The objective of the USAID App...lying Science to Strengthen and Improve Systems (ASSIST) Project is to improve the quality and outcomes of health care and other services by enabling host country providers and managers to apply the science of improvement. The project seeks to build the capacity of host country service delivery organizations in USAID-assisted countries to improve the effectiveness, efficiency, client-centeredness, safety, accessibility, and equity of the health and family services they provide. USAID ASSIST also seeks to institutionalize the capacity to improve through competency development at the pre- and in-service levels as well as engaging with host country governments at the policy level.

Kenya Medical Supplies Agency ...(KEMSA) is a customer-focused integrated medical logistics provider for all public health facilities in Kenya. As a State Corporation, KEMSA is a secure source of value-for-money drugs and other medical supplies to over 5,000 facilities. KEMSA has also received substantial TA and support from USAID in human resource capacity building through the deployment of key advisors in areas of business development, procurement, IT and supply chain management. With USAID support, KEMSA has invested in an effective Enterprise Resource Planning (ERP) system that has led to the full automation and integration of KEMSA operations and overall business processes, resulting in greater efficiency and improved service delivery. KEMSA's fully automated central warehouse in Nairobi is now functioning under the platform of a Warehouse Module System hosted by the ERP. This has significantly improved efficiency in inventory management and processing of health facilities requirements. KEMSA has successfully implemented the Framework Contract system, and all current procurements are aligned to KEMSA's strategic and business plan with enhanced visibility of all health care commodities in the supply chain. Currently KEMSA has a total allocation of KES 5.3 Billion ($60m) for essential medical supplies, approximately KES7.0 billion ($85m) for programs such as HIV, malaria and tuberculosis. KEMSA has been appointed as the procurement agent for the GFATM R10 procurements, and the USG is confident that KEMSA is ready to start handling some PEPFAR commodities. This is a new award, and no vehicle procurement is planned. This activity supports GHI/LLC and is funded primarily with pipeline funds in this budget cycle.

The United States Agency for I...nternational Development's (USAID) Bureau for Global Health's flagship Maternal and Child Survival Program (MCSP) focuses on 25 high-priority countries with the ultimate goal of preventing child and maternal deaths. The Program is introducing and supporting high-impact, sustainable reproductive, maternal, newborn and child health (RMNCH) interventions in partnership with ministries of health and other partners. MCSP places a greater emphasis on key cross-cutting issues such as innovation, e/mHealth, equity, quality, gender, public-private partnerships and involvement of civil society, community approaches, health systems strengthening, and behavior change interventions. While maintaining a focus on technical, high-impact interventions; the Program works toward sustainable scale-up to include the health systems that deliver these interventions. In addition to contributing to high-level technical and policy dialogue at the global level, the Program provides tailored technical assistance to help countries meet specific priorities and contextual needs of local RMNCH programs.

VectorWorks is a five-year (20...14-19) global project to increase access to and use of long-lasting insecticidal nets (LLINs) and other proven vector control interventions for malaria prevention. The project is funded by the President's Malaria Initiative (PMI) under a USAID cooperative agreement. It envisions a world where every family has the ability to protect itself from malaria through vector control technologies that are easy to use, easy to access and easy to afford. VectorWorks has a comprehensive and dynamic approach to empower governments, civil society and the private sector to create sustainable systems to improve access to and appropriate use of insecticide-treated mosquito nets (ITNs) and other vector control technologies. VectorWorks will innovatively expand on the strong and successful work of the NetWorks project to support and strengthen distribution networks, create demand for and promote consistent use of ITNs, and strategically apply and use research findings. These are the necessary next steps down the path to elimination of malaria.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

The United States Agency for I...nternational Development's (USAID) Bureau for Global Health's flagship Maternal and Child Survival Program (MCSP) focuses on 25 high-priority countries with the ultimate goal of preventing child and maternal deaths. The Program is introducing and supporting high-impact, sustainable reproductive, maternal, newborn and child health (RMNCH) interventions in partnership with ministries of health and other partners. MCSP places a greater emphasis on key cross-cutting issues such as innovation, e/mHealth, equity, quality, gender, public-private partnerships and involvement of civil society, community approaches, health systems strengthening, and behavior change interventions. While maintaining a focus on technical, high-impact interventions; the Program works toward sustainable scale-up to include the health systems that deliver these interventions. In addition to contributing to high-level technical and policy dialogue at the global level, the Program provides tailored technical assistance to help countries meet specific priorities and contextual needs of local RMNCH programs.

The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

VectorWorks is a five-year (20...14-19) global project to increase access to and use of long-lasting insecticidal nets (LLINs) and other proven vector control interventions for malaria prevention. The project is funded by the President's Malaria Initiative (PMI) under a USAID cooperative agreement. It envisions a world where every family has the ability to protect itself from malaria through vector control technologies that are easy to use, easy to access and easy to afford. VectorWorks has a comprehensive and dynamic approach to empower governments, civil society and the private sector to create sustainable systems to improve access to and appropriate use of insecticide-treated mosquito nets (ITNs) and other vector control technologies. VectorWorks will innovatively expand on the strong and successful work of the NetWorks project to support and strengthen distribution networks, create demand for and promote consistent use of ITNs, and strategically apply and use research findings. These are the necessary next steps down the path to elimination of malaria.

By bringing together advanced technical solutions, a team of highly qualified experts, and proven commercial processes and principles, USAID Global Health Supply Chain works to reduce costs and increase efficiencies in global and national supply chains. In addition to optimizing supply chains, the project is strengthening national supply chain systems and fostering collaboration among supply chain stakeholders worldwide.

A follow-on five-year, Fixed A...mount Reimbursement Agreement (FARA) was signed in January 2016 to support the implementation of the National Health and Social Welfare Policy and Plan 2011-2021. Funds will be used to reimburse the Government of Liberia (GoL) for the cost of implementing the Essential Package of Health Services in three counties covering approximately 1.4 million people. The FARA, a direct Government-to-Government (G2G) assistance model, transfers implementation responsibility to the Ministry of Health (MoH) for ensuring access to quality health services. Under the FARA, USAID will support the GoL to accelerate gains in maternal, neonatal, and child health by further strengthening MoH stewardship and performance management at the central and sub-national levels, and by increasing the use of quality primary health care in USAID focus counties.

Supports the following illustr...ative program-funded costs: salaries of US, FSN, and TCN and other staff such as PSCs, RSSAs, PASAs, CASUs working for the US Government managing, administering, and supporting programs and their program-funded benefits such as housing, travel, transportation, education allowances etc; institutional contractors that provide such staff, rent, IT services, the program-funded share of utilities, staff training costs and the cost of developing and administering training programs, equipment and supplies, ICASS, vehicle fuel and maintenance, maintenance contracts, janitorial services, operational unit web page development and maintenance, outreach such as publications and the cost of their preparation (including staff costs), and technical assistance to ensure USG compliance with regulations.
