltes en 2011 ainsi que la persistance des prix élevés des denrées alimentaires ont provoqué une aggravation de la détérioration de la sécurité alimentaire, déjà fragile, et de la situation nutritionnelle dans le pays. Un déficit de 154.462 tonnes de la production céréalière a été officiellement déclaré par le gouvernement qui représente une diminution de 19,6% par rapport à la dernière campagne agricole. Pour les éleveurs, garantir l'accès à l'eau potable pour leur bétail sera également extrêmement difficile en raison de l'impact de la sécheresse sur les ressources naturelles. Le Burkina Faso souffre d'une crise nutritionnelle endémique, avec un dépassement du seuil critique d'urgence de plus de 10% dans le domaine de la malnutrition. En outre, les populations vulnérables sont exposées à des prix élevés des denrées alimentaires. Par rapport à la moyenne sur cinq ans, les marchés céréaliers montrent des hausses de prix de 60% à 100%. -Global objective: Appui à la résilience des moyens d'existence et au renforcement des capacités d'adaptation des ménages affectés par la crise alimentaire de 2011-2012. -Specific objective : Faciliter le relèvement des ménages affectés par la crise alimentaire 2011-2012 dans les régions du Nord et Centre-Nord. -Intended results : Résultat 1: La résilience des ménages agricoles est améliorée Activité 1.1. Sélection des bénéficiaires Activité 1.2. Réhabiliter les infrastructures productives par du cash for work Activité 1.3. Aménager/Réhabiliter 10 ha pour la production maraîchère et rizicole Activité 1.4. Appuyer la production maraîchère Activité 1.5. Appuyer la sécurisation foncière des espaces de production Activité 1.6. Construire des greniers sans bois pour conserver les produits maraîchers Activité 1.7. Acquérir du matériel pour faciliter l'exhaure de l'eau pour l'irrigation Activité 1.8. Formation des femmes en gestion et sur les techniques maraichères Activité 1.9. Background : Deux ans après ...les élections présidentielles, la situation sociopolitique demeure précaire au Burundi. Les organisations de défense des droits de l'homme et les médias ont signalé des arrestations arbitraires, des tortures et des exécutions extrajudiciaires. En outre, le pays continue à souffrir d'un taux d'inflation élevé qui entraîne une dégradation des conditions de vie. Depuis juin 2012, le pays connaît un afflux croissant de réfugiés et de demandeurs d'asile, provenant en particulier de la République Démocratique du Congo. Environ 38.000 réfugiés et demandeurs d'asile auront besoin d'une protection et d'une aide matérielle au Burundi en 2013. Il faudra également offrir une aide aux quelques 40.000 Burundais réfugiés en République-Unie de Tanzanie et en République Démocratique du Congo qui devraient regagner leur pays. Ces mouvements de retours massifs au Burundi auront une incidence sur l'ampleur des activités de réintégration prévues en 2013. Le Burundi est dans une situation de sortie de conflit, caractérisée par un taux élevé de pauvreté (plus de 80% de la population vit avec moins d'1,25 USD par jour). Du fait de sa capacité d'absorption très limitée, le pays ne peut offrir de possibilités d'intégration sur place ou de réintégration durables aux réfugiés. De surcroît, le Gouvernement réoriente ses priorités et se détourne de l'action humanitaire pour mettre l'accent sur le développement, de sorte qu'il est plus difficile de mobiliser des fonds pour les activités humanitaires. -Global objective: Amélioration de l'intégration et de la protection des nouveaux résidents (rapatriés et déplacés) au sein de la population de la zone d'intervention à la frontière Burundo-Tanzanienne en commune Gisuru. -Specific objective : Amélioration durable des conditions de vie des bénéficiaires du projet, à savoir les anciens et nouveaux résidents (rapatriés et déplacés) de la zone Ndemeka en commune Gisuru. -Intended results : - Le désenclavement de la zone d'intervention et l'amélioration de l'accès des bénéficiaires aux services publics (Administration, structures de santé, de l'enseignement etc.) ; - L'augmentation des revenus et l'amélioration des capacités de gestion des b - Protection et Amélioration des conditions de vie des ménages rapatriés, déplacés et résidents à la frontière Burundo-Tanzanienne en commune Gisuru - Province Ruyigi (PAC - Ménages de Gisuru).

Background: Dans le prolongem...ent des activités de la CRB soutenues par la RKV au cours du plan d'action 2010 -2013, le programme proposé ici concerne principalement un renforcement des capacités de la CRB. Background : La zone de sant... de Mweso, située dans le Territoire de Masisi (Nord-Kivu), et le groupement d'Ihembe, située dans le Territoire de Kabare (Sud-Kivu), ont subi les ravages des guerres qui se sont succédées à l'Est de la RDC au cours de ces 15 dernières années. Lors des conflits, la population a du se déplacer et a soit abandonné tous les biens qu'elle possédait dans les villages, soit été pillée en cours de route par les différents groupes armés qui sévissaient dans les deux zones. En date du 25 avril 2012, dans le Nord-Kivu il y avait 550.602 personnes déplacées dont 35% dans le territoire de Masisi. Dans le Sud-Kivu, depuis le mois de novembre 2011, des nouveaux affrontements sont à l'origine du déplacement de 142.000 personnes (source OCHA). Dans les deux zones ciblées des Territoires de Masisi et de Kabare, le problème majeur dont la population vulnérable est victime, suite aux guerres, reste l'insécurité alimentaire. Trois problèmes majeurs ont été observés : (I) l'accès difficile aux moyens de production (II) la diminution des rendements agricoles (III) les sources de revenus non diversifiées. -Global objective: Contribuer à la relance des activités agricoles et économiques dans les provinces Nord- et Sud-Kivu. -Specific objective : Renforcer la sécurité alimentaire des populations vulnérables victimes des conflits. -Intended results : Résultat 1: Les activités agricoles et piscicoles des ménages bénéficiaires sont relancées. Activité 1.1. Sensibilisation de la communauté au projet Activité 1.2. Distribution de 6.000 kits agricoles pour la saison agricole 2014 au travers de foires aux choix Activité 1.3. Multiplication et distribution de boutures saines de manioc à 1.200 bénéficiaires Activité 1.4. Appui à la pisciculture : construction d'étangs et distribution d'alevins Activité 1.5. Organisation de formations pratiques à destination des bénéficiaires sur les différentes techniques agricoles Résultat 2 : Les ménages bénéficiaires réduisent leurs recours aux stratégies de survie à court terme grâce à la mise en œuvre d'activités à impact rapide. Background : The Junior Profe...ssional Officers (JPO) Programme, also known as the Associate Experts Programme, is a multilateral technical cooperation initiative sponsored by the Directorate General for Development Cooperation and Humanitarian Aid of Belgium. The Programme originaates from a United Nations Economic and Social Council resolution adopted in 1961 which approved and encouraged the collaboration of volunteers, financed by their respective countries of origin, in implementing development cooperation initiatives and programmes. Belgium joined the Programme in 1963, and over the years has developed it into a Programme, extending its sponsorship to the Multilateral partnerl organizations with which the Belgian Government stipulated in specific agreements -Global objective: The Junior Professional Officers (JPO) Programme, also known as the Associate Experts Programme, is a multilateral technical cooperation initiative sponsored by the Directorate General for Development Cooperation and Humanitarian Aid of Belgium. The Programme originaates from a United Nations Economic and Social Council resolution adopted in 1961 which approved and encouraged the collaboration of volunteers, financed by their respective countries of origin, in implementing development cooperation initiatives and programmes. -Specific objective : Essential Qualifications and Experience required for this position: -Master degree in political science, development studies or international relations -Minimum 2 years of relevant work experience with concenration on international cooperation/development or health -Minimum knowledge of international development agenda, mechanisms and principles of aid effectiveness, and intergovernmental processes -Good writing and anatycal skills -Good IT and database skills -Excellent knowledge of English and French -Intended results : Upon completion of the assignment, the JPO will be able to:assist in day to day coordination with the development partners and international organisations. The JPO will be able to assist in tasks related to the joint needs assessments and necessary follow up with governments, required liaison with the relevant WHO country offices. The JPO will be able to contribute to the overall objectives of the Secretariat to strenghten aid effectiveness, national ownership through implementation activities mandated by the Conference of the parties. -

Background : In Mali worden c...irca 4,6 miljoen mensen getroffen door voedselonzekerheid. De economie is sterk afhankelijk van de agrarische sector, 75% van de beroepsbevolking is werkzaam in de landbouw. In 2011-2012 heeft de landbouw in Mali zware verliezen geleden. Volgens schattingen van het Malinese Ministerie van Landbouw is de graanproductie in 2011-2012 40% minder dan de productie in 2010-2011. De activiteiten van Oxfam-Solidariteit situeren zich in de regio Kayes en Yelimane. De regio is hard getroffen door de voedselcrisis. Als gevolg van de slechte regenval is de landbouwproductie teruggelopen, is de voeding eenzijdig en de weidegronden zijn sneller dan normaal uitgeput. De graanprijs op de regionale markten is het afgelopen jaar verdubbeld ten opzichte van voorgaande jaren. Verschillende onderzoeken wijzen op ernstige ondervoeding in de regio. De prevalentie voor totale chronische ondervoeding is 19,3% en voor algemene acute ondervoeding 18,8%. -Global objective: Bijdragen aan de duurzame verbetering van de voedselzekerheid van arme en zeer arme gezinnen, getroffen door de voedselcrisis in 2012, in Kayes en Yelimane -Specific objective : Verbeteren van toegang tot essentiële goederen en diensten voor arme en zeer arme agro-pastorale gezinnen om in hun levensonderhoud te voorzien, en de risico's van ondervoeding en voedselonzekerheid te beperken. -Intended results : Resultaat 1: 2.500 arme en zeer arme gezinnen krijgen financiële steun en/of materialen om hun gezinsinkomen te verbeteren. Activiteit 1: financiële bijdrage aan 2.500 gezinnen om productieve activa aan te kopen na de oogst Activiteit 2: financiële bijdrage aan 700 gezinnen om in de basisbehoeften te voorzien (aankoop voedsel) Resultaat 2: De landbouw- en veeproductie is toegenomen en gediversifieerd door het invoeren van verbeterde zaadvariëteiten, verbeterde rassen van geiten en pluimvee ondersteund door een beter beheer van de voedselvoorraden Activiteit 1: diagnose van de agro-pastorale productiesystemen, de bestaansmiddelen en de graad van kwetsbaarheid (rekening houdend met de score voedselconsumptie) Activiteit 2: het leveren van aangepaste zaden en meststoffen Activiteit 3: in 20 locaties opleiding rond vermenigvuldigen van zaden Activiteit 4: ondersteuning van 40 vrouwengroeperingen bij de aanleg van moestuinen (groentezaden, waterputten, klein materiaal) Activiteit 5: ondersteuning van de melk- en vleesproductie van de gezinnen door het invoeren van verbeterde rassen (pluimvee voor 1.200 gezinnen en geiten voor 200 gezinnen) Resultaat 3: Vrouwen op vruchtbare leeftijd hebben hun kennis rond voeding en hygiëne verbeterd en passen deze kennis toe bij de voorbereiding van de maaltijden en de verzorging van de kinderen Activiteit 1: oprichting van 40 relaispunten binnen de verschillende gemeenschappen (identificatie, opleiding, uitrusting, opvolging) Activiteit 2: Het bevorderen van goede praktijken rond zorgen, hygiëne en voeding door radioboodschappe
