A practioner's guide, based on lessons from Ebola.
This guide is a compilation of best practices and key lessons learned through Oxfam’s experience of community engagement during the 2014–15 Ebola response in Sierra Leone and Liberia. It aims to inform public health practitioners and programme ...teams about the design and implementation of community-centred approaches

The context of the Ebola epidemic presented extreme challenges for Oxfam, as it did for many organisations. At the onset of the epidemic, there was a general lack of understanding of the disease and how to respond to it effectively and safely. A pervasive and persistent climate of fear, coupled with... changing predictions about the likely evolution of the epidemic, influenced analysis and response at all levels. There was strong pressure to treat the epidemic as a medical emergency requiring a medical response – organised through topdown processes – rather than standard humanitarian coordination

It also documents the extraordinary efforts by a broad coalition of government ministries, municipalities, international agencies, community groups, women’s or...ganizations, religious and traditional leaders, media, private sector and donors towards restoration and improving health indicators.

The emergency Water, Sanitation and Hygiene Promotion (WASH) gap analysis project was funded by The Humanitarian Innovation Fund (HIF), a program managed by Enhancing Learning and Research for Humanitarian Assistance (ELRHA) in partnership with the Active Learning Network for Accountability and Per...formance in Humanitarian Action (ALNAP), and is a component of a larger initiative to identify and support innovations in emergency WASH. This paper gives an explanation of the background, methodology, and findings of the program.

This report presents, for the first time, a global assessment of the extent to which health care facilities provide essential water, sanitation and hygiene (WASH) services. Drawing on data from 54 low- and middle-income countries, the report concludes that 38% lack access to even rudimentary levels ...of water, 19% lack sanitation and 35% do not have water and soap for handwashing. When a higher level of service is factored in, the situation deteriorates significantly. A number of areas require urgent action and WHO will work with UNICEF, Governments and other partners to develop a global plan to address the most pressing needs and ensure that all health care facilities have WASH services.

The report also makes it clear that scarce resources must be focused on the most marginalized women and girls, includin...g sex workers, gender diverse people, women in prison and migrants and others without proof of employment or residence.

It is a pressing question for donors and NGOs alike: is funding development and humanitarian work in fragile and conflict-affected states (FCAS) the equivalent of pouring money into a bottomless pit, if achievements are only going to be undone by further cycles of violence? There is, of course, a st...rong humanitarian imperative to meet the needs of those caught up in violence. However, if the long-term aim of humanitarian and development efforts is the reduction of poverty, it begs the question: what contribution can these programmes make to building peace and stability – and thus increase their own effectiveness and sustainability?
