The COVID19 pandemic poses a t...hreat to gains made in the SHOW project related to gender transformative MNCH and SRHR outcomes in the countries and communities where we operate. In order to both protect those important, measurable results and to prevent the most severe impacts of COVID19, Plan Canada proposes to i) increase demand for COVID19 related messages and prevention measures, and ongoing demand for MNCH/SRHR services, ii) support health system strengthening for COVID19 response within broader C19 national plans and continuity of MNCH/SRH services during the pandemic and post pandemic periods, iii) enhance community and government access to reliable, timely and effective use of data in the response to COVID19, and iv) undertake public engagement to inform Canadians on the COVID19 response in developing countries and better understand that the response must be global in nature.

In order to respond to the COV...ID-19 pandemic, the proposed amendment will enable the Organization to implement a hygiene behaviour change response aimed at slowing the transmission of the virus. The COVID-19 response efforts of HerWASH include promotion and awareness of improved hygiene behaviour in healthcare facilities and communities and of good menstrual hygiene practices among women and girls in support of the project's SRHR goals and results. This project aims to improve the sexual and reproductive health and rights (SRHR) of women and adolescent girls in Burkina Faso, Liberia, Pakistan and Sierra Leone, through menstrual health and hygiene interventions. Poor menstrual health and hygiene exacts a tremendous human and financial toll. A growing body of global research links menstruation with school absenteeism, limited mobility, and lost workplace productivity. Project activities include: (1) infrastructure work to refurbish latrines so that they are secure, accessible and equipped to serve the needs of women and girls for menstrual hygiene management (including private space with adequate water supply for washing and disposal facilities for sanitary pads) at schools, healthcare facilities and in communities, (2) improving and/or developing supply chains for menstrual hygiene products that present economic opportunities to engage local business, women entrepreneurs and youth-led groups, and (3) policy interventions to examine national and district plans, policies and budgets in order to provide adequate consideration of the menstrual health and hygiene needs of women and adolescent girls in schools, communities and healthcare centers. This project is expected to directly benefit 91,450 people, of which 72% are women, including youth under the age of 19. The project is led by WaterAid Canada, in partnership with Canada World Youth and Simavi.

March 2020 – In response to ...the COVID19 global pandemic, the United Nations launched the Global Humanitarian Response Plan (GHRP) on 25 March 2020. The GHRP seeks to respond to the direct public health and immediate humanitarian consequences of the pandemic. It has three strategic priorities: 1) containing the spread of the pandemic, 2) decreasing the deterioration of human assets and rights, social cohesion and livelihoods, and 3) protecting, assisting and advocating for refugees, internally displaced people, migrants and host communities particularly vulnerable to the pandemic. The Global Humanitarian Response Plan is a joint and collective effort among all stakeholders, facilitated at the global level by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). As leader of the Inter-agency Steering Committee, OCHA works to oversee the global level coordination, and liaise with other stakeholders, such as the UN Crisis Management Team, as needed. OCHA's primary mandate is to oversee the coordination of international humanitarian responses, in partnership with national and international actors, in order to achieve more coherent and effective humanitarian action. This grant represents Canada's support to OCHA in Afghanistan, Central African Republic, Democratic Republic of Congo, Somalia, South Sudan, and Sudan. With the support of Canada and other donors, OCHA fulfills its mandate by: (1) strengthening humanitarian leadership, (2) establishing and overseeing coordination systems, (3) monitoring and reporting on humanitarian situations, (4) advocating on behalf of affected people, (5) supporting the assessment and prioritization of humanitarian needs and strategic planning, (6) promoting emergency preparedness, and (7) mobilizing funding for humanitarian assistance.

This initiative aims to streng...then the capacity of South African municipal governments to support effective service delivery, strengthen women's empowerment, inclusive local green economic growth and enhanced climate change mitigation and adaptation measures. Focus is given to the poorest regions of the country. The project is piloting local economic development initiatives in up to six Eastern Cape municipalities in collaboration with community stakeholders, particularly women and youth. The goal also includes improving local policies and practices for climate change mitigation and adaptation, and increasing the South African Local Government Association (SALGA)'s effectiveness as the national voice of municipalities. Project activities include: (1) providing training to municipal practitioners on inclusive local economic development and climate change adaptation and mitigation policies and practices, (2) developing local economic development strategies and sustainable asset management plans in up to six municipalities, (3) implementing accountability mechanisms that empower women, men, youth and vulnerable groups such as local council oversight, social audits, citizen feedback, and issue-based scorecards to ensure open and transparent local governance (4) implementing knowledge management practices among SALGA members to promote the replication of pilot initiatives and disseminate information on innovation that reduces inequalities, engages women in municipal decision-making, and fights climate change.

In response to the coronavirus... (COVID-19) pandemic, the project is providing additional funds to protect women and girls' sexual and reproductive health and rights (SRHR), and help respond effectively to sexual and gender-based violence (SGBV). The project addresses discriminatory social norms that perpetuate sexual and gender-based violence and prevent women and girls to realize their SRHR in some of the most marginalized districts of South Africa. It works with communities, including men and boys, and adolescent girls and young women aged 15-24, parents as well as youth and women networks to promote women and girls' human rights, SRHR, and in preventing SGBV. The project also strives to foster multi-sectoral collaboration across institutions (health, social services, justice, police, education), to strengthen institutional capacity and evidence-based decision-making to increase the availability of quality SRHR and SGBV services (information, counselling and prevention) that respond to the needs of women and girls, free from bias and discrimination. Project activities include: (1) providing training to health workers (doctors, nurses, managers and community health workers) in the targeted districts' health facilities on proven integrated delivery models of SHRH, SGBV and HIV services that respond to the needs of women and young girls and are free of bias and discrimination, (2) providing training to social service professionals and community health workers on integrated SGBV case management, including referral pathways, and field testing and documentation of results in selected locations in the targeted districts, (3) improving data systems and enhancing disaggregation of data (by sex, age, disability, ethnicity, etc.) to better target SRHR policy and programming, and (4) providing training to community networks that engage with men, boys, parents and caregivers, and young girls to run advocacy campaigns with government to invest in quality SRHR services free from bias and discrimination and prevent and respond to SGBV. The project expects to directly reach 300,000 adolescents girls and young women (between the ages of 15 and 24) and indirectly reach 1.5 million beneficiariesy.

In response to the COVID-19 pa...ndemic, the project is supporting women's rights organizations (WROs) to combat the harmful effects that the pandemic response is having on women's rights in South Sudan, including sexual and gender-based violence. This project is part of Canada's Women's Voice and Leadership Program, which supports local and regional women's organizations and networks that are working to promote women's rights, and advance women's empowerment and gender equality in developing countries. This is done by supporting their activities, building institutional capacity, and promoting network and alliance-building, as women's rights and feminist organizations are critical agents of change. The Program also responds to the significant, globally recognized gap in funding and support to women's rights organizations and movements around the world. The project is implemented by CARE Canada, who is supporting an estimated 15 women's rights organizations in South Sudan to pursue their agendas and priorities. The organizations are working across the former states of Jonglei, Central Equatoria, and Eastern Equatoria.

As the largest provider of hea...lthcare in South Sudan, the Health Pooled Fund is on the frontlines of responding to the coronavirus (COVID-19). Through this project, Canada's contribution aims to help ensure that supported health workers and facilities are properly equipped to respond to, and protected from, the transmission of the virus. The project also supports public health promotion and education to help prevent the further spread of COVID-19. Supported by Canada, the United Kingdom, Sweden, the United States, the European Union and Gavi: the vaccine alliance, the Health Pooled Fund supports the delivery of basic health and nutrition services in hospitals, health facilities, and communities in eight of South Sudan's ten former states. Canada's contribution to the Health Pooled Fund helps support the empowerment of women and girls to access quality health services, including sexual and reproductive health services, free from discrimination, coercion and violence. This requires ensuring that quality, gender-sensitive health services, including sexual and reproductive health (SRH) services, are available in facilities and communities, and by increasing knowledge on sexual and reproductive health and rights (SRHR) and shaping positive attitudes and practices in order to support women's and girls' agency and decision-making power. This project builds on previous support to the Health Pooled Fund and is part of Canada's commitment to improve the reproductive health and rights of women and children.

SYRIA - OCHA CBPF – 2020

Years of protracted displaceme...nt, active conflict and insecurity have resulted in staggering humanitarian needs for millions of crisis-affected persons throughout Syria. The conflict has been characterized by widespread disregard for international humanitarian law, including the targeting of humanitarian workers and civilian infrastructure. Despite the Regime's consolidation of control over large parts of the country, acute needs remain and challenges to humanitarian access continue. With GAC's support, the Office for the Coordination of Humanitarian Affairs (OCHA) manages the Syria Humanitarian Fund (SHF) and Syria Cross-Border Humanitarian Fund (SCHF), which allocates resources to national and international humanitarian partners to respond to the critical needs of crisis-affected populations throughout Syria. Project activities include: (1) supporting life-saving and life-sustaining activities while filling critical funding gaps, (2) promoting needs-based assistance in accordance with humanitarian principles, (3) strengthening coordination and leadership primarily through the Humanitarian Coordinator function, and by leveraging the humanitarian cluster system, (4) improving the relevance and coherence of humanitarian response by strategically funding priorities as identified under the Humanitarian Response Plan, and (5) expanding the delivery of assistance in hard-to-reach areas by partnering with national and international partners. / TBD

January 2020 – The ongoing c...risis in Syria continues to be a driver of displacement and humanitarian needs throughout the country. Over 9 years into the conflict, an estimate 11 million people remain in need of humanitarian assistance, of which 5 million people are facing acute humanitarian needs, and millions remain displaced internally and throughout the region. Years of active conflict and displacement have exacerbated protection risks and increased vulnerability for millions. Humanitarian access to those most in need remains a significant challenge. With GAC's support, this project works to provide comprehensive health (including sexual and reproductive health) and protection services to up to 230,000 persons. Project activities include: (1) provision of primary and secondary healthcare services, including sexual and reproductive health, to women, men, girls and boys, (2) provision of integrated mental health and psychosocial case management services, (3) provision of gender-responsive psychosocial support services to affected populations, including survivors of gender-based violence (GBV) and vulnerable populations, and (4) raising awareness on sexual and reproductive health and rights (SRHR) and available services.

May 2018 – The humanitarian ...situation in Syria has continued to deteriorate as a result of the civil war in the country. An estimated 13.1 million people are in need of humanitarian assistance, with over 6 million internally displaced persons according to the United Nations. Years of active conflict and displacement have resulted in severe protection risks and increased vulnerability of millions of persons in Syria. Humanitarian access remains a significant challenge and repeated attacks on humanitarian and medical workers continue, adding to the complexity of the humanitarian response. With GAC's support, the Office for the Coordination of Humanitarian Affairs (OCHA) is managing a Humanitarian Pooled Fund in Turkey, as well as one in Syria. These two Funds channel resources to humanitarian partners to respond to the critical needs of people affected by the devastating humanitarian crisis in Syria. Project activities include: (1) supporting life-saving activities by filling critical funding gaps, (2) promoting needs-based assistance in accordance with humanitarian principles, (3) strengthening coordination of humanitarian assistance, (4) improving the relevance and coherence of humanitarian response by strategically funding priorities as identified under the Humanitarian Response Plan, and (5) expanding the delivery of humanitarian assistance in hard-to-reach areas of the country by partnering with local and international non-governmental organizations.

March 2020 - A new coronavirus... emerged in Wuhan City in the Hubei Province of China. On January 30th, 2020, the World Health Organization declared the outbreak a Public Health Emergency of International Concern, after human-to-human transmission caused the disease to spread globally. On March 11th, 2020, the outbreak was officially declared a pandemic. The International Federation of Red Cross and Red Crescent Societies (IFRC) is coordinating with all National Societies, especially those with active cases, to support with monitoring, scenario planning, and risk analysis in countries affected by the outbreak. With GAC's support, National Societies are working to save lives and help reduce the vulnerability of communities and people affected by the pandemic through a broad spectrum of humanitarian assistance activities. Project activities include: (1) providing ongoing monitoring and analysis of regional trends and risks, particularly amongst migrant and displaced populations, (2) conducting household visits to determine needs of vulnerable people and provide basic medical assistance, and (3) distributing food, hygiene products, and medicines to vulnerable people, including people in isolation.

This project seeks to support ...the Government of Tanzania in reducing the burden associated with the health threat posed by the COVID-19 pandemic, in terms of mortality and morbidity, hospitalizations and demand for health care goods and services. It aims to maintain essential services, protect vulnerable groups (such as women, girls and children), minimize health, economic and social impacts and enable recovery. The project will ensure that the people who are most at risk are at the centre of response efforts. Gender equality and inclusion will be considered in the project's activities and gender disaggregated data will be generated to further inform interventions. As the organization that provides leadership in global health matters in the country, WHO will use its convening power and coordinate stakeholder efforts in-country (government, development partners, civil society, non-governmental organizations) to contain the spread of COVID-19. WHO will also provide technical assistance for COVID-19 detection, testing, isolation, treatment, as well as build the capacity of national authorities to undertake these functions and monitor health trends to ensure that normal health service delivery is not affected by the outbreak. / This project seeks to support the Government of Tanzania in reducing the burden associated with the health threat posed by the COVID-19 pandemic, in terms of mortality and morbidity, hospitalizations and demand for health care goods and services. The project aims to implement ...a gender-responsive and conflict-sensitive education program for girls affected by the Burundian refugee crisis in Burundi and Tanzania. The project seeks to reduce barriers to education, and build resilience among Burundian refugee and returnee girls, including those with disabilities, on both sides of the Burundi-Tanzanian border. The project also aims to develop and test a new model of conflict-sensitive, play-based, and gender-responsive alternative learning, which supports teenage girls, including adolescent mothers and girls with disabilities, to access alternative forms of education and re-enter the school system. Project activities include: (1) improving the quality of learning environments in refugee camps to provide gender-responsive, supportive, and participatory learning, (2) establishing support mechanisms for teachers and training them on gender-responsive and inclusive Play-Based Learning (PBL), (3) increasing community engagement through leaders, coaches, and parents to reduce barriers that are preventing education for girls, including those with disabilities, and (4) supporting girls clubs and peer groups to develop knowledge and skills in and out of school. The project works in partnership with the Norwegian Refugee Council, an independent humanitarian organization working in more than 30 countries to help people forced to flee, helping to save lives and rebuilding futures. The project leverages Right to Play's unique and proven gender-responsive PBL methodology and the Norwegian Refugee Council's experience and expertise in conflict-sensitive education.
