Theme one states that use does not happen by accident. Impact evaluations are more likely to be used when uses have been anticipated and planned from the earliest stages of the evaluation and, even better, from the planning stages of the work that is being evaluated. Theme two concerns the operations and systems required in an organization to use impact evaluations well. Theme three builds from the premise that the first two themes are necessary but insufficient conditions for the effective and widespread use of impact evaluations. Using this tool, the aim is to monitor and support capacity development to prevent the onset and improve the management of communicable disease outbreaks at medium-term migration reception/detention centres, both on a day-to-day basis and in the event of a sudden influx of migrants.

Psoriasis, which can involve the skin, nails and joints, is a chronic, painful, disfiguring and disabling noncommunicable disease (NCD) for which there is no cure. This report documents the findings from the Behavioral Surveillance Survey conducted among youuth aged 15-24 in Rwanda in 2009. The 2009 Youth BSS documented HIV knowledge, attitudes, and behaviors (KAB) among youth in Rwanda. The data provided a cross-sectional look at the current HIV KAB among yo...uth, and allowed for changes over time to be detected when analyzing these data against the results of the 2006 Youth BSS.
