This initiative wants to addre...ss the deficit in individual and collective practices in the prevention and identification of the EVD and other infectious diseases by the populations of areas at risk, including through prevention and community mobilization campaigns. The initiative also wants to address the shortcomings in terms of prevention, detection and protection in case of EVD among health workers, authorities and local stakeholders./La présente initiative cherche à répondre au déficit relatif aux pratiques individuelles et collectives en matière de prévention et d'identification de la MVE et des autres maladies infectieuses par les populations des zones à risque, notamment par le biais de campagnes de prévention et de mobilisation communautaire. Ebola Crisis: Improving Scienc...e-Based Communication and Local Journalism in Emergency and Post-outbreak Periods

The World Federation of Scienc...e Journalists (WFSJ) is leading a regional communications and training program for local journalists to improve science-based journalism in health emergencies during crisis and post-crisis periods. This project will provide support to promote and strengthen independent science and health journalism in sub-Saharan Africa, with a particular focus on countries affected by Ebola virus disease, or at risk of the disease. Journalism that educates and informs The program will strengthen mass media campaigns and counteract misinformation on Ebola virus disease transmission and control. WFSJ will develop and implement the program in collaboration with Fondation Hirondelle, various African associations of science journalists, and community radio associations in West, Central, and East Africa. The program will target Ebola-affected countries and neighbouring countries. Skills and tools to enhance science journalism The project will offer practical information tools, guidance, and mentoring to journalists working in rural or local radio. The project team will deliver a series of workshops in West African countries directly affected by the Ebola crisis. Participating journalists will receive an information toolbox to help them report on the outbreak. The goal is to enhance and sustain community engagement to ensure the success of control interventions until the end of the epidemic. The project team will develop training courses and regional workshops in partnership with various African associations of science journalists. These activities will help prepare for emerging and post-outbreak public health challenges with improved on-the-ground communication and journalism for health promotion and action. Research to inform learning Applied research will guide the training strategies and allow the project team to adapt them to the Ebola crisis as it evolves. They will assess the barriers and conditions needed to enhance information uptake and to improve communication on health and science in the region. As a long-term goal, the project aims to strengthen journalism associations in Africa through country and regional exchanges using a Web-based platform devoted to science and health journalism. This will help increase access to health knowledge and evidence, improve monitoring and reporting of priority health issues in the region, and link local journalists to the wider science and health journalism community.

The 2014-2016 Ebola outbreak i...n Guinea, Liberia, and Sierra Leone claimed thousands of lives and cost these countries at least $2 billion in lost GDP. The role of using existing data and information systems for such outbreaks is important to understand in order to strengthen health systems and improve resilience during outbreaks and in other humanitarian settings. This project will develop understanding of how routine health information on key health system measures can inform the ongoing and long-term response to the current Ebola crisis in the Democratic Republic of the Congo (DRC) and to develop tools that enable the use of this data in future public health crises. The project methods will use existing data to assess the state of health system responses to outbreaks like Ebola before, during, and after the outbreak in affected and non-affected areas. The second phase will primarily use qualitative methods to explore how the routine health information system was used by stakeholders, including frontline health workers, during the outbreak. The research findings will inform both the ongoing response, including long-term recovery operations, and generate generalized lessons that will be valuable for future epidemics or other public health emergencies in the DRC and in other low and middle-income countries. The project team consists of a partnership of a Canadian and Congolese research team supported by additional international researchers and practitioners with strong multidisciplinary expertise in health systems, epidemiology, data science, anthropology, and public health, as well as substantial experience with Ebola developed during the 2014-2016 outbreak in West Africa. This project is funded by the Rapid Research Fund for Ebola Virus Disease Outbreaks, a CA$1.5 million initiative that was mobilized and co-funded by IDRC, the Canadian Institutes of Health Research, and the Social Sciences and Humanities Research Council of Canada. The Fund supports four collaborative projects jointly led by Canadian and African researchers.

The outbreak highlighted the need for a greater understanding of the social, economic, cultural, and physical environment factors that are essential to improving EVD response capacities and decreasing the risk of further outbreaks. This project aims to improve understanding of social and environmental factors as precursors for increased vulnerability to EVD outbreaks in susceptible communities. It also seeks to apply this knowledge to mitigate the outbreak potential of EVD and to improve response strategies to contain viral transmission and the spread of disease using community-based initiatives. This project aims to reduce th...e risk of Ebola virus infection and the impact of the disease in the Democratic Republic of Congo and other countries and regions affected by the virus.To support this goal, the impact of Ebola on the mental health of survivors, families, and communities will be documented and strategies and mechanisms for coping and resilience will be identified. In addition, a disease prevention kit will be developed, as well as a psychosocial intervention kit adapted to the cultural realities of the Democratic Republic of Congo. This project is funded by the Rapid Research Fund for Ebola Virus Disease Outbreaks, a CA$1.5 million initiative that was mobilized and co-funded by IDRC, the Canadian Institutes of Health Research, and the Social Sciences and Humanities Research Council of Canada. The Fund supports four collaborative projects jointly led by Canadian and African researchers.

This initiative supports phase...s 2 and 3 clinical trials of an experimental Ebola vaccine. The experimental vaccine is based on an attenuated recombinant Vesicular Stomatitis Virus vector (VSV-EBOV). The Public Health Agency of Canada developed the vaccine and licensed it to NewLink Genetics and Merck. Early vaccine trials During the multicentre phase 1 trials, researchers demonstrated the vaccine's safety and its ability to provoke an immune response (immunogenicity). The next trials will determine the expanded safety, protective immune response, and efficacy of the vaccine with at-risk populations in Africa. The trials will allow African teams to strengthen their clinical research capacities. The initiative is supported through a partnership of Foreign Affairs, Trade and Development Canada, the Canadian Institutes of Health Research, IDRC, and the Public Health Agency of Canada. Phases 2 and 3 clinical trials The phase 3 clinical trial of the VSV-EBOV vaccine will take place in Guinea, one of the main Ebola-affected countries in West Africa. An international research consortium headed by the Norwegian Institute of Public Health is leading the trials. The World Health Organization is coordinating the consortium. The clinical trial will determine the safety, protective immune response, and efficacy of the vaccine to prevent infection and the spread of the disease. Working with colleagues from Mali and Senegal, Canada will provide support for field monitoring, trial assessment, and developing Guinean clinical research capacities. The Centre hospitalier universitaire Sainte-Justine will host and chair the Data Safety Monitoring Board, an essential validating and transparency function for the vaccine trials. Canada will co-chair the Scientific Advisory Group for the Guinea Ebola vaccine trials. The partnership is discussing support for additional phase 2 clinical trials of the VSV-EBOV vaccine. These would take place in Canada and one at-risk African country not affected by the current epidemic. These trials would be performed in partnership with other donors. This will help create strong evidence of the vaccine's safety and protective immune response in broader populations, including children and HIV-positive people. Results from the project activities will be shared with the international community as part of the global response to the Ebola crisis. The results will inform the approval of the VSV-EBOV vaccine for future use to prevent Ebola transmission.

The Democratic Republic of Con...go (DRC) has been battling its 10th Ebola outbreak since 1 August 2018 in the conflict-affected provinces of North Kivu and Ituri. This outbreak is now only second in magnitude to the 2014 West Africa outbreak. On July 17, 2019, the World Health Organization (WHO) declared the current Ebola outbreak a Public Health Emergency of International Concern, indicating that the outbreak requires a more robust coordinated international response. In addition, the risk of spread of the virus to neighbouring countries remains very high. The WHO released its Strategic Plan 4 (July to December 2019) outlining its strategy to scale-up the response in order to stop further spread of the disease. With GAC's support, WHO's emergency operations work to help reduce and control the spread of the Ebola virus in the affected regions in the DRC and in surrounding countries. Project activities include: (1) deploying experts to assess outbreak threat; (2) strengthening surveillance and follow up on persons identified as having contracted the virus;(3) coordinating and implementing vaccination campaigns; (4) training community health workers; (5) delivering essential medicines, supplies and equipment; and (6) strengthening health sector coordination and health information systems. /La République démocratique du Congo (RDC) lutte contre sa dixième épidémie d'Ebola depuis le 1er août 2018 dans les provinces du Nord-Kivu et de l'Ituri, touchées par le conflit. Cette flambée n'est plus que la deuxième en importance après celle de 2014 en Afrique de l'Ouest. Le 17 juillet 2019, l'Organisation mondiale de la santé (OMS) a déclaré l'actuelle épidémie d'Ebola ' urgence de santé publique de portée internationale ', indiquant que l'épidémie nécessite une réponse internationale coordonnée plus robuste. En outre, le risque de propagation du virus aux pays voisins reste très élevé. L'OMS a publié son Plan stratégique 4 (juillet à décembre 2019), qui expose sa stratégie pour intensifier la riposte afin d'arrêter la propagation de la maladie. Recent outbreaks of the highly... infectious and dangerous Ebola virus in West and Central Africa underscore the importance of rapid diagnostics and surveillance infrastructure, evidence-driven health communications and community engagement activities, and an effective and well-coordinated emergency response to strengthen the resilience of vulnerable populations in the face of emerging pandemic threats. While vaccines and medical therapies have become important tools for the treatment and control of infectious diseases, greater efforts are needed in West and Central Africa to strengthen gaps in the technical and logistical capacities of researchers, surveillance agents, diagnosticians, first-line responders, and public health systems at large to quickly and effectively work with communities to identify, halt, and prevent new pandemics. The aim of this initiative is to implement an integrated research and capacity-strengthening program tailored for Central and West Africa. This initiative will support research to identify and assess the role of socio-cultural, animal health, and public health interventions to control and prevent emerging pandemic threats in the region. Research findings will help to inform the design and implementation of the capacity strengthening activity that will focus on enhancing and adapting the practices, protocols, and policies of public health actors in conducting surveillance, public health outreach and communications, and outbreak management of emerging pandemic threats. The research team will collaborate with African public health and research institutes to build their existing expertise in surveillance, research, and public health response and will provide a foundation for greater inter-regional scientific collaboration on pandemic threats that pose significant threats to the health and livelihoods of millions of people in Central and West Africa.

The 2013-2015 outbreak of Ebol...a virus disease (EVD) in West Africa (Guinea, Liberia, and Sierra Leone) was unprecedented, resulting in more than 11,000 human deaths with an estimated total cost of US$4.3 billion. The outbreak highlighted the need for a greater understanding of the social, economic, cultural, and physical environment factors that are essential to improving EVD response capacities and decreasing the risk of further outbreaks. This project aims to improve understanding of social and environmental factors as precursors for increased vulnerability to EVD outbreaks in susceptible communities. It also seeks to apply this knowledge to mitigate the outbreak potential of EVD and to improve response strategies to contain viral transmission and the spread of disease using community-based initiatives. This research is expected to generate new information on vulnerabilities associated with gender, age, and cultural association that will help to improve prevention and response capacities to EVD at the community, local, country, and international levels.This project is funded by the Rapid Research Fund for Ebola Virus Disease Outbreaks, a CA$1.5 million initiative that was mobilized and co-funded by IDRC, the Canadian Institutes of Health Research, and the Social Sciences and Humanities Research Council of Canada. The Fund supports four collaborative projects jointly led by Canadian and African researchers.

This project convened a scient...ific meeting of international researchers, infectious disease experts, and officials from the Democratic Republic of the Congo (DRC) to discuss the therapeutic potential of quercetin, a compound that is being used experimentally to treat and prevent Ebola. The two-day meeting sought to review and discuss the clinical profile of quercetin, its potential as a preventive and therapeutic agent against Ebola, and the scientific, ethical, and logistical considerations of integrating this drug into the current response efforts to the ongoing Ebola outbreak in the DRC. This meeting will help to inform global health stakeholders who are considering adopting and rolling out experimental therapies in public health emergencies, and the risks and opportunities that lie within such actions.

November 2018 - A 10th outbrea...k of the Ebola virus disease was declared in North Kivu and Ituri provinces of the Democratic Republic of Congo (DRC) on August 1, 2018. North Kivu and Ituri are among the most populated provinces in the DRC. The provinces have been experiencing intense insecurity and a worsening humanitarian crisis, with limited access and over one million internally displaced people. The continuous movement of refugees to neighbouring countries, including Uganda, Burundi and Tanzania, represents a risk of spreading the outbreak to other provinces and neighbouring countries. With GAC's support, Doctors Without Borders/Médecins Sans Frontières (MSF) is helping to meet the immediate medical needs of persons infected by or at risk of contracting Ebola in the affected health zones. MSF specializes in emergency health services and is the lead on Ebola treatment in the DRC. Project activities include: (1) establishing Ebola treatment centres in affected health zones; (2) improving medical management of patients and suspected cases; (3) improving surveillance, case management and infection management and control; and (4) raising awareness and immunization of at-risk groups. /Novembre 2018 – Le 1er août 2018, une 10e épidémie du virus Ébola a été déclarée dans les provinces du Nord-Kivu et d'Ituri de la République démocratique du Congo (RDC). Le Nord-Kivu et l'Ituri comptent parmi les provinces les plus peuplées de la RDC. Ces provinces connaissent une profonde insécurité et une aggravation de leur crise humanitaire, avec un accès limité et plus d'un million de personnes déplacées à l'intérieur du pays. Le déplacement continu des réfugiés vers les pays voisins, dont l'Ouganda, le Burundi et la Tanzanie, présente un risque de propagation de l'épidémie à d'autres provinces et aux pays voisins. Grâce au soutien d'AMC, Médecins Sans Frontières (MSF) aide à répondre aux besoins médicaux immédiats des personnes infectées ou risquant d'être infectées par le virus Ébola dans les zones sanitaires touchées. MSF se spécialise dans les services de santé d'urgence et dirige les efforts déployés pour traiter les personnes atteintes du virus Ébola en RDC. With GAC's support, the International Federation of the Red Cross and Red Crescent Societies (IFRC) is helping to meet the immediate needs of persons infected by or at risk of contracting Ebola in the affected health zones. The IFRC has the operational expertise for programmatic response, particularly in community engagement and accountability, psychosocial support, surveillance, and National Society Development. Project activities include: (1) conducting safe and dignified burials; (2) providing psychosocial support to Ebola patients and their families; (3) advocacy and community outreach on Ebola prevention, detection and control; and (4) advocating for humanitarian access to affected and at-risk communities. /Mars 2019 - Un 10e foyer du virus Ébola a été déclaré dans les provinces du Nord-Kivu et de l'Ituri de la République démocratique du Congo (RDC) le 1er août 2018. August 1, 2018 - A 10th outbre...ak of the Ebola virus disease was declared in North Kivu and Ituri provinces of the Democratic Republic of Congo (DRC). North Kivu and Ituri are among the most populated provinces in the DRC. These provinces have been experiencing intense insecurity and a worsening humanitarian crisis, and over one million internally displaced people. The continuous movement of refugees to neighbouring countries, including Burundi, Tanzania and Uganda, represents a risk of spreading the outbreak to other provinces and neighbouring countries. With GAC's support, the International Federation of the Red Cross and Red Crescent Societies (IFRC) Appeal works to support Red Cross Societies' staff and volunteers to carry out relief operations focussed on epidemic control through: community-based surveillance and response mechanisms; safe and dignified burials; risk communication; social mobilization and community engagement; infection prevention and control; support to health facilities and communities; and psychosocial support. The project includes the DRC response, and preparedness activities in Burundi, Rwanda, South Sudan and Uganda. Project activities include: (1) establishing and maintaining infection prevention and control measures in health facilities; (2) providing psychosocial support to Ebola patients and their families; (3) conducting advocacy and community outreach on Ebola prevention, detection and control; and (4) advocating for access by humanitarian personnel to affected and at-risk communities. /1er aout 2018 - Un 10e foyer du virus Ébola a été déclaré dans les provinces du Nord-Kivu et de l'Ituri de la République démocratique du Congo (RDC). Le Nord-Kivu et l'Ituri sont parmi les provinces les plus peuplées de la RDC. Le niveau d'insécurité est très élevé dans ces régions, qui sont difficiles d'accès, alors que la crise humanitaire s'aggrave et que l'on compte plus d'un million de personnes déplacées à l'intérieur du pays. Le mouvement continu de réfugiés vers les pays voisins, notamment l'Ouganda, le Burundi et la Tanzanie, représente un risque de propagation de l'épidémie à d'autres provinces et pays voisins. October 2019 – The Democrati...c Republic of the Congo has been battling its 10th Ebola outbreak since August 1, 2018. It is second only to the 2014 West Africa outbreak in magnitude. As of September 11, 2019, there have been 3,099 cases of Ebola in the DRC with 2,074 deaths. In addition, four deaths were reported in Uganda between June and August 2019. On July 17, 2019, the WHO declared this outbreak a Public Health Emergency of International Concern, a designation that indicates that a crisis has the potential for global reach. With GAC's support, this project aims to provide funding to the United Nations Office for Coordination of Humanitarian Affairs (OCHA) to bring together humanitarian actors and Congolese authorities in order to ensure a coherent response to the ongoing crisis. Project activities include: (1) advocating for multi-sectorial coordination for humanitarian response; (2) supporting operation readiness and preparedness in neighbouring countries; and (3) strengthening the emergency telecommunications system. /Octobre 2019 – La République démocratique du Congo (RDC) est aux prises avec sa 10e épidémie d'Ebola depuis le 1er août 2018. Seule la flambée qu'a connue l'Afrique de l'Ouest en 2014 a été d'une plus grande ampleur. En date du 11 septembre 2019, on dénombrait 3 099 cas d'Ebola en RDC, dont 2 074 décès. Quatre morts ont également été signalés en Ouganda entre juin et août 2019. Le 17 juillet 2019, l'Organisation mondiale de la santé a qualifié cette épidémie d'« urgence sanitaire mondiale », ce qui indique que la crise a potentiellement une portée mondiale. Grâce au soutien d'AMC, ce projet vise à fournir du financement au Bureau de la coordination des affaires humanitaires des Nations Unies (BCAH) pour faire en sorte que les intervenants humanitaires et les autorités congolaises se rencontrent dans le but de régler de façon cohérente la crise actuelle. Parmi les activités du projet : 1) prôner une coordination multisectorielle dans le cadre de l'intervention humanitaire; 2) appuyer les efforts de préparation des opérations dans les pays avoisinants; 3) renforcer le système de télécommunications d'urgence.

With GAC's support, Doctors Without Borders/Médecins Sans Frontières (MSF) is helping to meet the immediate medical needs of persons infected by or at risk of contracting Ebola in the affected health zones. MSF specializes in emergency health services and is the lead on Ebola treatment in the DRC. Project activities include: (1) increasing access to quality primary healthcare and isolation centres for women, girls, men and boys living in the Ebola affected health zones; (2) increasing awareness about prevention measures and availability of treatment, through affected communities; (3) improving surveillance, case management and infection management and control; and (4) raising awareness and immunization of at-risk groups. /Octobre 2019 - Un 10e foyer de la maladie à virus Ebola a été déclaré dans les provinces du Nord-Kivu et de l'Ituri en République démocratique du Congo (RDC) le 1er août 2018. Le mouvement continu de réfugiés vers les pays voisins, notamment l'Ouganda, le Burundi et la Tanzanie, représente un risque de propagation de l'épidémie à d'autres provinces et pays voisins. Avec le soutien d'AMC, Médecins Sans Frontières (MSF) aide à répondre aux besoins médicaux immédiats des personnes infectées par le virus Ébola ou à risque de le contracter dans les zones sanitaires touchées. MSF se spécialise dans les services de santé d'urgence et est le chef de file du traitement Ébola en RDC. This project aims to reduce th...e risk of Ebola virus infection and the impact of the disease in the Democratic Republic of Congo and other countries and regions affected by the virus.To support this goal, the impact of Ebola on the mental health of survivors, families, and communities will be documented and strategies and mechanisms for coping and resilience will be identified. In addition, a disease prevention kit will be developed, as well as a psychosocial intervention kit adapted to the cultural realities of the Democratic Republic of Congo. This project is funded by the Rapid Research Fund for Ebola Virus Disease Outbreaks, a CA$1.5 million initiative that was mobilized and co-funded by IDRC, the Canadian Institutes of Health Research, and the Social Sciences and Humanities Research Council of Canada. The Fund supports four collaborative projects jointly led by Canadian and African researchers.

While vaccines and medical therapies have become important tools for the treatment and control of infectious diseases, greater efforts are needed in West and Central Africa to strengthen gaps in the technical and logistical capacities of researchers, surveillance agents, diagnosticians, first-line responders, and public health systems at large to quickly and effectively work with communities to identify, halt, and prevent new pandemics. The aim of this initiative is to implement an integrated research and capacity-strengthening program tailored for Central and West Africa. This initiative will support research to identify and assess the role of socio-cultural, animal health, and public health interventions to control and prevent emerging pandemic threats in the region. Research findings will help to inform the design and implementation of the capacity strengthening activity that will focus on enhancing and adapting the practices, protocols, and policies of public health actors in conducting surveillance, public health outreach and communications, and outbreak management of emerging pandemic threats. The research team will collaborate with African public health and research institutes to build their existing expertise in surveillance, research, and public health response and will provide a foundation for greater inter-regional scientific collaboration on pandemic threats that pose significant threats to the health and livelihoods of millions of people in Central and West Africa.

The 2013-2015 outbreak of Ebol...a virus disease (EVD) in West Africa (Guinea, Liberia, and Sierra Leone) was unprecedented, resulting in more than 11,000 human deaths with an estimated total cost of US$4.3 billion. The outbreak highlighted the need for a greater understanding of the social, economic, cultural, and physical environment factors that are essential to improving EVD response capacities and decreasing the risk of further outbreaks. This project aims to improve understanding of social and environmental factors as precursors for increased vulnerability to EVD outbreaks in susceptible communities. It also seeks to apply this knowledge to mitigate the outbreak potential of EVD and to improve response strategies to contain viral transmission and the spread of disease using community-based initiatives.
