In response to the COVID-19 outbreak, this guidance provides information on infection and prevention control (IPC) for older people, their friends and families, carers, and healthcare providers. Anyone who manages, works, volunteers or provides care at any type of facilities where older people recei...ve care at (long-term care facilities, non-acute care facilities, and home care services), should practice strict IPC to prevent and control COVID-19 outbreaks. It has been observed in different countries that older people have higher case-fatality rate compared to other age groups. Therefore, it is especially important to implement and follow IPC measures at facilities, homes, and other venues that older people frequent.

O protocolo a seguir foi desenvolvido para investigar o alcance da infecção, conforme determinado pela soropositividade da população geral, em qualquer país com casos confirmados de infecção pelo COVID-19. Os países talvez tenham que adaptar alguns aspectos deste protocolo para os respectivo...s sistemas de saúde pública, bem como sistemas laboratoriais e clínicos, de acordo com a capacidade, disponibilidade de recursos e adequação cultural. No entanto, usando-se um protocolo padronizado, tal como o descrito abaixo, dados de exposição epidemiológica e amostras biológicas podem sercoletados de forma sistemática, e rapidamente compartilhados em um formato que facilite sua agregação, tabulação e análise em diferentes cenários globais, para estimar prontamente a gravidade as taxas de ataque da infecção pelo vírus COVID-19, bem como embasar respostas de saúde públicae decisões relativas a políticas públicas. Isso é particularmente importante no contexto de um novo patógeno respiratório, como o COVID-19.

Este documento traz recomendações para a implementação de planos operacionais em redes de serviços de saúde, tanto na atenção primária (incluindo assistência domiciliar) quanto em hospitais, para reorganizar a entrega dos serviços e ganhar eficiência na gestão e expansão da oferta de l...eitos, considerando a complexidade crescente dos casos. Essas recomendações concentram-se na gestão dos serviços de saúde para reorganizar e expandir a resposta desses serviços de acordo com a evolução da epidemia. Este documento de trabalho será atualizado na medida em que novos conhecimentos e evidências em relação ao SAR-Cov2 forem disponibilizados, e as recomendações fornecidas devem ser adaptadas para a realidade de cada país, considerando-se as características do respectivo sistema de saúde.
