The Global Health Security Agenda programme develops national capacity to prevent zoonotic and non-zoonotic diseases while quickly and effectively detecting and controlling diseases when they do emerge. The Emerging Pandemic Threats programme improves national capacity to pre-empt the emergence and ...re-emergence of infectious zoonotic disease and to prevent the next pandemic.
Action against emerging pandemic threats is taken through projects on: Avian influenza, Middle East respiratory syndrome, Africa Sustainable Livestock 2050 and Emergency equipment stockpile. With high-impact diseases that jump from animals to humans on the rise, these programmes are reducing the risk to lives and livelihoods from national, regional and global disease spread.

The DCPs are a series of disease specific datasheets that list the critical commodities and the technical specifications for each commodity per disease. The DCPs inform Member States and operational partners of commodity requirements and potential gaps in the health emergency supply chain. From an o...perational readiness perspective, the DCPs provide the basis for a globalized stockpile system, response planning, technical guidance and supply market assessments.
Initially, the DCPs consist of 11 infectious diseases; Ebola virus, Marburg virus, cholera, Lassa fever, pandemic influenza, MERS-COV, SARS, meningococcal meningitis, yellow fever, Shigellosis, and typhoid fever.

reportedly including stocks of nerve (sarin, VX) and blister (mustard gas) agents.

The Epidemic Preparedness and Response Plan for Cholera in Syria (November 2015) outlines strategies to prevent, detect, and manage cholera outbreaks in the country, where poor water and sanitation conditions, displacement, and damaged healthcare infrastructure increase the risk of disease spread. T...he plan aims to reduce morbidity and mortality through early detection, rapid response, and coordinated interventions. It is divided into four key phases: the Pre-Epidemic Phase, which includes risk assessment, resource mapping, stockpiling medical supplies, training health workers, and raising community awareness; the Alert Phase, which focuses on surveillance, laboratory confirmation, and mobilization of rapid response teams; the Epidemic Phase, which involves case management, infection control, environmental measures such as water chlorination and improved sanitation, and public awareness campaigns; and the Post-Epidemic Phase, which evaluates the response effectiveness and identifies lessons to improve future preparedness. In April 2020, Gavi and COVAX joined the Access to COVID-19 Tools Accelerator (ACT-A) to provide equitable global access to COVID-19 vaccines to tackle the pandemic. In June 2020, the Gavi COVAX Advance Market Commitment (AMC) was launched to finance equitable access in 92 lower-income countries. Si...nce then, US$ 10 billion has been raised for the AMC to procure vaccines and support delivery. Despite a challenging supply situation, COVAX has now shipped one billion doses to 144 countries, including over 870 million to AMC economies.

WHO supports Zambia in vaccinating 1 million people in Lusaka against cholera to combat an outbreak that began in October 2017, causing 2,672 cases and 63 deaths.
