On October 30, 2014, Ontario c...ontributed a total of $3 million through IDRP to the Canadian red Cross ($2 million) and Médecins Sans Frontières Canada ($1 million) in support of their efforts to combat the Ebola outbreak in West Africa. These efforts include the treating of patients, the training of relief workers, the setting up of treatment centres, and the prevention of further transmission -- particularly in the countries most impacted by the outbreak i.e. Guinea, Liberia and Sierra Leone.

This project aims to support t...he United Nations Country Team in Ghana to accelerate and strengthen government preparedness for early detection and containment of Ebola Virus Disease and prevent further spreading of the disease. Activities include: (1) procuring and installing 14 infrared thermography units; (2) training 150 government officials and 375 community based surveillance volunteers at 15 entry/exit sites; (3) training health workers at regional and district levels for surveillance, case investigation and reporting, early detection, contact tracing, data and information analysis, management and dissemination; (4) training immigration officers on and equip them for prevention and effective management of suspected cases; (5) supporting civil society and community-based organisations and primary health care worker groups to train members and community influencers/leaders and provide them with logistics to address stigma associated with Ebola Virus Disease; (6) installing hotlines (SMS, hotline operators, interactive voice response) for the general public and key groups (educators, learners, young people, health workers, social mobilisers, community leaders, traditional and religious leaders); (7) providing information, education and communication material to 15 entry/exit sites; and (8) providing tools (protocols, manuals and guidelines) on case management and infection prevention and control, considering the needs of vulnerable groups (women and children). / Cette initiative vise à soutenir l'équipe de pays des Nations Unies au Ghana pour accélérer et renforcer la préparation du gouvernement en matière de détection précoce et de confinement de la maladie à virus Ebola et prévenir la propagation de la maladie. The first-ever UN emergency he...alth mission, UNMEER has been established in Accra, Ghana to provide a unified UN operational structure, working closely with the affected countries, regional and international actors, Member States, the private sector and civil society. This project involves the deployment of humanitarian and/or stabilization advisors to Accra on a rotating 3-4 week basis, to work with stakeholders and liaise with UNMEER to determine and support interventions and programs to mitigate the outbreak of Ebola and its impacts. Further to a planned needs assessment, deployments could also be directly with the UNMEER, providing surge capacity on a 1-3 month basis. UNMEER has indicated contributions of officers experienced in political/public affairs, logistics, programming would be welcome. Such deployees could be considered as “experts on mission†status, providing some privileges and immunities, logistical and security support while deployed with UNMEER.

December 2014 - On August 8, 2...014, the World Health Organization declared the Ebola Virus Disease (EVD) outbreak in West Africa an international health emergency. The Ebola outbreak started in Guinea and spread to Liberia and Sierra Leone. There have been over 21,000 cases of Ebola virus in Guinea, Liberia and Sierra Leone to date, including more than 8,500 deaths. The current outbreak is unprecedented in terms of its scale, geographic reach, humanitarian impact, as well as its social and economic repercussions. The number of cases and deaths surpass all previous Ebola epidemics combined. With DFATD's support, the French Red Cross Society is helping to reduce and control the spread of the Ebola virus in Guinea by providing support for the launch and management of current and planned Ebola Treatment Centres (ETCs). Project activities include: (1) establishing and supporting the running of ETCs; (2) supporting existing ETCs; (3) developing community sensitization campaigns on EVD prevention and treatment; (4) developing early warning systems; and, (5) training of local red cross volunteers in EVD prevention, safe and dignified burials, contact tracing and disinfection. / Décembre 2014 - Le 8 aout 2014, l'Organisation mondiale de la santé a déclaré que l'éclosion de la maladie à virus Ebola en Afrique de l'Ouest était une urgence sanitaire de portée internationale. L'éclosion du virus a commencé en Guinée et s'est propagée au Libéria et en Sierra Leone. À ce jour, on dénombre plus de 21 000 cas d'Ebola en Guinée, au Libéria et en Sierra Leone, dont plus de 8 500 décès. L'éclosion actuelle est sans précédent quant à son ampleur, à sa portée géographique et à ses répercussions sur le plan humanitaire, social et économique. Le nombre de cas et de décès surpasse celui de l'ensemble des épidémies d'Ebola précédentes. Avec le soutien du MAECD, la Croix-Rouge française contribue à réduire et à limiter la progression du virus Ebola en Guinée en offrant un soutien au lancement et à la gestion des centres de traitement d'Ebola actuels et de ceux qui devraient ouvrir leurs portes. Parmi les activités du projet : 1) mettre sur pied et lancer de nouveaux centres de traitement d'Ebola et appuyer les centres actuels; 2) fournir un soutien aux centres lorsqu'ils deviennent fonctionnels, soit payer les frais d'utilisation et fournir des ressources humaines et de l'équipement pour l'administration des centres; 3) concevoir des campagnes de sensibilisation de la collectivité sur la prévention et le traitement du virus; 4) créer un système de détection rapide; 5) donner de la formation aux volontaires locaux de la Croix-Rouge sur la prévention du virus Ebola, des enterrements sécuritaires et convenables, la recherche des contacts et la désinfection.

Although the number of new cases has decreased substantially since their peak in late 2014, a sustained focus on the emergency response remains crucial in order to avoid a resurgence of the virus. With DFATD's support, the UN Office for the Coordination of Humanitarian Affairs is helping responding organizations analyze and map the spread of the outbreak and help ensure the delivery of basic services to affected communities. Project activities include: (1) overseeing information management for the broader response; (2) supporting needs assessment and response coordination; (3) supporting engagement with military and private sector actors; and (4) strengthening prevention efforts in surrounding countries.

Project activities include: (1) maintaining logistics staging areas in Accra, national hubs in Monrovia, Freetown and Conakry, and forward logistics bases in the affected countries to accelerate the delivery of life-saving items such as medical supplies and personal protection items; (2) providing humanitarian air services and strategic airlift; (3) providing support for inter-agency logistics coordination and telecommunications infrastructure; (4) increasing supply chain capacity; and (5) implementing strategic preparedness measures.

The outbreak has been unprecedented in terms of its scale, geographic reach, humanitarian impact, as well as its social and economic repercussions. Although the number of new cases has decreased substantially since their peak in late 2014, a sustained focus on the emergency response remains crucial in order to avoid a resurgence of the virus. With DFATD's support, the United Nation's World Food Programme (WFP) is helping meet the urgent food and nutrition needs of vulnerable people and communities. Project activities include: (1) responding to the immediate food needs of people affected by the virus who are receiving medical attention, as well as those being monitored or kept in quarantine; (2) providing food assistance to other populations living in the most affected zones where containment measures are impacting peoples livelihoods and markets; and (3) address the nutrition needs of those affected by the crisis, particularly survivors, orphans, and women of reproductive age.

With DFATD's support, the United Nations Children's Fund (UNICEF) is helping to reduce and control the spread of the Ebola virus in Guinea, Liberia and Sierra Leone and to provide care to those affected. Project activities include: (1) coordinating social mobilization and community engagement programmes to reinforce messaging on Ebola prevention; (2) providing access to water, hygiene and sanitation services to help prevent transmission; (3) providing psychosocial support to children and families affected by Ebola; (4) establishing a system of identification and care for children orphaned by Ebola; and (5) supporting infection prevention and control in health centres and schools.

With DFATD's support, the United Nation's World Food Programme (WFP) is helping to reduce and control the spread of the Ebola virus in West Africa by responding to the logistical needs of the humanitarian community. Project activities include: (1) maintaining logistics staging areas in Accra, national hubs in Monrovia, Freetown and Conakry, and forward logistics bases in the affected countries to accelerate the delivery of life-saving items such as medical supplies and personal protection items; (2) providing humanitarian air services and strategic airlift; (3) providing support for inter-agency logistics coordination and telecommunications infrastructure; (4) increasing supply chain capacity; and (5) implementing strategic preparedness measures.

Project activities include: (1) responding to the immediate food needs of people affected by the virus who are receiving medical attention, as well as those being monitored or kept in quarantine; (2) providing food assistance to other populations living in the most affected zones where containment measures are impacting peoples livelihoods and markets; and (3) address the nutrition needs of those affected by the crisis, particularly survivors, orphans, and women of reproductive age.

This initiative supports phase... 2 and 3 clinical trials of an experimental Ebola vaccine, based on an attenuated recombinant Vesicular Stomatitis Virus vector (VSV-EBOV), developed by the Public Health Agency of Canada, licenced to NewLink Genetics and Merck. Based on the demonstration of vaccine safety and immunogenicity in multicentric phase 1 trials, these next proposed trials will determine the expanded safety, protective immune response and efficacy of the vaccine in at-risk populations in Africa. During these trials, the capacity of African teams in clinical research will be strengthened. The initiative is supported by a partnership of Canada's Department of Foreign Affairs, Trade and Development, the Canadian Institutes of Health Research, the International Development Research Centre, and the Public Health Agency of Canada.The first activity is a phase 3 clinical trial of the VSV-EBOV vaccine in Guinea, one of the main Ebola-affected countries in West Africa. This is being led by an international research consortium headed by the Norwegian Institute of Public Health and coordinated by the World Health Organization. The clinical trial will determine the safety, protective immune response, and efficacy of the vaccine to prevent infection and the spread of the disease. Canadian support from this project is for field monitoring and assessment of the trials and the strengthening of clinical research capacities of teams in Guinea with the support of expertise from Mali and Senegal. The Centre Hospitalier Universitaire Sainte-Justine will host and chair the Data Safety Monitoring Board, an essential validating and transparency function of vaccine trials. The Scientific Advisory Group of the Guinea Ebola vaccine trials will be co-chaired by Canada. As a second activity of this project, the partnership is discussing support for additional phase 2 clinical trials of the VSV-EBOV vaccine in Canada and an African country unaffected by the current epidemic but at risk of Ebola disease. These trials would be performed in partnership with other donors to strengthen the evidence of the vaccine safety and protective immune response in broader populations, including children and HIV-positive people. Results from the project activities will be shared with the international community as part of the global response to the Ebola crisis. The results will inform the approval of the VSV-EBOV vaccine for future use to prevent Ebola transmission.

This initiative aims to addres...s the deficit of individual and collective practices in the prevention and identification of the Ebola virus disease (EVD) by the populations of areas at risk in Benin, including through prevention and community mobilization campaigns. The initiative also wants to address the shortcomings in terms of prevention, detection and protection in case of EVD and other infectious diseases among health workers, authorities and local stakeholders./Cette initiative cherche à répondre au déficit relatif aux pratiques individuelles et collectives en matière de prévention et d'identification de la maladie à virus Ebola (MVE) et des autres maladies infectieuses par les populations des zones à risque au Bénin, notamment par l'entremise de campagnes de prévention et de mobilisation communautaire. L'initiative cherche également à corriger les lacunes sur le plan de la prévention, de la détection et de la protection aux cas de MVE et des autres maladies infectieuses chez les agents de santé, les autorités et les intervenants locaux.
