Seng Moon’s story is typical of the 37 trafficking survivors interviewed for this report. The
most unusual part of her story is that she escaped with her child; many other survivors
were forced to leave children behind. All the survivors we interviewed were trafficked from,
and managed to retur...n to, Myanmar’s Kachin State or the northern part of neighboring
Shan State. Most were from families affected by fighting in the area between Myanmar
government forces and the Kachin Independence Organization (KIO) and its armed wing,
the Kachin Independence Army (KIA). While the conflict dates to the independence of the
Union of Burma in 1948, the end of a 17-year ceasefire in 2011 resulted in an escalation of
hostilities that has caused the mass displacement of over 100,000 Kachin and other
ethnic minorities.

The paper begins by emphasising that many cou...ntries emerging from both conflict and political reform processes have successfully implemented restitution programmes, and that the current, largely piecemeal, efforts towards restitution in Myanmar under the Central Land Grab Reinvestigation Committee processes are simply inadequate in securing restitution rights for everyone in and from Myanmar with a legitimate restitution claim.

The 2018 Cyclone Preparedness Lessons Learnt Exercise aims to capture and analyse knowledge acquired by humanitarian actors during their cyclone preparedness efforts and operations in the Rohingya refugee camps during the 2018 cyclone seasons. The purpose is to provide a reference document for planning for future cyclone seasons, support evidence-based advocacy, and identify gaps in preparedness which need to be addressed in advance of the 2019 cyclone seasons. Over the reporting period, economic actors continued to carry out their activities with little regard for their impacts on the livelihoods of the communities living in the surrounding areas. In Doo Tha Htoo (Thaton) District, cold dust from a Tatmadaw-run cement factory contaminated nearby waterways... during the rainy season. As a result, civilians from at least 15 villages faced water shortages. In Mu Traw (Hpapun) and Kler Lwee Htoo districts, gold mining activities damaged forests and polluted water and soils in several village tracts. In both cases, the economic actors involved failed to secure the free, prior and informed consent (FPIC) of the local population, and did not compensate the affected communities for the damage caused.

The Government of Myanmar has taken initial steps to implement some of the
recommendations, particularly those made by the Advisory Commission. The overarching
objectives of the recommendations, however, remain largely unaddressed, with no
significant progress observed on human rights concerns ra...ised in previous reports
submitted to the Human Rights Council. The High Commissioner recommends that the
Government of Myanmar take action to ensure compliance with its international human
rights obligations.

Bangladesh Betar and ACF from August to November 2018. This feedback was
collected from camps 1, 2, 10, 11, 15, 16, 19, 22, 23, 24 and 25. Listener groups included
an even spread of men, women, adults and children and ar...ound 10% of participants
were particularly vulnerable (pregnant women, lactating mothers, older people and
people with disabilities). In addition, focus group discussions were conducted in camp
24 to explore these issues in more depth.

Over 244,000 displaced people remain in camps or camp-like situations in Kachin, Shan, Rakhine
