Background: La pandémie de CO...VID-19 est sans précédent dans l'histoire récente. Il s'agit à la fois d'une crise de santé publique et d'une crise humanitaire qui a des répercussions sur la vie, la santé et les moyens de subsistance des populations du monde entier. L'impact potentiel du COVID-19 sur les personnes les plus vulnérables du monde, déjà touchées par les déplacements, les conflits, les catastrophes naturelles et le changement climatique, en fait la menace actuelle la plus urgente.Le 26 mars dernier, la FICR a lancé un appel de 550 millions CHF pour soutenir les Sociétés nationales de la Croix-Rouge et du Croissant-Rouge (ci-après, SN) dans les domaines des soins de santé, du prépositionnement des marchandises, de la communication des risques, des enseignements tirés du réseau mondial d'intervenants locaux, des transferts monétaires pour les familles et de l'atténuation des effets des grandes épidémies. Sur les 550 millions CHF, 150 millions sont destinés à la FICR pour soutenir les SN dans le besoin, tandis que les 400 millions restants seront collectés par les SN au niveau national. L'intervention de la FICR proposée pour un financement belge s'inscrit dans les 150 millions CHF recherchés par la FICR dans son appel d'urgence – épidémie COVID-19 (« IFRC Revised Emergency Appeal MDR00005: COVID-19 outbreak », annexe 2b). A noter que déjà le 31 janvier dernier, la FICR avait lancé un appel d'urgence – épidémie COVID-19 qui recherchait 3 millions CHF. Vu l'ampleur de la crise, cet appel a été révisé et relancé le 26 mars avec une nouvelle planification et un nouveau montant de 150 millions CHF. Le DREF, fonds flexible de la FICR que la Belgique finance en 2020 avec 1,5 millions EUR, a déjà permis de soutenir l'appel d'urgence de la FICR avec 1 million CHF. La FICR et ses 192 SN sont solidaires envers les personnes affectées par la crise COVID-19 et en première ligne des réponses communautaires à cette pandémie dans le monde entier. Avec plus de 160.000 bureaux locaux et plus de 13 millions de volontaires et de collaborateurs de confiance, la FICR et les SN sont particulièrement bien placées pour aider les personnes et leurs communautés à se préparer et à répondre à cette urgence mondiale. Combinant l'expertise d'acteurs sanitaires et humanitaires qui travaillent dans leurs propres communautés, la FICR et ses membres offrent une perspective et des outils mondiaux, associés à une présence locale et une réponse nationale dans toutes les régions du monde. Les SN, dans leur rôle d'auxiliaires des pouvoirs publics, s'engagent auprès de leurs gouvernements sur la manière de soutenir et de compléter au mieux les plans d'action nationaux, et de remplir leur mandat. Le Mouvement de la Croix-Rouge et du Croissant-Rouge apporte son soutien aux gouvernements nationaux lorsque les systèmes de santé sont insuffisants ou lorsqu'il y a des problèmes d'accès ou d'acceptation. Background: Le CERF a été cr...éé en mars 2006 par la Résolution 60/124. Le CERF est un fonds à vocation mondiale, il peut donc couvrir n'importe quel pays affecté par une crise humanitaire. Les programmes, fonds et institutions spécialisées des NU peuvent solliciter un financement du CERF. Le PAM, l'UNICEF, l'UNHCR et l'OMS en sont les 4 organisations bénéficiaires principales. Les ONG ne sont pas habilitées à solliciter directement des financements auprès du CERF. Cependant, de manière indirecte, les ONG en profitent régulièrement, lorsque les ONG mettent en œuvre des actions pour les agences des NU ou de l'OIM. OCHA ne peut bénéficier que de prêts.Le CERF est un instrument important en matière de réponse aux catastrophes et crises imprévues ou sous-financées. Il rassemble les contributions des donateurs et vise à assurer un financement flexible des besoins humanitaires pour lesquels il n'existe pas ou peu de sources de financement. Le CERF favorise en outre une intervention rapide et coordonnée de la communauté internationale dès les premiers instants d'une crise humanitaire.Le CERF joue son rôle en tant qu'instrument de financement pour une intervention rapide et coordonnée de la communauté internationale dès les premiers instants de la crise humanitaire liée au covid-19. En ce moment un montant total de 95 mio US$ a été alloué par le CERF pour démarrer (« kickstart ») les efforts dans le cadre de la Réponse Globale Humanitaire COVID-19 dans un nombre de pays les plus vulnérables du monde. Les allocations contribueront au financement du PAM pour assurer la continuité des chaines d'approvisionnement et le transport de personnel et biens humanitaires , de l'OMS pour contenir la propagation de la pandémie, et d'autres agences pour fournir une assistance humanitaire et une protection aux personnes les plus vulnérables touchées par la pandémie, en assurant entre autres la sécurité alimentaire, les soins de santé, y compris la santé reproductive et la santé mentale, l'eau et l'assainissement, la nutrition et la protection. Background: La Belgique a lib...ré au printemps des moyens destinés à lutter contre la pandémie qu'elle a dirigés en priorité vers ses partenaires humanitaires internationaux, CERF, FICR, OCHA, PAM et FAO (voir supra).Elle a également réservé des financements à ses partenaires non gouvernementaux, les ONG belges agrémentées et reconnues pour la qualité de leurs interventions sur des terrains d'opération complexes.Dans un souci d'efficacité et d'innovation, le service humanitaire de la DGD a invité les ONG à travailler ensemble et à produire une réponse commune qui mette en avant des pistes d'un financement nouveau et/ou en tout cas qui s'engage à les explorer. Les ONG ont dès lors élaboré un cadre de réponse y mettant chacune les ingrédients (contexte géographique, spécialisation sectorielle, etc) qu'elle maîtrise.Elles ont établi un partenariat commun : BAHIA, qui signifie Alliance belge pour l'action humanitaire internationale . Leur projet Agile response by the Belgian Alliance for Humanitarian International Action to control the spread of COVID-19 and mitigate its multi-dimensional effects on humanitarian crisis servira de pilote pour développer de nouvelles méthodes de travail, notamment en ce qui concerne la flexibilité du financement et la coordination entre elles, tant en Belgique que sur le terrain. Il s'agit ici de la première initiative de coordination commune aux ONG humanitaires belges dans le cadre des financements humanitaires. - General Purpose: Dans le cadre de ce projet d'un an, BAHIA contribuera à la préparation et à la réponse aux impacts (primaires et secondaires) de la pandémie du COVID-19. - Specific Purpose : Promouvoir la santé publique et la protection des populations vulnérables contre la contamination à COVID-19 tout en renforçant leur capacité à satisfaire leurs besoins fondamentaux. - Results: 1) contenir la propagation de la pandémie de COVID-19 grâce au renforcement des capacités de prévention et de réponse des communautés et des acteurs locaux et internationaux,2)Préserver les capacités des personnes les plus vulnérables et les plus touchées à satisfaire leurs besoins de consommation alimentaire et les autres besoins de base créés par la pandémie, grâce à leurs activités productives et à l'accès aux filets de sécurité sociale et à l'aide humanitaire.3)Les communautés vulnérables affectées ont un accès égal aux services de base et les personnes les plus vulnérables mettent en place des mécanismes de résilience face à la détresse et/ou au risque de violence et d'abus. - Covid19: Le COVID-19 représente la menace sanitaire mondiale la plus grave depuis la pandémie de grippe de 1918. Fin septembre 2020, on recensait près de 35 millions de cas confirmés et plus d'un million de décès dans le monde. This intervention will be set ...up to achieve the three following outcomes:
- O1: Contain the spread of the COVID-19 pandemic through strengthened prevention and response capacities of communities, local and international actors;
- O2: Preserve the ability of the most vulnerable and affected people to meet the additional food consumption and other basic needs caused by the pandemic, through their productive activities and access to social safety nets and humanitarian assistance.
- O2 : Vulnerable affected communities have equal access to essential services and the most vulnerable people put in place mechanisms for protection and resilience in the face of distress and/or risk of violence and abuse.

Background: Ce financement s'i...nscrit dans la volonté de la coopération au développement de contribuer à la gouvernance du secteur des activités minières artisanales et à petite échelle (artisanal and small scale mining) en adressant le besoin urgent de soulager les problèmes issus de la crise du Covid-19, tout en poursuivant une approche transitionnelle visant à parvenir à une gestion durable et une plus grande transparence au sein de l'industrie extractive. Cette intervention s'effectuera dans le cadre d'une fenêtre d'intervention d'urgence Covid-19 de l'EGPS-2, prévue pour une période d'un an couvrant septembre 2020-2021, avec l'intention d'agir d'urgence dans une première phase de 6 mois. Cette fenêtre permettra de fournir une assistance sous forme de subventions à une série d'organisations internationales, régionales, nationales et locales engagées dans l'exploitation minière artisanale. Une attention particulière est prêtée au renforcement des services et structures de santé ainsi que la résilience des communautés ASM, en particulier les moyens de subsistance pour les familles des creuseurs. La contribution à l'intervention de la fenêtre Emergency Response COVID-19 de l'EGPS-2 se concentre sur :- la réponse sanitaire et économique à la crise du Covid-19 dans le secteur des activités minières artisanales et à petite échelle ,- un meilleur encadrement du secteur des mines artisanales en vue d'une plus grande formalisation, plus de transparence dans les chaines d'approvisionnement et des mesures pour limiter les activités irrégulières,- une meilleure gouvernance des industries extractives, notamment en matière de performances sociales et environnementales , - diminuer l'impact social pour les femmes et les populations vulnérables ,- renforcer la résilience de par l'organisation des coopératives et le développement des activités de subsistance, plus particulièrement pour les femmes et filles dans les communautés de mineurs artisanaux ,- le développement d'un cadre légal concernant le secteur minier artisanal ,- et un renforcement institutionnel des acteurs publics locaux et civils impliqués dans l'industrie extractive.Cette contribution pourra servir à assumer nos obligations comme membre du Conseil d'Administration de l'EGPS-2 pour la période 2020-2023 - Specific Purpose : The Development Objective of this program is to improve the capacity of current and emerging resource-rich developing countries to use their oil, gas and mineral resources in a transparent, sustainable and gender-inclusive manner. - Results: The strategic orientation of EGPS-2 is embedded in the World Bank's overarching goals of ending extreme poverty and promoting shared prosperity. Background: L'objectif princip...al du CICR est d'empêcher que la population ne plonge davantage dans la pauvreté et la vulnérabilité. - Specific Purpose : Au Niger, les priorités du CICR en 2020 sont les suivantes :-protéger les personnes des conséquences des conflits armés ou d'autres violences et évaluer leurs besoins , renforcer le respect pour le DIH et d'autres normes internationales parmi les forces nigériennes, les troupes internationales et les groupes armés ,-sécuriser l'accès aux personnes vulnérables dans les zones touchées par la violence, pour le personnel et les bénévoles du CICR et de la Croix-Rouge du Niger, ainsi que d'autres acteurs humanitaires ,-répondre aux besoins urgents des personnes déplacées à Diffa et Tillabéry, tout en aidant – en coopération avec les partenaires du Mouvement – les populations vulnérables du Niger à devenir plus résiliente aux effets du conflit et autres violences ,-reconnecter - à travers les services de rétablissement des liens familiaux du Mouvement - les membres de familles séparées par les conflits armés, la détention ou la migration , veiller à ce que les familles soient informées du décès de leur parent dans des affrontements ou sur la route migratoire , et-faciliter l'accès à des soins de santé adéquats, notamment la chirurgie des plaies et la réadaptation physique, et soutenir les structures de santé. - Results: - People are respected by the authorities and weapon bearers in conformity with applicable law. Those affected by armed conflict and other violence are able to cover their basic needs, restore or maintain their livelihoods, and obtain essential services. Members of dispersed families, including vulnerable migrants and children, restore and/or maintain contact and, where appropriate, are reunited.- Detainees are afforded treatment and living conditions that comply with applicable law and meet internationally recognized standards. Their judicial guarantees are respected.- Wounded people receive adequate care. People with physical disabilities have access to good-quality limb-fitting services and physiotherapy.- The authorities and weapon bearers, particularly those deployed along Niger's borders, understand and respect IHL and other rules protecting people during armed conflict and other violence, and incorporate them in their decision-making. The media, humanitarian actors and religious and community leaders help foster awareness of humanitarian issues and IHL among all those concerned, thus securing greater respect for human dignity. All actors understand the ICRC's mandate and support the work of the Movement.- The Red Cross Society of Niger has a strong legal base and sufficient organizational capacity for independent action.
