Output 1: Enhanced capital mar...ket liquidity through improved information disclosure. Timely disclosure of material information reduces information asymmetries among market participants, strengthening investor confidence and supporting market liquidity. Subprogram 2 supports a new core policy action covering the new regulation issued by MOF covering information disclosure for listed and unlisted public companies which moves them closer to the adoption of international best practices. Under a new core policy action, SSC completed a comprehensive analysis of a strategic development and sector road map for 2010 to 2020 to address market infrastructure bottlenecks for capital market growth. To address accounting standards, the government initiated a gap assessment to more closely align Vietnamese accounting standards with the IAS and developed an implementation timeline. To enhance market information standards, the draft Law on Independent Audit was submitted to the government. To enhance information disclosure, the Vietnam Securities Depository (VSD) completed the pilot implementation of the automatic synchronization of records between its head office and branches for public companies registered with VSD. To strengthen VSD s risk management capacity, a risk assessment of its central depository and clearing functions benchmarked against international practices will be undertaken.Output 2: Strengthened institutional framework for securities issuance. To develop the government securities market, the program supports institutional reforms such as the establishment of Public Debt Management Office (PDMO). Together with the Banking and Financial Institutions Department of MOF, PDMO will provide an institutional focal point to support a range of key reforms in the bond markets. To improve the risk management and the operating efficiency of the money market, and open market operations for the development of a liquid secondary market, SBV will incorporate the short-term risk mitigation measures identified in the ADB TA report.Output 3: Enhanced legal and regulatory framework for investor and consumer protection and financial sector stability. The program supports a review of the legal framework for the Securities Law with a view to strengthening enforcement powers and investor protection. State Bank of Viet Nam (SBV), as part of its response to the global financial crisis, introduced measures to strengthen commercial banks including (i) adopting new corporate governance requirements based on the corporate governance principles of the Organization for Economic Co-operation and Development; (ii) increasing the charter capital of banks; and (iii) amending the SBV Law, Credit Institutions Law, and application of Bankruptcy Law on credit institutions, including special control by SBV in an effort to drive banking consolidation. The Railway Sector Investment ...Program which is based on the Government's Sector Roadmap and Investment Plan for 2007-2013 will improve the performance of the railway sector by implementing (i) a reform project of sector policy, organizational, and capacity building reforms to make Bangladesh Railway (BR) more commercially focused, and improve governance and accountability; and (ii) an investment project of infrastructure and rolling stock capacity improvement investments to overcome capacity bottlenecks in sectors where such investments are both economically and financially viable, e.g., the Dhaka-Chittagong and Dhaka-Darsana-Khulna corridors where it can support major direct investment. The reform and the investment projects are integrated as approval of investment subprojects will be dependent on the implementation of specific sector reform actions.

CADAP 6 supports the drug dema...nd aspect of a balanced drug policy in line with the EU Drug Strategy 2013-2020 and the EU Central Asia Drug Action Plan 2014-2020 and assists the Central Asian governments in strengthening the capacity of national agencies to deal with the drug phenomenon in a comprehensive, integrative, and sustainable manner. All programme activities under CADAP 6 focus both on national and regional capacity building by providing policy advice and technical assistance, monitoring of the drugs situation, prevention, drug treatment and harm reduction services. These objectives are
meant to ...be achieved through activities in four major intervention areas, i.e. components:
• Consolidation of the national drugs observatories of Latin American countries;
• Capacity-building in the reduction of drug demand;
• Capacity-building in the reduction of drug supply;
• Consolidation of the EU-CELAC Coordination and Cooperation Mechanism on Drugs.

Component 2: Capacity-building in reduction of demand
The EU understands the drug problem first and foremost as a health issue. Member States are
of the opinion that drug users should be considered as patients and as such be entitled to
medical treatment; that all stages from prevention, early intervention, treatment, risk and harm
reduction, social reintegration and rehabilitation should be covered; and that targeting health
and social risks should be a core element of drugs policies at national and international level.
In the field of reduction of demand, the EU has thus acquired rich and varied experience for
several decades through a diversity of actions and national responses. Thanks to harm
reduction measures initiated in many EU countries back in the 1980s, it has been possible to
stabilise the consumption of injected heroine and control the spread of HIV in the 1990s.
At the same time, of all drugs-related issues, drug demand reduction is the area with least
institutional development in the majority of LAC countries, despite some work of NGOs and
civil society organizations. It remains a component with few resources and with little previous
regional exchange. At a time when consumption of natural and synthetic drugs and of new
psychoactive substances (NPS) is increasing in LAC countries, exchange of experience and
good practices between both regions is nonetheless strategic. In line with COPOLAD I, the
interventions of COPOLAD II will be oriented to establish a common basis in prevention,
treatment and rehabilitation models and in building up common agreements to identify best
practices and quality standards.
The expected result for this component is to strengthen the capacities of competent authorities
and other relevant actors in LAC countries, aimed at consolidating evidence-based drugs
policies in the field of demand reduction, especially in the fields of prevention, treatment and
rehabilitation, harm reduction and social integration.
Indicative main activities:
• Themed workshops and work visits in order to exchange experience and good practices in
prevention, treatment, risk and harm reduction, social reintegration and rehabilitation.
• Activities to enhance the implementation of consensus and conclusions reached during
COPOLAD I on the adoption of quality and evidence-based criteria to facilitate the
implementation of programmes and their accreditation, as well as further develop a
sustainable training of trainers’ strategy in key areas of drug demand reduction, including
planning and evaluation.
