As scientists of the UN’s Intergovernmental Panel on Climate Change meet in Geneva this week to publish their Special Report on Climate Change and Land (August 8), a new report by the development charity Christian Aid shows that climate change is having a disproportionate impact on the food systems of the country’s least responsible for causing the climate crisis.
The IPCC is expected to show how climate change will affect global food supply, spiking prices and reducing nutrition. It is also likely to recommend that countries will need to drastically cut emissions if global food security is to be protected.

Significant numbers of Venezuelans continue to cross Colombia by foot, heading for larger cities with more opportunities and better services or towards the southern border with Ecuador to continue their onward journey to a third country. Refugees and migrants arrive in Colombia with immediate humanitarian needs including access to safe accommodation, food, basic health care, but the prolonged nature of their displacement also requires longer term solutions including access to formal employment, education and social integration. The Interagency Group for Mixed Migration Flows (GIFMM) works closely with the Government at both the national level, and across 11 of the most affected departments, to deliver direct emergency assistance, protection, socio-economic integration activities and seeks to build the capacity of the host government.

But considering the dimension of these major challenges, only small steps have been taken so far. The scope of the problem continues to be underestimated. Climate change is jeopardizing the livelihoods of more and more people. It is a risk multiplier. Although understanding of the connection between climate change and migration has increased, many questions have yet to be answered. We need more knowledge to better support the people affected.

Consequently references to ecol-ogy and environmental issues have surfaced in papal encyclicals duringthe last fifteen years generating national and regional responses. In theUnited States, for example, the U.S. Conference of Catholic Bishops hasissued two pastoral statements on environmental issues in 1991 and2001. Significantly, the Catholic Bishops of the Pacific Northwest, rep-resenting Canada and the U.S. have also issued a unique internationalletter focused on a particular ecological region—the Columbia RiverWatershed. What all of these efforts hold in common is the attempt toapply Catholic social teaching to a new and disturbing phenomenon inhuman experience. The result has been an expansion of Catholic socialthought. What was once the “social question” has now become the socialand “ecological question.” This development, the effort to address ecol-ogy and environmental issues as ethical problems, is the focus of thispaper. The framework is primarily intended for use by EiE practitioners in humanitarian contexts. However, it is also relevant at the global level or in development settings in support of planning and emergency preparedness. It is best used in conjunction with the Core Humanitarian Competency Framework (CHCF) and where applicable, the Child Protection in Humanitarian Action (CPHA) Competency Framework. It is transferable across people, countries, and cultures and can be a valuable tool for entry-, mid-, and senior level professional development.
